B1 Town of Northeastern Manitoulin and the Islands re: Request for Support - Tar and Chip Quality

Be It Resolved That Council receives for information the Resolution passed by the Town of Northeastern Manitoulin and the Islands regarding the utilization of chip-and-tar surface treatment on its road network; And That the Council of the Township of North Frontenac supports the request that the Ministry of Environment reconsider its decision regarding the use of lighter grade of oil for environmental considerations, resulting in an increased number of applications required, as well as additional time, energy and financial burden placed on municipalities to resurface roads or develops a better alternative oil; And That this resolution be provided to the Ministry of Environment; the Association of Municipalities of Ontario; the Town of Northeastern Manitoulin; and the Islands and John Jordan, MPP.

a) CAO: Building Department Support Clerk Position.

Be it Resolved That Council receives for Information the Chief Administrative Officer’s Administrative Report entitled “Building Department Support Clerk Position”; And That Council directs the CAO to update the Township’s Organization Chart, removing the full-time Building Department Support Clerk position from the Organization Chart; 46 - 48 Page 2 of 214

And That Council directs the CAO to add a part-time Support Clerk position (22.5 hours per week) to the Organization Chart; And That the position shall be financially allocated 90% to the Administation Department and 10% to the Building Department; And That per the Township’s Personnel Policies the CAO will advertise this position.

b) Clerk/Planning Manager: Shore Road Allowance Closure and By-law - Jarabek and Paddock

Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Shore Road Allowance Closure and Sale By-law – Jarabek and Paddock";

And That, as required by By-law #2025-04, the following be declared as surplus and sold to the adjoining owners:  All That Part of the Shore Road Allowance around Big Gull Lake, lying in front of Lot 8, South West Range, geographic Township of Clarendon, being Part 1 on Registered Plan 13R-23491 (Big Gull Lake) be declared as surplus and sold to the adjoining owners;  All That Part of the Shore Road Allowance around Mississagagon Lake, lying in front of Lot 18, Concession 7, geographic Township of Barrie, being Part 1 on Registered Plan 13R-23492 be declared as surplus and sold to the adjoining owners. An appraisal of the property is not necessary as this is a Shore Road Allowance;

And That Council instructs the Clerk to ensure the easement to Hydro One Networks Inc. is registered prior to the Transfer to the applicant;

And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell these portions of the Shore Road Allowance.

c) Clerk/Planning Manager: Municipal Act Section 270 Policy Update - Tree Canopy Policy

Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Municipal Act Section 270 Policy Update - Tree Canopy and Natural Vegetation Policy”; And That Council will consider a By-law later in the meeting to adopt the Tree Canopy and Natural Vegetation Policy.

Be It Resolved That Council receives for information the Clerk/Planning 56 - 57 Page 3 of 214

Manager’s Administrative Report entitled “Senior of the Year Award – 2026 Nominations”; And That this award gives the Municipality the opportunity to honour one of our outstanding local seniors for the contributions they’ve made to enrich the social, cultural and civic life of our community; And That Council nominates _____________________ as Senior of the Year; and instructs the Clerk to submit the Application prior to the April 15, 2026 deadline

e) Clerk/Planning Manager: Proposed Amendments to the Sale of Land Policy

Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Proposed Amendments to the Sale of Land Policy"; And That Council will consider a By-law later in the meeting to amend the Sale of Land Policy to incorporate policies to ensure the road allowance merges with the Applicant’s property; and incorporate a housekeeping amendment; And That Council will consider a By-law later in the meeting to amend the Delegation of Authority for Planning Approvals to include the issuance of a Certificate of Cancellation under Section 53(45) of the Planning Act be delegated to the Clerk; And That for Applications currently in process, the Clerk shall obtain the information from the Township’s solicitor on when and how the lot was created; and work with the Applicant and their Solicitor to ensure the road allowance merges with the Applicant’s property.

Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Delegation of Authority in the Event of Restricted Powers of Council during an Election”; And That Council will consider a By-law later in the meeting to delegate Council’s authority to the CAO for possible restricted actions after Nomination Day in the event of restricted powers of Council during the election only.

g) Community Emergency Management Coordinator: Emergency Preparedness Week, May 3 - 9, 2026

Be It Resolved That Council receives for information the Community Emergency Management Coordinator’s (CEMC) Administrative Report entitled “Emergency Preparedness Week May 3 - 9, 2026”; And That Council is joining with the Ontario Fire Marshall and Emergency Management Ontario to remind and educate local residents 69 - 72 Page 4 of 214

about the importance of being personally prepared; And That Council declares May 3 - 9, 2026 as Emergency Preparedness Week; And That Council approves the Mayor’s Declaration; And That Council instructs the CEMC to include a copy of the Mayoral Declaration on the Township’s Website, Social Media and in the Frontenac News. And That Council instructs the CEMC to publish the quiz and approves the purchase of one (1) 2 Person 72 Hour Emergency Survival Kit with water as a draw prize; And That Council instructs the CEMC to post daily (Monday-Friday) bulletins on the Township’s Website and Social Media regarding safety tips for Emergency Preparedness. The five (5) topics will include:

  1. Extreme Heat;
  2. Wild Fires;
  3. Severe Storms/Flooding;
  4. Power Outages;
  5. Pets during an Emergency.

h) Manager of Community Development: Review of Social Media Accounts

Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Review of Social Media Accounts - North Frontenac Township”; And That Council approves the discontinuation of the Townships X (formerly Twitter) account;
And That Council approves the following Social Media Platforms/Pages: Facebook:  Township of North Frontenac (existing)
 North Frontenac Astronomy Park (existing)
 North Frontenac Parklands (new)  North Frontenac Fire Department (new) Instagram:  Visit North Frontenac (new) And That Council directs the Chief Administrative Officer (CAO) to review and update the Social Media Standard Operating Policy (SOP).

i) Manager of Community Development: Generator Purchases - Budget Considerations

Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Generator Purchases - Budget Considerations”; And That Council approves the additional estimated $4,175 to proceed with Generator installations at both Clar Mill and Harlowe Community Halls and directs the Treasurer to transfer this additional money from the Community Hall - Sustainable TCA Reserve Fund.

j) Manager of Community Development: FCC AgriSpirit Fund – Grant Opportunity – Further Enhancements to Rink/Pickleball Courts

Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “FCC AgriSpirit Fund – Grant Opportunity – Further Enhancements to Rink/Pickleball Courts”; And That Council approves the MCD’s Application to the FCC AgriSpirit Fund for 100% project funding; And That Council directs the CAO to sign the Application for Funding and enter into a Funding Agreement with FCC AgriSpirit Fund if the Township is successful; And That Council directs the MCD to have the Bleachers, Sound System and Accessible Outhouse purchased and installed if the Application for Funding is successful.

k) Manager of Community Development: Eastern Ontario Trails Alliance (EOTA) - 2026 Annual Agreement

Be It Resolved That Council receives for information the Manager of Community Development’s Administrative Report entitled “Eastern Ontario Trails Alliance (EOTA) - 2026 Annual Agreement”; And That Council will consider a By-law later in the meeting to sign the 2026 Agreement with the EOTA to honour their trail permit on the Crown Roads within the North Frontenac Parklands.

l) Manager of Community Development: 2026 Enhancing Access to Spaces for Everyone (EASE) Grant Application - Accessible Sand Lake Beach

Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “2026 Enhancing Access to Spaces for Everyone (EASE) Grant Application - Accessible Sand Lake Beach”; And That Council approves the MCD’s Application to the 2026 EASE Grant Application - Accessible Sand Lake Beach for 100% project funding; And That Council directs the CAO to sign the Application for funding and to enter into a Funding Agreement with EASE Grant upon the Township’s successful Application for 100% project funding; And That Council directs the MCD to have the accessible additions installed at the Sand Lake Public Beach if the Application for Funding is successful.

Be It Resolved That Council receives for information the Manager of Community Development’s Administrative Report entitled “2026 Land Use Permit with the Ministry of Natural Resources (MNR) for the North Frontenac Parklands”.

n) Public Works Manager: Motor Grader Purchase Update - Capital Budget Adjustment Request

Be It Resolved That Council receives the Public Works Manager’s (PWM) Administrative Report entitled “Motor Grader Purchase Update - Capital Budget Adjustment Request”; And That Council approve an increase to the approved capital budget for the replacement of the G94 (1994 grader) to purchase an All Wheel Drive Grader with a plow and wing at a cost of $592,850.00 plus applicable taxes; And That Council instructs the Treasurer to transfer the additional $53,284.16 from the Roads Sustainability TCA.
