Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac, held May 29, 2020 through the use of Electronic Participation to ensure compliance with the Provincial Order to restrict public gatherings of more than 5 persons. Present: Mayor Ron Higgins; Councillor Fred Perry and Councillor Wayne Good – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor Inglis and Councillor Fred Fowler – Ward 3. Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Kelly Watkins, Treasurer; Eric Korhonen, Director of Emergency Services/Fire Chief; Corey Klatt, Manager of Community Development/CAO Back-up; and Darwyn Sproule, Public Works Manager.

  1. Call To Order The Mayor called the meeting to order at 9:00 a.m.

#205-20 Be It Resolved That Council approves the Agenda for the Regular Meeting of Council dated May 29, 2020, as circulated. Carried 3. Adoption of Minutes Moved by Councillor Fowler, Seconded by Councillor Good

#206-20 Be It Resolved That Council adopts the Minutes of a Regular Meeting of Council dated May 8, 2020. Carried 8. Business Arising from Minutes a) #187-20 – Update from Mayor Higgins regarding meeting with County Planning Staff to Discuss Regional Areas of Natural and Scientific Interest and the County Official Plan

#207-20 Whereas Council passed Resolution #187-20 at their meeting on May 8, 2020 receiving for information an email dated April 28, 2020 from Deputy Mayor Martin advising at the February 19, 2020 County Council Meeting, Joe Gallivan, Director of Planning and Regular Council Minutes May 29, 2020 Page 2 of 9

Economic Development, advised a Heritage Study would be required before the County Official Plan (OP) Review; and that Mr. Gallivan and Megan Rueckwald, Manager of Community Planning, were to meet with the Mayor, Deputy Mayor and the Clerk/Planning Manager; however due to the COVID-19 emergency, the meeting has been postponed; and that the Mayor will contact Joe Gallivan to set up the meeting via electronic means; Therefore Be It Resolved That Council receives for information an email dated May 15, 2020 from Mayor Higgins advising a virtual meeting attended by Tara Mieske, Clerk/Planning Manager, Mayor Higgins, Deputy Mayor Martin, Joe Gallivan and Megan Rueckwald was held on May 14, 2020; and that it was agreed that that the Provincial and Regional Areas of Natural and Scientific Interests (ANSI’s) could be managed differently. The County OP will provide for that change as well as Public Consultation; and that Joe Gallivan will be presenting to County Council to have a new Heritage Study completed for the updated OP; and that it was agreed that the five above mentioned Council and Staff members would work together on the amendments to the OP instead of waiting to have the County provide information for discussion and that this should ensure the Township and County are on the same page and avoid any disagreements when at the Council and Public meeting discussions and agreements for the OP. Carried b) #186-20 – Draft Animal Control By-law Moved by Councillor Perry, Seconded by Councillor Hermer

#208-20 Whereas Council passed Resolution #186-20 at their meeting on May 8, 2020 receiving for information a report from Councillor Fowler with respect to the keeping of prohibited animals on a temporary or permanent basis, and he advised most municipalities include in their By-law a list of the prohibited animals and specify no one can possess them; and that Council instructed the Clerk to amend the draft By-law to include reptiles and venomous and poisonous animals and approved in principle the Amended Fees subject to a Public Meeting; Therefore Be It Resolved That Council receives the amended By-law and will consider a By-law to repeal #51-05 and adopt a new By-law to regulate animals within the Township later in the meeting; And That Council approves the proposed Set Fines and instructs the Clerk to provide these to the Ontario Court of Justice for consideration. Carried c) #185-20 – Update from Mayor Higgins regarding Stumpage Fees Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #209-20 Whereas Council passed Resolution #185-20 at their meeting on May 8, 2020 receiving for information an email dated April 28, 2020 from Councillor Inglis advising it was his understanding from the Peterborough meeting that the current allocations are a Ministry of Natural Resources and Forestry (MNRF) policy which has been in place for a number of years and is not likely to be changed soon; and that if Council wants to follow this up further, it may be beneficial for the Mayor to approach the Minister and Renfrew County. Therefore Be It Resolved That Council receives for information an email dated May 11, 2020 from Mayor Higgins advising Renfrew County has clarified their fees are from Regular Council Minutes May 29, 2020 Page 3 of 9

