Summary This report is to provide the committee an update on the progress of the Recreation User Fee and Facility Allocation Project. Recommendation This report is for information purposes only. Background In 2022, Council endorsed the Recreation, Parks, and Leisure Master Plan. The Plan made several recommendations for a comprehensive review of all recreation service fees, facility rental fees, allocation policies, and related procedures, resulting in a Recreation Service Fee & Facility Allocation Project. In 2023, the consulting firm Sierra Planning and Management was retained through a competitive request for proposal process to undertake this project. At the August 22nd, 2024, Recreation and Leisure Services Committee meeting, staff presented a final report and the policy which was supported by the committee with a recommendation to provide the report to Council for adoption. The recommendation was passed unanimously. At the October 1st, 2024, Council meeting, the policy was presented to Council with a recommendation report to adopt the allocation policy and direct staff to provide notice of a public meeting regarding the fees, as per By-Law 2016-73. The policy was moved as presented. At the November 19th, 2024, Council meeting, a public meeting was held regarding the fee schedule. There were approximately 30 people in attendance and several comments were received both verbally and written submissions. Most comments were from seniors’ groups who currently do not pay to use the facilities, and one participant from minor softball. All comments received were opposed to the new fee structure.

Township of South Frontenac Staff Report – 2024-011
Discussion/Analysis Staff will be bringing a report to Council on the December 3rd meeting with a recommendation to approve the new fee bylaw. Staff are on track to roll out the new allocation and booking process and the updated user fees starting on January 1st, 2025. A comprehensive communications plan has been developed to disseminate information about the new process. The new booking process will include an online request form available on the Township website that must be completed and sent to bookings@southfrontenac.net. Throughout 2025, staff will be working on rolling out an online booking software, which is currently used for program registration for swim and day camp. The software will be used as both an internal and external tool for booking both indoor and outdoor facilities. Financial Implications None.
