Minutes of Committee Of Adjustment March, 11, 2021 Time: 7:00 PM Location: Council Chambers/Virtual via Zoom Meeting # 02 Present: Alan Revill, Mike Nolan, Tom Bruce, Doug Morey, Norm Roberts, Ken Gee, Randy Ruttan and Mike Howe. Appointment of Committee of Adjustment Chair Resolution Resolution No. 2020:02:2 Moved by Norm Roberts Seconded by Doug Morey THAT the Township of South Frontenac Committee of Adjustment hereby appoints Randy Ruttan in the position of Chairperson. Carried

Appointment of Committee of Adjustment Vice-Chair Resolution Resolution No. 2020:02:3 Moved by Doug Morey Seconded by Ken Gee THAT the South Frontenac Township Committee of Adjustment hereby appoints Norm Roberts in the position of Vice-Chairperson. Carried

Approval of Minutes – February 11, 2021

a)

Resolution Resolution No. 2020:02:5 Moved by Tom Bruce Seconded by Mike Nolan THAT the Township of South Frontenac Committee of Adjustment hereby approves the minutes of the February 11, 2021 meeting of the Committee, as amended. Carried

New Minor Variance Applications:

a)

MV-04-21-S (Howland) Location: Part Lot 25, Concession 6, being Parts 1 and 2 on Plan 13R14947 and Parts 1 – 3 On Plan 13R20473, District of Storrington, Township of South Frontenac, 4802 Plumb Lane. Purpose of Application: To vary section 10.3.2 of the Township of South Frontenac Comprehensive Zoning By-Law to permit an accessory building, being a detached garage with a maximum height of 8.8 metres (29 feet) where the by-law permits 6 metres, (19.7 feet) in the Limited Services Residential Waterfront (RLSW) Zone. The Planner delivered her report to the Committee. Committee member Gee advised that one neighbouring property owner submitted comments of approval and it appears that they have just had to seek approval through a Minor Variance due to the topography of the site. Resolution No. 2020:02:6 Moved by Mike Howe Seconded by Ken Gee THAT the Township of South Frontenac Committee of Adjustment hereby approves Minor Variance Application MV-04-21-S by Michelle and Cory Howland, located a Part of Lot 25, Concession 6, District of Storrington, municipally known as 4802 Plumb Lane, Loughborough Lake. To permit an accessory building, being a detached garage with a maximum height of 8.8 metres (29 feet), subject to conditions. Carried

b)

MV-05-21-S (McKercher) Location: Lot 21 Concession 5, Being on Plan FVLCP76 Level 1, Unit 18, District of Storrington, Township of South Frontenac, municipally known as 1021 Juniper Lane, Loughborough lake. Purpose of Application: To vary section 5.24.2 of the Township of South Frontenac Comprehensive Zoning By-Law to permit an accessory building, being an in-ground pool, in the projected front yard of a property located in the RLSW-100 Special Limited Service Residential Waterfront zone. The Planner delivered her report to the property. Committee member Howe asked if the property was in Loughborough or Storrington. It was confirmed that the property is in the Storrington District. To permit an in-ground swimming pool in the projected front yard, consistent with the drawings submitted with the application, subject to conditions. Carried c)

MV-06-21-P (Marlow & Brown) (Costa) Location: Lot 6, Concession 13, Part 2 on Plan 13R754 and Part 8 on Plan 13R7853, District of Portland, Township of South Frontenac, municipally known as 1124 High Falls Lane, Howes Lake. Purpose of Application: To vary section 10.3.1 and 5.8.2a) of the Zoning Bylaw to permit the construction of an addition to the north of an existing dwelling with the addition being located 27 metres (88.6 feet) from the front yard and the high water mark of Howes Lake. The applicant is also seeking additional relief from section 10.3.1 with respect to lot coverage for an increase of 1.7 % from the existing lot coverage. The Planner delivered her report to the Committee. Resolution No. 2020:02:8 Moved by Mike Howe Seconded by Tom Bruce THAT the Township of South Frontenac Committee of Adjustment hereby defers making a decision on Minor Variance MV-06-21-P by Doug Marlow and Linda Brown, located at Part of Lot 6, Concession 13, District of Portland, municipally known as 1124 High Falls Lane, Howes Lake. To provide Building Staff aditional information and additional time to review and provide comments. Carried
