Minutes of the Inaugural Meeting of Council for The Corporation of the Township of North Frontenac Held November 21, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present: Gerry Lichty, Mayor; Councillor Wayne Good and Councillor Stephanie Regent - Ward 1; Councillor Roy Huetl - Ward 2; Councillor Fred Fowler and Councillor John Inglis - Ward 3 Absent with Regret: Councillor Gerry Martin - Ward 2 Also Present: Corey Klatt, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Brooke Hawley, Manager of Community Development (MCD); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC); and Kelly Watkins, Treasurer

Call to Order The Inaugural Meeting was called to order at 9:00 a.m. by Tara Mieske, Clerk.

Township of North Frontenac Regular Council Agenda Minutes November 21, 2022 Be It Resolved That Council approves the Agenda for the Inaugural Meeting of Council dated November 21, 2022, as amended to discuss Items B3 & B5 together; and the Appointment of Deputy Mayor be deferred until the next meeting. Carried

Disclosure of Pecuniary Interest and General Nature Thereof None declared.

Presentations

a. Procedural Policy 10.3 - Appointment of Deputy Mayor The Deputy Mayor shall be nominated at the Inaugural Meeting of Council. Any Councillor may be nominated, or nominate themselves, for the position of Deputy Mayor and then present their case for being the Deputy Mayor for a one year term. Once all the presentations have been completed, Council will vote to select the Deputy Mayor. The Deputy Mayor position will be open for nomination on an annual basis every December. The Deputy Mayor shall be appointed by By- law.

Council deferred the appointment of Deputy Mayor until the Next Council Meeting.

b. Procedural Policy Section 10.2 - Appointment of County Council Second Member The County Council Second Member shall be appointed to serve on County Council along with the Mayor for the term of Council. At the Inaugural meeting of Council any member, excluding the Mayor may present their case to be selected as the County Council Second Member and once all presentations are complete Council will vote to select the County Council Second Member. The County Council Second Member shall be appointed by By-law.

Carried

c. Procedural Policy Section 10.2 - Appointment of County Council Alternate Member The County Council Alternate Member is appointed to act in place of a County Council Member when the County Council Member is Page 2 of 14

They shall be appointed at the Inaugural meeting of Council. Any member, excluding the Mayor or the Member appointed as the County Council Second Member may present their case to be selected as the County Council Alternate Member and once all presentations are complete Council will vote to select the Alternate Member. The County Council Alternate Member shall be appointed by By-law.

Business Arising from the Minutes

a. Resolution #393-22: Mississippi Valley Conservation Authority - Phosphorous Level in Mazinaw Lake

Resolution #: 426-22 Moved By: Seconded By: Councillor Huetl Councillor Fowler Whereas Council passed Resolution #339-22, receiving an email from the Mazinaw Property Owners Association (MPOA) to Council and Mississippi Valley Conservation Authority (MVCA) regarding unfavourable phosphorous levels in the lower part of Mazinaw Lake for the past 6 years and Council requested MVCA provide an update once the data has been reviewed and explain how the data is collected and reviewed; Therefore Be It Resolved That Council receives the Technical Memorandum from Kelly Stiles, MVCA Staff Biologist and Monitoring Coordinator dated September 28, 2022 responding to the inquiry from MPOA regarding phosphorous results and providing an update on the sampling programs on Mazinaw Lake; providing details on total phosphorous levels; the approach and methodology used in their analysis and their findings which was also provided to the MPOA; And That MVCA has concluded Mazinaw Lake does not have either an upward or downward trend in total phosphorous concentrations and the lake has maintained a Page 3 of 14

Township of North Frontenac Regular Council Agenda Minutes November 21, 2022 fairly stable and low nutrient status since 2003. However Eurasian Milfoil appears to be present throughout the lake; And That MVCA recommends in order to protect against increasing phosphorous levels, the Township and MPOA: • Continue to implement municipal planning policies regarding the protection of shoreline vegetation and development setbacks; • Explore opportunities for shoreline enhancement and run-off mitigation; • Implement stewardship outreach and activities; and • Communicate the importance of clean, drain, dry protocols. Carried

b. File #Z07/22 - Zoning By-law Amendment Application - Tooley/McInnes

Resolution #: 427-22 Moved By: Seconded By: Councillor Huetl Councillor Fowler Be It Resolved That Council receives for information the email from Brooke Drechsler dated November 16, 2022 advising the Zoning By-law Amendment for File #07/22 – Tooley/McInnes was not included in the October 14, 2022 agenda for Council’s Consideration; And That the Amending By-law will be considered by Council later at today’s meeting. Carried

B1. Ted Larson, Resident: Tower Lane - Materials Request

Resolution #: 429-22 Moved By: Seconded By: Councillor Fowler Councillor Inglis Be It Resolved That Council receives an email dated October 26, 2022 from Ted Larson on behalf of the Tower Lane Association requesting the Township support their proactive efforts to improve safety by providing the Association with some sign posts to mount the Association’s speed limit and winter hazard warning signs and to supply a load of salt/sand mix to be dumped along the lane at no cost;
And That Council defers a decision on this matter; and request staff prepare a report regarding this matter for budget consideration.

