Business Arising from the Minutes
a. Resolution #354-21 - Shabomeka Lake Dam - Access for Residents
Resolution #: 421-21 Moved By: Seconded By: Councillor Inglis Councillor Fowler Whereas Council passed Resolution #354-21 at their meeting on August 20, 2021, receiving for information the Clerk/Planning Manager’s Administrative Report entitled “Shabomeka Lake Dam – Access for Residents”; and that Council requested the Mayor contact the Ministry of Environment, Conservation and Parks Deputy Minister; Assistant Deputy Minister; and Director of Ontario Parks to request they not install a barrier on the north side of the dam and permit the residents to use the trail through the alleged regulated area of Bon Echo Provincial Park to access their properties (with MVCA providing the residents with a key to their locked gate); Therefore Be It Resolved That Council receives for information an email dated September 2, 2021 from Mayor Higgins to the Ministry and Park Representatives requesting a collaborative solution to a property access issue in the Township of North Frontenac, related to residents being denied future access to their properties on Shabomeka Lake on the west shore, next to Bon Echo Park boundaries; And That Council receives a letter dated September 23, 2021 from Serge Imbrogno, Deputy Minister, Ministry of Environment, Conservations and Parks (MOECP), advising while the Ministry understands the desire for private property owners to have alternative access to their properties, they are currently not considering authorizing new uses in provincial parks and conservation reserves such as private access roads; and that the MOECP intends to permit existing pedestrian access and restrict motorized vehicle access on the northside of the Shabomeka Lake control structure within the regulated park boundary. And That the regulated provincial park lands in the area of Shabomeka Lake were formerly Crown land and in 2001 were part of an Ontario Living Legacy (OLL) park addition due to their significant natural heritage values and are now a regulated protected area. New private access roads in provincial parks are not permitted on lands regulated as a result of the OLL Land Use Strategy, unless prior commitments were made by the government. No pre-OLL commitments had been made for the trail leading from the control structure to the water access private cottage properties on Shabomeka Lake; And That the Ministry’s position remains that existing pedestrian access will be permitted, and motorized vehicle access will be restricted post construction. As previously agreed, individual access through the locked gate will be available to Emergency Services, the Mississippi Valley Conservation Authority (MVCA), Hydro One and the Ministry; And That the Mayor will contact the Minister of MOECP and Ontario Parks to discuss the access issues of numerous residents; And That the Clerk’s Department will provide any documentation regarding access to the Mayor prior to the letter being sent to the MOECP and Ontario Parks. b. Resolution #211 - Communal Services Governance Model Study
Resolution #: 422-21 Moved By: Seconded By: Councillor Hermer Councillor Fowler Whereas Council passed Resolution #211-21 at their meeting on May 7, 2021 receiving for information the presentation from Alec Knowles, WSP Consulting regarding the Communal Services Governance Model Study; and that Council approved the Municipal Service Corporation option and undertaking a Business Case Study; And Whereas the Council of the County of Frontenac passed Resolution #150-21 at their meeting on September 15, 2021 receiving a report from the Planning Advisory Committee, which recommended amendments to the Draft Business Case Study and the amended Report be provided to the member municipalities for their review and input by the end of October 2021; Therefore Be It Resolved That Council receives for information a report entitled “Frontenac Municipal Services Corporation – Business Case Study – Final Draft” dated September 15, 2021; And That Council requests the Clerk to add the report to the October 22, 2021 Council Meeting Agenda to give Council time to review and provide input to County Council. Resolution #: 424-21 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Proposed 2022 Council Meeting Dates”; And That Council suspends the Rules of Procedure to change the date of the Inaugural Meeting from the first Monday of December to the first Monday following November 15th (new beginning of Term of Office); And That Council approves the 2022 Council Meeting Schedule on Friday’s at 9:00 a.m. as follows:

c. Clerk/Planning Manager – Shore Road Allowance Closures and Sale By-law – Viking Point Corp. and Charenko
Resolution #: 426-21 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Shore Road Allowance Closures and Sale By-law – Viking Point Corp. and Charenko”; And That, as required by By-law #22-15, • All That Part of the Shoreline Road Allowance lying in front of Lot 1, Concession 12, geographic Township of Clarendon, being Part 1 on Registered Plan 13R- 22483 (Big Gull Lake); • All Those Parts of the Shore Road Allowance lying in front of Lots 27 & 28, Concession 6, geographic Township of Miller, being Parts 1 and 2 on Registered Plan 13R-22504 (Wensley (Brule) Lake) be declared as surplus and sold to the adjoining owners. Appraisals of these properties are not necessary as these are Shore Road Allowances; And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell a Portion of these Shore Road Allowances. Resolution #: 427-21 Moved By: Seconded By: Councillor Fowler Councillor Hermer Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Road Allowance between Ranges Closure for Approval in Principle – Nasager”; And That Council approves in principle the Application to close, stop up and sell the Road Allowance as described below: • Part of the Road Allowance between Lot 40 South Westerly Range, and Lot 40 North Easterly Range, geographic Township of Clarendon, adjacent to the Nasager property. And That Council instructs the Clerk to contact the two adjacent property owners to determine if they are interested in purchasing 33’ of the Road Allowance. Carried

reasonable workplace control measures are in place.

Economic Development Task Force (EDTF) dated September 15, 2021;
And That Council approves the proposed Welcome Package (attached) for new
Residents and Businesses, prepared by the Economic Development Task Force;
And That Council approves the expense of $3,500 from the North Frontenac Economic
Development Reserve Fund (including $500 contingency) for the creation and purchase
of recreational maps and bags with the Township Logo printed on them to be used for
the Welcome Package for new residents and businesses to the Township.

d. Kaladar Barrie Joint Fire Committee - Resolution #27-21 - Pump Leak on Tanker 621
Resolution #: 432-21 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information Kaladar Barrie Joint Fire Committee Resolution #27-21 approving the Kaladar Barrie Fire Chief making arrangements to fix the pump for Tanker 621; and if the pump cannot be fixed, a new pump ordered and installed; and that the amount for the new pump come from the Joint Fire Reserves; And That Council approves the purchase of the pump coming from the Joint Fire Reserves at an estimated cost of $16,000.
