Present: Mayor Ron Higgins; Councillor Wayne Good – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3 Absent with Regret: Councillor Fred Perry – Ward 1 Also Present: Tara Mieske, Clerk/ Planning Manager (CPM); Corey Klatt, Manager of Community Development/CAO Back-up (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC); and Kelly Watkins, Treasurer

  1. Call to Order The Mayor called the Meeting to Order at 9:05 a.m.

Business Arising from the Minutes a) Resolution #194-21 – Road Allowance Closures and Sale - Sutherland Update Resolution #: 241-21 Moved By: Seconded By: Councillor Inglis Councillor Hermer Whereas Council passed Resolution #194-21 at their meeting on April 16, 2021, receiving for information the Clerk/Planning Manager’s Administrative Report entitled “Road Allowance Closures and Sale By-law – Sutherland and Halliday – Amended”; and that Council deferred the By-law to Stop-up, Close and Sell a Portion of the Road Allowance (Sutherland) and instructs the Clerk to provide further information on this Road Allowance at an upcoming Council Meeting; Therefore Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Road Allowance Closures and Sale – Sutherland Update”; And That Council defers the application and requests Councillor Good to complete an inspection and the Clerk provide more mapping. Carried b) Resolution #217-21 – Ministry of Municipal Affairs and Housing (MMAH): Town Hall Sessions re: How to Strengthen Accountability for Municipal Council Members Resolution #: 242-21 Moved By: Seconded By: Councillor Inglis Councillor Good Whereas Council passed Resolution #217-21 at their meeting on May 7, 2021, receiving for information a letter dated April 27, 2021 from the Ministry of Municipal Affairs and Housing (MMAH), advising the Ontario Government is consulting on how to strengthen accountability for Municipal Council Members; and that Town Hall Sessions will be held with Municipal Representatives from Eastern Ontario on May 20, 2021; and that the Mayor had registered to attend; Therefore Be It Resolved That Council receives the following update from the Mayor: “Key Discussion Points that most on the call agreed to:  The municipal code of conduct needs to be strengthened and move beyond pecuniary focus to council code of conduct in all aspects of our jobs.  That having the Council responsible for punitive actions is not the right approach and that the integrity Commissioner should have a standard set of criteria for enforcement and punitive damages award  Better training for integrity commissioners  Allow the integrity commissioner to move a complaint to a judge for severe issues such as harassment” Mayor’s Input:  Move to centralized code of conduct such as through the Province versus each municipality, to allow for consistent content, enforcement and process for all municipalities and councils  Fines and/or subsequent enforcement/penalty needs to more severe for some loophole activities and I gave the example when one of our councillors in the last term of office missed 2 meetings, attended one and missed two more to avoid missing three meetings in a row. And That there are two opportunities for staff and Council to provide their input: through a formal submission by the Township or staff; and Council can provide input through a survey at this link. Consultation: Strengthening Accountability for Municipal Council Regular Meeting of Council Minutes May 28, 2021 Members Carried c) Resolution #195-21 – Emergency Preparedness Week – Emergency Quiz Winner Resolution #: 243-21 Moved By: Councillor Inglis Seconded By: Councillor Fowler Whereas Council passed Resolution #195- 21 at their meeting on April 16, 2021, receiving for information the Community Emergency Management Coordinator (CEMC) Administrative Report entitled “Emergency Preparedness Week May 2-8, 2021”; and that Council instructed the CEMC to publish the quiz on the Township’s website and provide hardcopies in the Township Office, and approves the purchase of one (1) 2 Person 72 Hour Emergency Survival Kit with Water as a prize; Therefore Be It Resolved That Council receives for information an email from the CEMC advising Nicholas Thomas is the winner of the 72 Hour Emergency Kit. Carried d) Resolution #478-20 – 2021 WSIB Rate for Fire Volunteers Resolution #: 244-21 Moved By: Seconded By: Councillor Hermer Deputy Mayor Martin Whereas Council passed Resolution #478-20 at their meeting on December 11, 2020, receiving for information the Treasurer’s Administrative Report entitled “2021 WSIB Rate for Fire Volunteers”; and that Council set the WSIB at the maximum coverage for 2021 being $102,800 for volunteer firefighter personnel in Wards 2 & 3; Therefore Be It Resolved That Council receives for information an email dated April 28, 2021 from ADP Canada regarding an amendment to the 2021 Maximum Insurable Earnings, advising the Ontario WSIB has amended the 2021 maximum insurable earnings to $97,308 retroactive to January 1, 2021; And That based on this new information Council amends Resolution #478-20 and sets the WSIB at the revised maximum coverage for 2021 being $97,308 (not $102,800) for volunteer firefighter personnel in Wards 2 & 3. Carried Regular Meeting of Council Minutes May 28, 2021 e) Resolution #398-20 - Part 8 of the Ontario Building Code - Sewage Systems - Amendments to Building By-law Resolution #: 245-21 Moved By: Seconded By: Councillor Hermer Deputy Mayor Martin Whereas Council passed Resolution #398-20 at their meeting on October 23, 2020, receiving for information the Chief Administrative Officer’s Administrative Report entitled “Part 8 of Ontario Building Code – Sewage Systems””; and that Council approved in principle of a regional approach for Part 8 with the other Frontenac Townships, with South Frontenac Township being the service provider; Therefore Be It Resolved That Council receives the draft Building By-law, with amendments to 3.5.1; 4.7; and Schedule C to include the Township of South Frontenac as the delegated authority for Part 8 – Sewage System Permits; And That Council will consider adoption of the draft Building By-law later in the meeting. (Red) Emond, Lions Club of Land O’Lakes requesting approval for the collection and removal of alcohol containers from the Plevna Waste Disposal Site for donation to the Lions Club of Land O’Lakes; And That Council supports this initiative to reduce, reuse and recycle alcohol containers at the Plevna Waste Disposal Site; Regular Meeting of Council Minutes May 28, 2021 And That Council instructs staff to amend the current Licence Agreement with the Lions Club of Land Lakes to include collection and removal of alcohol containers at the Plevna, Cloyne, Road 506 and Kashwakamak Lake waste sites; And That Council authorizes the Public Works Manager to sign the Agreement with the Lions Club of Land O’Lakes in consultation with the Chief Administrative Officer. Carried c) B2 - Quinte Conservation Authority re: Consideration of Ministerial Zoning Orders Resolution #: 248-21 Moved By: Seconded By: Councillor Good Councillor Fowler Be It Resolved That Council receives for information a letter dated April 29, 2021 from Brad McNevin, CAO, Quinte Conservation Authority (QCA), regarding recent changes to the Conservation Authorities Act (CA At), specifically in reference to Ministerial Zoning Orders (MZO) provided by the Ministry of Municipal Affairs and Housing; and that the Province has indicated it will look favorably upon MZO applications e
