Minutes of a Special Meeting of Council regarding the Committee of Adjustment/ Planning Advisory Committee for The Corporation of the Township of North Frontenac, held November 3, 2020 in the Council Chambers, 6648 Road 506, Plevna, Ontario.
Present: Mayor Ron Higgins; Councillor Fred Perry (Electronic Participation) and
Councillor Wayne Good (Electronic Participation) - Ward 1; Deputy Mayor Gerry Martin
(Electronic Participation) and Councillor Vernon Hermer (Electronic Participation) –
Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3.
Also Present:
Committee of Adjustment Members: Barbara Sproule, Chair; Janice Arthur, Member;
Carl Tooley, Member (Electronic Participation); and Gerry Lichty, Alternate Member.
Staff: Cheryl Robson, CAO; Tara Mieske, Clerk/ Planning Manager (CPM); Brooke
Drechsler, Deputy Clerk/Assistant to the Planning Manager; Joe Gallivan, Director of
Planning and Economic Development, County of Frontenac (Electronic Participation);

Kapusta, Community Planner, County of Frontenac (Electronic Participation).
- Call to Order and Purpose of Meeting The Mayor called the meeting to order at 12:01 p.m. and read the following remarks: I called this special meeting today due to some concerns I have about some recent notice of decisions published by our Committee of Adjustment (COA). In today’s meeting I have included the Planning staff from the County and the Township, the members of the COA and Council so we could have an open and frank discussion about any concerns any of the above mentioned parties may have in the Minor Variance application process. Today, I do not want anyone to feel they are being targeted or take anything I may say in a personal manner. Today’s meeting is to discuss the current makeup and process that we have in place and identify any possible improvements to the process.

#415-20 Be It Resolved That Council approves the Agenda for the Special Meeting of Council regarding the Committee of Adjustment/Planning Advisory Committee dated November 3, 2020, as circulated. Carried 3. Disclosures of Pecuniary Interest and General Nature Thereof None declared.

- Administrative Report a) Clerk/Planning Manager - Committee of Adjustment/Planning Advisory Committee Review and Support Moved by Councillor Inglis, Seconded by Councillor Fowler
#416-20 Be It Resolved That Council receives for information the Clerk’s Administrative Report entitled “Committee of Adjustment/Planning Advisory Committee Review and Support”; And That Council will consider a By-law later in the Meeting to appoint Gerry Lichty as the Member and Janice Arthur as the Alternate Member for the Committee of Adjustment/Planning Advisory Committee; And That Council instructs Township Staff to work with the County of Frontenac and member Municipalities on the review of planning fees as discussed at the County Budget Meeting; And That the Mayor, the Chair of the Committee of Adjustment and the Clerk/Planning Manager shall meet after each scheduled Committee meeting to review the meeting and discuss improvements; And That the Mayor, Deputy Mayor and Councillor Fowler shall review Zoning By-law #55-19 and provide comments to the Clerk/Planning Manager; And That Council approves training for the Committee of Adjustment and members of Council, pending budget deliberations. By-laws a) #67-20 – To Repeal By-law #70-19 and to Amend By-law #101-18 To Appoint a Committee of Adjustment/Planning Advisory Committee Member and Alternate Member Moved by Councillor Inglis, Seconded by Councillor Fowler
#417-20 Be It Resolved That leave be given the Mover to introduce the following By-law that have been circulated to all members of Council and that this By-law be read a first and second time: a) #67-20 – To Repeal By-law #70-19 and to Amend By-law #101-18 To Appoint a Committee of Adjustment/Planning Advisory Committee Member and Alternate Member Carried Moved by Councillor Inglis, Seconded by Councillor Fowler
#418-20 Be It Resolved That the following By-law be read a third time, signed, sealed and finally passed:

a) #67-20 – To Repeal By-law #70-19 and to Amend By-law #101-18 To Appoint a Committee of Adjustment/Planning Advisory Committee Member and Alternate Member Carried Note: Barbara Sproule, Janice Arthur, Carl Tooley, Gerry Lichty, Joe Gallivan, Megan Rueckwald, and Jennie Kapusta, left the Meeting at this time. 8. Closed Session Moved by Councillor Fowler, Seconded by Councillor Inglis
#419-20 Be It Resolved That Council retires to Closed Session at 2:03 p.m. to: a) Adopt Minutes of a Closed Meeting of Council dated October 23, 2020; b) Advice that is Subject to Solicitor-Client Privilege, including Communication Necessary for That Purpose, more specifically an update with respect to a Confidential Complaint. Carried Return to Open Session Moved by Councillor Fowler, Seconded by Councillor Inglis

9. Rise and Report
The Mayor advised that Council:
a) Adopted Minutes of a Closed Meeting of Council dated October 23, 2020;
b) Discussed Advice that is Subject to Solicitor-Client Privilege, including
Communication Necessary for That Purpose, more specifically an update with
respect to a Confidential Complaint.
10. Confirming By-law
a) Confirming By-law #68-20 for the November 3, 2020 Special Meeting.

#421-20 Be It Resolved That By-law #68-20, being a By-law to confirm all actions and proceedings of Council for its Regular Meeting held November 3, 2020 be read a first and second time. Carried Moved by Councillor Fowler, Seconded by Councillor Inglis
