The Mayor called the meeting to order at 5:55 p.m. 2.

  1. Recess - (Council reconvened in Council Chambers at 7:00 p.m.) There remained no declarations of pecuniary interest.

Delegations

(i)

EIainc Abrams re: Speed Limits in Verona Ms. Elaine Abrams and Ms. Natalie Thompson presented to Council theu-

concerns with regard to the speed of traffic on Highway 38. In particular, they referenced when the children are walking to school and crossing the road. While the area is posted at either 40 km. or 50 km., it has been noted that the speeds are well in excess of this and that people are even passing within the VMage limits.

Ms. Abrams commented that she recognizes that reducing the speed isn’t going to work, nor is it feasible to have the Police patrol the area constantly. However they felt that the alternatives to be explored should be traffic

calming measures such as speed bumps or traffic lights, but they believe the best alternative might be the introduction of three stop signs; one at Sands Road or Maple Drive, one at Genge Street at the bank and one at Pineridge Drive.

They also suggested that rumble strips approaching those stop signs might also have a benefit. It was pointed out that where rumble strips had been

implemented elsewhere, there have been complaints from residents about the noise associated with them. This is to be referred to the Public Works Committee.

Ms. Abrams presented a four page petition to the Clerk.

Wayne Orr, Chief Administrative Officer, re: Capital Budget

Council asked for a copy of the multi-year Fire Vehicle Replacement Plan.

Discussion took place on the appropriateness and timing of paying off the

projected end zone commitments of the North Fronteuac Arena, as well as the importance of developing our Asset Management Plan. 6. Reports Requiring Action (i)

Mark Segsworth, Public Works Manager, re: Extended Hours of Operation for Household Hazardous Waste Depot

Council was supportive of moving forward with extending the hours through October, November and through the spring. However, CouncU does require an analysis of the service over that period to determine what the future needs

would be. This item is to come forward to Council for a formal decision. (ii)

Mark Segsworth, Public Works Manager, re: Waste Disposal Site Operation Review

Mark Segsworth reviewed the report and highlighted the seven recommendations from the Public Services Committee. Concern was

expressed with regard to a lack of Sunday hours at our disposal sites for our seasonal residents. Concerns were expressed with regard to the impact in

savings or costs associated with these recommendations. The seventh recommendation is to seek public input on the revised recommendations prior to Council making formal decisions. These recommendations are to come forward to Council for adoption. (Ml)

Coat of Arms

A detailed artist’s sketch of the Coat of Arms was presented by Councillor Tinlin. Council supported moving forward with the final rendition.

The Clerk will sign off the appropriate paperwork and arrange payment according to budget. 7.

Councillor Robinson acknowledged the work on Notre Dame Street has now been completed.

(u) Councillor Stowe raised the issue of whether a centre line should be painted on Opinicon Road.
