AGENDA DATE: May 9, 2017 SUBJECT: Public Consultation on new Heritage Committee RECOMMENDATION That the Committee direct staff to proceed asking the public their opinion on creating a new Heritage Committee to advise and assist with matters related to the Community’s heritage.
BACKGROUND At the April 25th Committee of Whole staff presented a report outlining options for Council’s consideration related to the creation of a Heritage Committee to advise and assist with matters related to the Community’s Heritage. Committee requested that prior to formalizing the creation of a new committee that the public be consulted as to their opinion on the matter. Staff propose to do the following:
- Put a notice in the weekly newspaper banner (weeks of May 15th & May 22th) indicating Council’s interest in establishing a new Heritage Committee. Explain that a Heritage Committee would advise and assist Council on heritage matters, administer the heritage properties designation program, assist in the research, education, promotion and celebration of the heritage of the community, including programs such as new interpretive plaques of heritage locations and features, additional historical walking tours, future Doors Open events, coordination of local and regional heritage interests.
- Direct residents to www.southfrontenac.net (News & Public Notices) where the following survey question would be presented from May 15th to June 2nd: “Council is considering the establishment of a Heritage Committee to advise and assist on matters related to the promotion and protection of the Community’s heritage. Do you believe this is a good idea? Y/N
- Staff would bring a report to the Development Services Committee’s (DSC) June meeting outlining the survey response, introduce a draft terms of reference for a Heritage Committee and seek further direction on the matter.
- Once vetted at DSC the matter would be referred to the next Committee of Whole for further discussion and eventual referral to Council.
FINANCIAL and STAFFING CONSIDERATIONS There will be no additional costs associated with this action beyond the normal day to day service delivery.

AGENDA DATE: May 9, 2017 SUBJECT: CFDC Proposed Project for Grant Release RECOMMENDATION That the Committee of Whole accept the CFDC proposed economic development project for 2017 and authorize staff to release the $20,000 grant to undertake the work.
BACKGROUND Council included $20,000 in the approved 2017 Budget to be used by the Frontenac CFDC to undertake an economic development initiative for the Township of South Frontenac. It was anticipated that the $20,000 Township grant could be leveraged to be able secure additional funds from other available programs. Staff have had a number of discussions with representatives from the CFDC and Frontenac County Economic Development in efforts to design a project which would be consistent with the mandates of the Township, the CFDC, and Frontenac County Economic Development. These discussions also involved representatives from the Ontario Ministry of Agriculture Food and Rural Affairs who have provided Frontenac County with a Rural Economic Development (RED) grant to advance their Economic Development Strategy. The discussions focused on designing a project that would advance South Frontenac’s growing local food economy. Such a project would build upon regional work done on local food including the Frontenac County Local Food BRE. The proposal presented to staff from the Frontenac CFDC is as follows: Opportunity There are a growing number of food processors in South Frontenac and a gap in the infrastructure and services they require to start or grow their businesses. Development of the Food and Beverage sector in South Frontenac will not only impact that sector, but has a direct impact on the demand for local produce and act as an attraction for visitors and events to the Township. Current State Staff at the Frontenac CFDC, County of Frontenac and the Kingston Economic Development Corporation (KEDCO) continue to hear from businesses seeking access to local produce, short term commercial kitchen space, freezer/fridge space, distribution, specialized technical support, etc. KEDCO staff have been building a case for a network of themed commercial kitchens which they refer to as “Agrihoods” and any work done in South Frontenac will be done in consultation with KEDCO staff. “Foodhubs” are in their early stages of development in Smiths Falls (Two Rivers Food Hub) and Colborne (Ontario AgriFood Venter Centre) and anything undertaken in the Frontenac/Kingston area needs to be mindful that it compliments, not competes with, these ventures and others in the Toronto marketplace. Staff at all three organizations also work closely with staff from the Ministry of Agriculture, Food and Rural Affairs. Our strength is our community.

REPORT TO COMMITTEE OF WHOLE DEVELOPMENT SERVICES The Proposal The Frontenac CFDC is proposing to work with the Township of South Frontenac and the County of Frontenac to determine how we can best support food producers and processors in South Frontenac. CFDC and South Frontenac staff are recommending $20,000 from the Township of South Frontenac for this project.
- Develop and implement a survey of South Frontenac producers and processors to determine what, if any services and infrastructure they require for their businesses. As well, determine their current and projected market.
- Survey existing commercial kitchens in the Township (community halls, churches) to determine their rental capacity.
- Incorporate the results from the County’s Local Food BR&E study and other local studies/reports
- Engage the staff of the two regional food hubs (Two Rivers and OAGVC) as key stakeholders to understand their current reach, services gaps and potential regional collaborations to ensure any project implemented in Kingston/Frontenac would complement their organizations.
- Explore private/public partnership opportunities to build infrastructure that are identified.
- Frontenac CFDC and County staff will work with Frontenac Lennox and Addington Public Health Unit to understand the complexities of their requirements and make this information available on the County’s portal.
- Develop a feasibility study implementing the findings of the survey.
FINANCIAL and STAFFING CONSIDERATIONS The $20,000 grant request from the Frontenac CFDC has been included in the approved 2017 Budget. This work is to be carried out by CFDC and overseen by Township staff. There would be no increase demand on staff above and beyond the normal day to day service delivery.

AGENDA DATE: May 11, 2017 SUBJECT: Cost Information with Regards to Enforcement of the Residential Tenancies Act, 2006
RECOMMENDATION It is recommended that the Municipality budget of $2,000 be maintained based on current spending trends for the enforcement costs related to the Maintenance Standards of the Residential Tenancies Act. Further, it is recommended that the Municipality review the actual cost of enforcement for a 12 month period and adjust the annual budget accordingly.
BACKGROUND As of July 1st, 2018, The Ministry of Municipal Affairs and Housing (MMAH) will no longer be enforcing the maintenance standards contained in the Residential Tenancies Act (RTA). On March 14, Council provided direction to provide enforcement of the maintenance standards found in the Residential Tenancies Act and continue with the current process, and to explore the cost of enforcement through Frontenac Municipal Law Enforcement (FMLE). Frontenac Municipal Law Enforcement currently enforces our municipal bylaws including the Safe Properties bylaw, and has indicated a willingness to extend their services to provide enforcement of the maintenance standards in the RTA for South Frontenac. FMLE officers are fully qualified and currently provide this enforcement service in neighbouring municipalities such as Gananoque and Smiths Falls.
FINANCIAL and STAFFING CONSIDERATIONS Currently, the Municipality budgets $2,000 to cover the costs of this work by MMAH. FMLE bills on an hourly basis (25.00/hr) for services rendered plus mileage. Based on statistics provided by the Ministry of Municipal Affairs and Housing and the municipal office, we anticipate approximately 9 investigations with approximately 2 inspections/ investigation (initial and follow up). In discussions with FMLE it is anticipated that costs should be within the current budget. Because of this change the budget for this item should be monitored for a 12 month period and adjusted accordingly. There will be no changes to staff. Submitted/approved by:
