Be It Resolved That Council receives for information Jennie Kapusta, Community Planner, County of Frontenac’s Planning Report entitled “Zoning By-law #55-19 Housekeeping Amendment”; And That Zoning By-Law #55-19 be further amended, as per the Draft By-Law to included as Attachment #1 in the report; And That Council determines that in accordance with Section 34(17) of the Planning Act, no further notice is required prior to the passage of the By-Law;
And That Council will consider a By-law to amend Zoning By-law #55- 19 later in the meeting.

Whereas at their meeting on June 20, 2023, Council passed Resolution

285-23 agreeing to join the proposed Frontenac Municipal Services

Corporation (FMSC); Therefore Be It Resolved That Council receives for information a letter dated September 21, 2023 from Jannette Amini, Manager of Legislative Services/Clerk, County of Frontenac, advising the County of Frontenac at a regular meeting held on September 20, 2023, passed Resolution #166-23 requesting that, prior to October 21, 2023, the Councils of each Page 2 of 345 Page member municipality appoint a member to the Board of the FMSC; And That Council appoints the following member of Council to represent North Frontenac: _____________________.

B1. Residents: Request - Mosque Lake Road

Be It Resolved That Council receives for information an email dated September 27, 2023 from Jim Ford, Southside Road Association, Mary Doxtater, Eastside Road Association and Brent Loney, Westside Road Association regarding the blind hill on Mosque Lake Road; and that many residents feel the hill poses a safety hazard as it is impossible to see traffic coming down the road, particularly ATVs and snowmobiles; And That the Associations are requesting the Township consider leveling off the top of the hill to improve visibility on the road; And That Council instructs the Public Works Manager to prepare a report including potential costs to level the hill and provide recommendations to be considered at an upcoming meeting.

B2. Ontario Housing Affordability Task Force - Proposed Response

Be It Resolved That Council receives for information a letter dated September 15, 2023 from Paul Calandra, Minister of Municipal Affairs and Housing, advising the Housing Affordability Task Force delivered its final report with 74 recommendations to tackle to the housing supply crisis and build 1.5 million homes by 2031; and that Minister Calandra is requesting that the Mayor prioritize the top five recommendations for future consideration; and that the completed chart must be returned no later than October 16, 2023: And That, as per the Mayor’s recommendations, Council has identified the following recommendations as priorities:

  1. Task Force Recommendation #26: Pre-consultation with all relevant parties

  2. Task Force Recommendation #30 - Option of Pay on Demand surety bonds and letters of credit

  3. Task Force Recommendation #50 - Provincial and Federal loan guarantees for affordable rental and ownership projects

  4. Task Force Recommendation #52 - Develop and implement a Municipal Services Corporation utility model for water and wastewater

  5. Task Force Recommendation #56 - Province should establish Page 3 of 345 Page “Ontario Housing Delivery Fund”
    And That Council instructs the Clerk to provide the recommendations to the Ministry of Municipal Affairs and Housing.

a) Clerk/Planning ManagerShore Road Allowance Closure and Sale By- law – Rubio and Tement-DeCamillis:

Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Shore Road Allowance Closure and Sale By-law – Rubio and Tement-DeCamillis”; And That, as required by By-law #20-23,  All That Part of the Shoreline Road Allowance around Kashwakamak Lake, lying in front of Lot 12, Concession 6, geographic Township of Barrie, being Part 1 on Registered Plan 13R-22967 (Kashwakamak Lake);  All That Part of the Shoreline Road Allowance lying in front of Lot 326, Registered Plan 1045, geographic Township of Barrie, being Part 1 on Registered Plan 13R-22976 (Kashwakamak Lake); be declared as surplus and sold to the adjoining owner. Appraisal of the properties are not necessary as these are Shore Road Allowances; And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell a Portion of the Shore Road Allowance.

Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Proposed 2024 Council Meeting Dates”; And That Council approves the following meeting schedule: Friday, January 12, 2024 at 9:00 a.m. Friday, February 2, 2024 at 9:00 a.m. Friday, February 23, 2024 at 9:00 a.m. Friday, March 15, 2024 at 9:00 a.m. Friday, April 5, 2024 at 9:00 a.m.

Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Assumption of a Portion of Roads – South Bush Road, Shabomeka Lake Road, Smith Road and Folger Road”; And That Council will consider a By-law later in the meeting to dedicate and assume a portions of the Roads as noted in the report; And That Council instructs the Clerk to have the Municipal Solicitor register the By-law against each of the properties.

d) Clerk/Planning Manager: Concession Road Allowance Closure – McNicol - Amended

Be It Resolved That Council receives for information the Clerk/Planning Manager Administrative Report entitled “Concession Road Allowance Closure – McNicol - Amended”; And That based on the Policy for the sale and Disposition of Land not to sell Road Allowances which result in a negative impact on neighbouring owners land, Council denies the Application to close, stop up and sell this Road Allowance; And That Council instructs the Clerk to advise the Applicant and adjacent property owners of Council’s decision.

e) Manager of Community Development: Update re: Commercial Use of Campsites within North Frontenac Parklands

Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Update re: Commercial Use of Campsites within North Frontenac Parklands”;
And That Council directs the MCD to continue to monitor the use of campsites by all users, including businesses, within the North Frontenac Parklands and to report back to Council if major concerns arise throughout the future.

f) Manager of Community Development: Snow Road Community Association (SRCA) Request for Cost Sharing for PA system for Snow Road Community Hall

Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Snow Road Community Association (SRCA) Request for Cost Sharing for PA System for Snow Road Community Hall”; Page 5 of 345 Page And That Council agrees to assist with the purchase of a PA system for the Snow Road Community Hall in the amount of $500 coming from the current 2023 Budget line 610-50205 (Other Materials); And That Council accepts the donation of the PA system to be used at the Snow Road Community Hall; And That Council instructs the Manager of Community Development to contact the SRCA to thank them for their generous contribution to the Snow Road Community Hall.

Be It Resolved ThatCouncil receives for information the Treasurer’s Administrative Report entitled “Auditor Appointment 2023 - 2027”; And That Council approves the appointment of KPMG LLP to be the Township Auditors for the Audit Years 2023 – 2027; And That Council will consider an appointing By-law later in the meeting.
