Minutes of Committee of the Whole June 10th, 2014 Time: 7:00 p.m. Location: Council Chambers Meeting #21 Present: Mayor Gary Davison, Pat Barr, John McDougall, Allan McPhail, Cam Naish, Bill Robinson, Del Stowe, Ron Vandewal, Larry York Staff: Lindsay Mills, Deputy Clerk/Planner, Mark Segsworth, Public Works Manager. 1

Reports Requiring Action

a)

Report from Lindsay Mills, Planner/Deputy Clerk, re: Letter from Ministry of Natural Resources regarding Quarry Applications Council received this report for information.

b)

Report from Lindsay Mills, Planner, re: Draft Plan Approval for Plan of Condominium in Part of Lot 26, Concession X, Storrington District: Cranberry Cove Councillor Naish was concerned about garbage pick up and tax rates because we are collecting garbage. Mayor Davison felt that the condominium road should extend right to the end of the existing maintained lane. Councillor McPhail commented that we do not maintain the dry hydrant. He felt that surface treating should be upgraded so that surface treatment can be applied. Deputy Mayor Vandewal stated that thousands pay taxes but don’t get equal service and the garbage area should be clean and maintained. With respect to Block 19, the wording should indicate that a common area for all to access the waterfront. Councillor McDougall asked if the township maintains existing dry hydrants. Deputy Mayor Vandewal felt the Fire Department should maintain the dry hydrants. Councillor Stowe agreed that they should be inspected annually. Councillor Naish felt the hydrants should be inspected annually by the Fire Department. He requested more information on how the condominium corporation is assessed and taxed as the corporation owns the land.

Reports for Information

a)

Report form Wayne Orr, Chief Administrative Officer, re: Summer Meeting Schedule Council was in favour of the dates for summer meetings.

b)

Report from Mark Segsworth, Public Works Manager, re: Summary of Fall/Winter Events - Household Hazardous Waste Depot 2013/2014 It was a bad winter so there was less vehicles and tonnage during the winter, the hours of operation were changed to only two Thursdays per month and costs have increased due to a new contractor. Deputy Mayor Vandewal commented that he didn’t know much work our staff are doing on bale wrap, because they are not as tight. Mark Segsworth stated that we need to look at cost and waste diversion. Councillor Stowe commented that 46,000 kilos of household waste diverted from waste disposal sites is why he supports household hazardous waste. Councillor Naish asked why we changed contractors. Mark Segsworth explained that there are more things involved now and we are continuing to learn and craft specifications better. Councillor McDougall noted that some Bedford residents are so far away from the HHW site. Deputy Mayor Vandewal was surprised how far afield people come from, the numbers went down in our landfill because we increased costs. A lot of waste goes to Kingston because we are also managing it better. Councillor McPhail questioned the piles of plastic moulding. Mark Segsworth explained that they are all mixed with PCB’s etc, so the challenge is transport it.They are looking at shredding it or possibly sorting through it.

Rise & Report

a)

County Council Councillor McDougall noted that the sustainability committee would like to come to Council on June 24th. They will ask Council about the role of lake associations, climate change. Between now and June 24th, Council should think about areas to talk about. He noted that the City of Kingston supports secondary suites. There are grants to help with zoning, minor variances etc. The County has extended their planning contract to North Frontenac and it must be full cost recovery. Councillor McDougall commented that if the same planner is used for all the Frontenacs, then we don’t get another planning opinion ever. The County has received an award for their GIS. Mayor Davison noted that they are still looking for people to help with the 150th

Arena Board A meeting is scheduled for Thursday, June 26th at 5:30 with the CAO’s from South and Central, they will present scenarios on how the arena operations could change.

c)

Police Services Board Mayor Davison reported that the new Staff Sergeant is in place. There have been many break ins reported on the east end and he has received many calls of concern about these break ins.

d)

Portland Heritage Councillor McDougall reported that Jamie Brash has confirmed the building structure of the old school is secure.

a)

Honourable Rona Ambrose, Minister of Health, re: response to Council’s resolution endorsement - National Dementia Strategy

New Business

a)

Councillor Robinson commented on two properties in Harrowsmith that are not being maintained, the grass has not been cut and old cars are being worked on. The owners are not maintaining their lots. Councillor Naish asked if Council could adopt a property standards act. Mayor Davison commented that he would have the CAO bring this matter to the Corporate Services Committee. He recognized that there are two or three of these types of complaints per year. Deputy Mayor Vandewal stated that every municipality that ever tries, this they drop it. Councillor Stowe stated that there is no appeal process and it is generated by complaint.
