The Mayor called the meeting to order at 7:00 p.m. 2.

Declaration of Pecuniary Interest.

There were no declarations of pecuniary interest. 3.

Delegations

(a)

Nathan Smith, re: Use of property for livestock

Nathan Smith informed Council that three weeks ago he was informed by the By-law Enforcement Officer that he is not allowed to have any livestock on his land and was given 30 days to remove them from the property. He noted that he has 15 chickens and 4

ducks, some of which are pets and he did not see a problem with this. He said that he would like another 30 days to allow time to remove them.

Deputy Mayor Tinlin asked what the rationale would be for giving the 30 day extension. Ms. Smith indicated that a 30 day extension is necessary in order to find a place to take the livestock. She stated that they have contacted the National Farmer’s Union for help. Mayor Davison asked if members had any problem with the 30 day extension.

Councillor McPhail supported the 30 day extension request, noting that the intent of restricting the number of animals in the first place is the possible negative affect on surrounding wells with respect to animal waste and fertilizer so granting this extension would have minimal negative effect.

Councillors Robinson, Naish and Vandewal had no problem with the 30 day extension. Councillor York felt it was silly that the Smith’s can’t raise chickens and that it was unfortunate that we could not help them out. Councillor Stowe commented that the City of Kingston is looking at allowing chickens

on smaller city lots. He also commented that there must have been a complaint received regarding the livestock.

Mrs. Smith confirmed that there had been a complaint received by the By-law Officer.

Mayor Davison noted that the deadline is April 22nd. He stated that the By-law Enforcement Officer will be notified of the 30 day extension given by Council.

Councillor Vandewal stated that this section of the by-law should be revisited 4.

Business Items

(i) Report from Anne Levac, Plamiing Assistant, re: Closing of unopened road allowance between Lots 6 & 7, Concession 14, District ofLoughborough Lindsay Mills spoke to this report asked for consideration to close a portion of the unopened road allowance between Lots 6 and 7, Concession 14, owned by Susan

Terrible. He noted that a site inspection by staff has determined that due to the terrain of this property, it would prevent this section of the road allowance to be used as a road and

that this portion of the road allowance crosses over a peninsula and is therefore not

accessible to the public. He also stated that a section of this road allowance had already

been closed further to the

Report from Lindsay Mills, Planner, re: Proposed Official Plan Policies for Community Improvement Plans

Lindsay Mills referred to his report regarding proposed Official Plan Policies for Community Improvement Plans and emphasized that there are policies for the hamlet areas and policies for the rural areas.

Mayor Davison noted that he has attended the public meetings for the Verona CIP and

agreed with focusing on the smaller hamlets only and to spruce them up. Councillor York thought the idea was to help small business and that perhaps putting

policies out in the country is going too far.

Councillor Vandewal felt it was way too broad to include roads and private lanes and the focus should be on just the hamlet areas.

Councillor McPhail agreed that the focus should be just on the hamlets and that there will be an overlap with strategic planning. He suggested that Council focus on Verona at this time as we don’t know what the implications might be. Councillor Robinson also agreed with focusing on just the hamlets. Councillor McDougall asked if the township would to have do an amendment each time. Lindsay Mills stated that the point of the policies he had written was that the Official Plan would have policies in place so that an OP amendment is not needed each time something comes forward where Council agrees to give financial incentives.

Councillor Vandewal noted that Council didn’t have much choice with respect to the Verona Community Improvement Plan as it was ah-eady introduced to the media before Council was made aware of it. ^

Mayor Davison noted that there is no monetary commitment to the plan yet, although $70,000.00 is coming out of gas tax money. He also commented that we should fund these programs as they come up. Councillor Naish questioned why Council can’t accept this now as it is written.

Deputy Mayor Tinlin felt that social service is just too broad and we need a simpler focus and we are going too far.

Councillor McPhail felt the township should concentrate on the four major hamlets but not Railton or Spaffordton, he felt Council should be deciding which hamlets qualify for community improvement plans.

Mayor Davison noted that the most you can apply for is $5,000.00 or 25% of the total cost.

Councillor York agreed with applying the policies to just certain hamlets. Deputy Mayor Tinlin asked about Burridge, having three businesses and would it qualify.

Mayor Davison stated that the definition of a hamlet is a group of houses without a church.

Councillor Vandewal felt all hamlets should be included because it would be too hard to

justify excluding some since they’re designated in the Official Plan.

Mayor Davison agreed that we should include all hamlets but not to be approving roads or policies in the rural areas.

Councillor York commented that if there is a store and a reasonable amount of people we should apply the policies because the idea is to help out businesses. Deputy Mayor Tmlin felt that Bumdge has viable businesses and should be a hamlet.

Mayor Davison noted that Lindsay Mills has been given direction to not include rural areas.

(iii)

Report from Wayne Orr, Chief Administrative Officer, re: Southern Frontenac Community Services - Funding Request

Lindsay Mills referred to this report on the Grace United church and requested direction on whether to provide an annual grant of $2,000.00 for 3 years and whether Council should appoint a member to their committee. Councillor Vandewal commented that the township has never got tax revenue from the

church. So he put forward the proposal that, instead of grant them the money, we should just defer taxes until April 2015. Councillor Robinson stated that Council was asked by the Methodist Church in

Harrowsmith for some relief and it was turned down as they wanted a gym. He questioned what the difference was in this request. Deputy Mayor Tinlin noted that Southern Frontenac Community Services is not a church, but rather this is relocating a business and he supported Councillor Vandewal’s recommendation of a moratorium on taxes.

Councillor McPhail commented that it is a lease to purchase so it’s still a church until they own it. Councillor Stowe noted that the request is not the same as the request from the Harrowsmith Free Methodist Church.

Councillor York supported the recommendation of a moratorium on taxes. Councillor Vandewal noted that originally the idea was to waive taxes, however Harrowsmith Free Methodist Church wanted the development charge fees waived. Mayor Davison stated that there is much we need to find out and asked if we need to

rezone. He stated that basically Council supports the request. Mayor Davison asked if Council was interested in having representation on the Southern Frontenac Community Services Board.

c^?-UOLV.andewal felt council should really think about whether or not to put someone on it. Councillor McPhail felt this was not an easy question and noted that there would be

better communication if a Council representative was appointed as one7f the’thirteen members.

Councillor McDougall explained that he has been involved with this board before. He

recog"zed that the representative should be someone with experience in social issued ^! .tLau!!T^!hJlt-apI?CTting a c?unc,il member to the boalld mi§ht be interpreted that the township is financially supporting this organization.

Councillor York felt the township should not have a representative on this board.

counciuor Vandewalfelt the board can always communicate with Council and they have °fer^ed.witflout1a council member on their board. He suggested that if there was a specific meeting then a Council representative could attend.

Councillor Robinson felt there was not a need to have a Council representative. Councillor Naish felt it would be good for communication to have a representation on this board.

Councillor McDougall suggested that if a councillor was passionate about this

organization and had the time to attend the monthly meeting it was a good idea.

Councillor Stowe felt there was not a need for township representation on this board. The general consensus of Council was not to appoint anyone to the Southern Frontenac Community Services Board. 4.

Other Business

(i) CRCA Water Control Structure/ Maintenance Work/Funding Council was supportive of the request from the Cataraqui Region Conservation to request WECI funding for two projects, updates to the Dam Operations and Safety Manuals for the Sydenham Lake Dam, and to prepare an Emergency Preparedness Plan for Sydenham Lake Dam. 6.