County Managed Forests not Crown Land and that he will not be following up with the MNRF. Carried d) #12-20 – Noise Control By-law Moved by Deputy Mayor Martin, Seconded by Councillor Good
#210-20 Whereas Council passed Resolution #12-20 at their meeting on January 17, 2020 receiving for information the Administrative Report from the Clerk/Planning Manager entitled “Recommended Amendments to the Noise Control Policy”; and that Council instructed the Mayor, Deputy Mayor and CAO to review this By-law; Therefore Be It Resolved That Council receives for information the draft Noise Control By-law, including the amendments from the Mayor, Deputy Mayor and CAO; And That Council defers a By-law to repeal #10-98 and adopt the new By-law to control noise within the Township to a later meeting; And That the Clerk shall make the amendments as discussed today and provide the amended By-law to Council at an upcoming meeting. Carried e) #11-20 – Yard Standards By-law. Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #211-20 Whereas Council passed Resolution #11-20 at their meeting on January 17, 2020 receiving for information the Administrative Report from the Clerk/Planning Manager entitled “Recommended Amendments to the Yards Standards By-law”; and that Council instructed the Mayor, Deputy Mayor and CAO to review this By-law; Therefore Be It Resolved That Council receives for information the draft Yards Standards By-law, including the amendments from the Mayor, Deputy Mayor and CAO And That Council will consider a By-law to repeal #83-07 and adopt the new By-law to provide for Yard Standards within the Township at a later meeting; And That Council instructs the Clerk to make the amendments as discussed today; And That the Clerk will look into if the By-law has any legal non-conforming status. Be It Resolved That Council receives for information an email dated May 14, 2020 from the Association of Municipalities of Ontario (AMO) providing the Program Information for the Virtual AMO 2020 Conference; And That a key part of the AMO 2020 Conference will be virtual delegation meetings with provincial Cabinet Ministers; and Conference delegates can have direct engagement with Ministers and Ministry staff from across the government to discuss matters that affect municipalities; And That Council requests the Mayor to request a delegation with the following Ministries and Ministry Staff to discuss: MNRF – Opportunity to acquire revenues from stumpage fees; And That Council provide any additional at the next meeting. Carried Note: Councillor Good left the meeting at this time. 10. Council, CAO and Managers’ Administrative Reports

a) Clerk/Planning Manager – Amendment to By-law to Licence Recreational Vehicles Moved by Councillor Fowler, Seconded by Councillor Inglis

#214-20 Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Amendment to By-law to Licence Recreational Vehicles”; And That Council will consider a By-law later in the Meeting to amend the By-law to Licence Recreational Vehicles to permit a Recreational Vehicle to be serviced by a Class 1 (outhouse/privy) and Class 2 sewage system (grey water system) or a Class 4 sewage system. Carried b) Clerk/Planning Manager – Seven Shore Road Allowance Applications for Approval in Principle – Smith-Demoe, Delyea-Dockuk, Burns, Prendergast, Pelley, Knapper and Sutherland Moved by Councillor Hermer, Seconded by Councillor Fowler
#215-20 Be it Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Seven Shore Road Allowance Applications for Approval in Principle – Smith-Demoe, Delyea-Dockuk, Burns, Prendergast, Pelley, Knapper and Sutherland”; And That Council approves in principle the Application to close, stop up and sell the Road Allowance as described below: • Part of the Shore Road Allowance around Palmerston Lake, lying adjacent to Part Lot 16, Concession 1, geographic Township of South Canonto (Smith- Demoe); • Part of the Shore Road Allowance around Brule Lake, lying adjacent to Part Lot 13, Concession 6, geographic Township of Clarendon Miller (Delyea- Dockuk); • Part of the Shore Road Allowance around Kashwakamak Lake, lying adjacent to Lot 14, Plan 1202, geographic Township of Barrie, (Burns); • Part of the Shore Road Allowance around Kashwakamak Lake, lying adjacent to Lot 6, Plan 1114, geographic Township of Barrie (Prendergast); Regular Council Minutes May 29, 2020 Page 6 of 9

Carried Note: Councillor Good returned to the meeting. d) Mayor Higgins – Update: Strategic Plan and Objectives – Council Diversity and Pay Scale Moved by Councillor Inglis, Seconded by Councillor Hermer

#217-20 Be It Resolved That Council receives for information the Mayor’s Administrative Report entitled “Update: Strategic Plan and Objectives – Council Diversity and Pay Scale”; And That the salaries and salary structure for members of Council remain the same as they are currently, as they are in line with other similar Municipalities; And That Council directs the Clerk to bring back to Council an Administrative Report describing the process to be followed to move to a two Ward System (the current