B2. Dana Thain and Kaelee Humphrey: Donation of Redhorse Lake Painting

Resolution #: 430-22 Moved By: Seconded By: Councillor Inglis Councillor Fowler Be It Resolved That Council receives an email from Dana Thain and Kaelee Humphry requesting Council consider accepting a donation of a painting of Red Horse Lake created by Colebrook; And That Council is agreeable to accepting the donation and having it hung in a Township facility; And That Council would like to express their appreciation to Ms. Thain and Ms. Humphry for their donation. Carried

B3. Mississippi Valley Conservation Authority: (B3) Bill 23 Erodes Ontario’s Natural Hazard Protection; and (Item B5) Eastern Ontario Conservation Authorities Respond to Bill 23-Standing Committee Submission.

Resolution #: 431-22 Moved By: Seconded By: Councillor Huetl Councillor Inglis Be It Resolved That Council receives the email dated November 14, 2022 from Mississippi Valley Conservation Authority including a letter prepared by 10 Eastern Ontario Conservation Authorities which was submitted to the Standing Committee on November 16, 2022 and requesting support from their municipal partners; And That Council supports this request and wishes to endorse the letter, however as Council’s next Meeting to consider this matter was November 21, 2022, Council was unable to support the letter prior to it being sent to the Province; And That Council instructs the Clerk to prepare a letter to the Premier of Ontario; the Minister of Municipal Affairs and Housing; the Minister of Natural Resources and Forestry and the Minister of Environment, Conservation and Parks advising Council supports the 10 Eastern Ontario Conservation Authorities as set out in their letter regarding Loss of Local Decision-Making: Bill 23 Does Not Work for Eastern Ontario and provide a copy of the letter to Mississippi Valley Conservation Authority; Quinte Conservation Authority and the MPP. B4. Rural Ontario Municipal Association (ROMA): Nominations Open - 2023 - 2027 ROMA Board of Directors

Resolution #: 432-22 Moved By: Seconded By: Councillor Fowler Councillor Inglis Be It Resolved That Council for the Corporation of the Township of North Frontenac endorses Councillor Huetl for the position of ROMA Zone 6 Representative for the 2023-2027 ROMA Board of Directors; And That Councillor Huetl shall complete and submit the nomination form to the associations prior to the December 23, 2022 deadline. Carried

Council, CAO, and Managers’ Administrative Reports

a. Clerk/Planning Manager: Council Meeting Schedule - December 2022 and 2023

Resolution #: 433-22 Moved By: Seconded By: Councillor Inglis Councillor Fowler Be It Resolved ThatCouncil receives the Clerk/Planning Manager’s Administrative Report entitled “Council Meeting Schedule December 2022 and 2023”; And That Council sets the following date for a December Council Meeting: December 16, 2022 at 9:00 a.m.; And That Council will hold Regular Council Meetings in 2023 in the Council Chambers at the Township office on the following schedule:
Fridays at 9:00 a.m. until the end of May; And Thatbased on the information above Council instructs the Clerk to prepare the Council Meeting date schedule for 2023 and provide it to Council at their December Meeting. Carried

b. Clerk/Planning Manager: Appointments to Council Portfolios, Committees and Task Forces

Resolution #: 435-22 Moved By: Seconded By: Councillor Inglis Councillor Huetl Be It Resolved That Council appoints the following Council Members to the following positions and portfolios: Mississippi Valley Conservation Authority (MVCA) Board Member - Deferred Councillor Inglis will fulfill the role until a new member is appointed Quinte Conservation Executive Board Member: No Appointment Eastern Ontario Trails Alliance Board Member: Councillor Fowler Page 6 of 14

Resolution #: 436-22 Moved By: Seconded By: Councillor Inglis Councillor Huetl Be It Resolved That Council will review the Personnel and Audit Committee at the first Council Meeting in January in more detail and, if determined it should be continued, appoint Members. Carried

Resolution #: 437-22 Moved By: Seconded By: Councillor Inglis Councillor Huetl Be It Resolved That Council appoints the following Members to the Joint Fire Committee for the Kaladar/Barrie Fire Department: Deferred until the December Meeting of Council

Resolution #: 438-22 Moved By: Seconded By: Councillor Inglis Councillor Huetl Be It Resolved That, due to Police Services Boards being established, Council disbands the Community Policing Advisory Committee (CPAC) Task Force; And That Council will invite the Frontenac Detachment Commander to attend future Council Meetings if updates are required prior to the Board being established; And That Council instructs the Clerk to invite the Frontenac Detachment Commander to the January Meeting of Council. Carried
