TOWNSHIP OF SOUTH FRONTENAC BY-LAW 2021-73 A_BY-LAW TO ESTABLISH AN EMERGENCY MANAGEMENT PROGRAM AND EMERGENCYRESPONSEPLANAND TOADOPTAN EMERGENCY

MANAGEMENT PROGRAM AND EMERGENCY RESPONSE PLANAND TO MEET OTHERREQUIREMENTS UNDERTHE EMERGENCY MANAGEMENT ANDCIVIL PROTECTIONACT

WHEREAS under the Emergency Management and Civil Protection Act, R. S. O. 1990.

c. E.9 and(the “Act”)Ontario Regulation 380/04(the “Reg”)every municipality~in the" Province of Ontario is required to:

Develop and implement an emergency management program, which shall

consist of: 0

an emergency plan;

0

training programs and exercises foremployees ofthe municipality and

other persons with respect to the provision of necessary serv’ices’and the

proceduresto befollowed in emergency response andrecovery activities; publiceducationon nsksto publicsafetyandon publicpreparedness for" emergencies; and

o .

anyotherelementsrequiredbythestandardsforemergencymanagement set under the Act or by Emergency Management Ontario;

Designate an employee ofthe municipality ora member ofthe council as its emergency management program coordinator;

Establish an municipal emergency program committee; Establish an municipal emergency control group;

Establishanemergency operations centreto beused bythe municipal

emergency control group in an emergency; and

Designate an employee ofthe municipality as its emergency information officer;

ANDWHE.REAS,itisPrudentthattheemergency management program developed undertheActbeinaccordancewithinternationalbestpractices,incTudingthefivecore components ofemergency management; prevention, mitigation, preparedness, response and recovery;

hereby enacts as follows:

Emergency Management Program 1.

An. Emer9er’cyManagement Pro9ramforthemunicipalitywillbedevelopedand reviewed the Emergency Management Program Committee1' consistent with and in accordance withthe Act and Reg’and international best annually by

shall include: a.

any. otherelemente rec’uired bythestandardsforemergency management set underthe Act or by Emergency Management Ontario.

TheEmergencyManagementProgramshallbeconsistentwiththeobjectivesof

protecting public safety, public health, the environment, critical infrastructure and

property, andto promoteeconomicstabilityanda disaster-resilientcommunity. Emergency Response Plan

The Emergency Response Plan, which has been developed in accordance with the requirements oftheAct and Reg and international best practices, andwhich isattached hereto asScheduleA isherebyadopted (the “Pian”).

Zhe-plan sha"bereviewed annuallybytheCEMCandtheTownships Municic Emergency Control Group. The CEMC is authorized to make such

administrative changes to the Plan as appropriate to keep the Plan current, such

employees and the Emergency Control Group may take such action underthe

Plan as may be required to protect property and the health, safety and welfare of

the inhabitants ofthe Township.

Community Emergency Management Coordinator

The DirectorofFireand Emergency Services, is herebyappointed astheorir

rommunjty emergency management coordinator (the “CEMC”) responsible for"

the

em ergency management program for the Township includi’n’g’maintenance of 1’.trainin9- exercises, public education and such otherduties and

responsibilities as outlined in the Act and Reg.

TheDirectorofPublicWorksisherebyappointedasalternateCEMCsto actin place of the primary CEMC in his/her absence.
