Minutes of Committee of the Whole June 14, 2016 Time: 7:00 pm Location: Council Chambers Meeting #20 Present: Mayor Ron Vandewal, Pat Barr, John McDougall, Alan Revill, Norm Roberts, Mark Schjerning, Ron Sleeth, Ross Sutherland Staff: Lindsay Mills, Planner/Deputy Clerk, Mark Segsworth, Public Works Manager, Angela Maddocks, Executive Assistant.

Call to Order

a)

The Mayor called the meeting to order at 7:00 pm.

Delegations

a)

John McEwen, re: Radon and the Ontario Building Code Mr. McEwen presented his research on the effects of radon gas existing in homes where damp proofing and waterproofing permits are not required by the municipal Building Department. He requested Council’s support to require permits to repair or materially alter a foundation in anyway, shape or form and lay charges when violations occur. Mayor Vandewal thanked Mr. McEwen for his presentation and advised him that this matter will be referred to the Corporate Services Committee for their review and comment.

Reports Requiring Action

a)

Mark Segsworth, Public Works Manager, re : Perth Road Corridor Study Council commended the long term planning of this study. The financing process was discussed and if the construction should be done and apportioned afterwards. Mark Segsworth noted the intention to develop a Master Transportation Plan in 2017 with discussions to take place with the City of Kingston and looking forward twenty years.

b)

Mark Segsworth, Public Works Manager, re: Capital Budget Amendments Council was supportive of the amended 2016 Linear Asset Capital Budget.

c)

Louise Fragnito, Treasurer, re: Canada 150 Community Infrastructure Program

Mark Segsworth, Public Works Manager, re: AVL System Council asked for input from the township insurance provider as to potential savings for having the AVL system in township vehicles. The Public Works Manager was asked to look into the system with respect to plow up/down locations, speed and sand and salt spreading functions for reporting purposes. Council also requested a more accurate number of units for AVL. The Public Works Manager noted that L & A are experiencing issues with the system that Council has requested he provide more information on.

e)

Lindsay Mills, Planner, re: Peer Review Letter Regarding Plan of Subdivision, Part of Lot 7, Concession VII, Portland District Council directed staff to send all letters and correspondence received.

f)

Lindsay Mills, Planner, re: Closing of Road Allowance in Part of Lot 19 Concessions V and VI Council was concerned about the topography of this area and where there would be a safe access point onto Sydenham Road. Council asked that this be reviewed as there would be a need to break a lot of rock.

g)

Lindsay Mills, Planner, re: Closing of Road Allowance, Part of Lot 22, Concession VIII, Loughborough Council was supportive of moving this forward and noted that a quit claim deed was permitted for a similar scenario in Storrington earlier this year, however the applicant will be responsible for all legal fees.

a)

Mark Segsworth, Public Works Manager, re: Collaboration with the OPP Deputy Mayor Sutherland questioned that statistics for “involved vehicles” and what the other 27% was in the equation.

Next meeting is tomorrow. 2017 Canada Day celebrations will include a plaque in Sharbot Lake at the end of the trail. Update on Planning Advisory Committee as a high level committee, composition to be confirmed. Marysville Seniors Housing project underway with water line going directly to the site County has donated access bus to North Frontenac and Southern Frontenac Community Service groups Private Roads Study to be shared with lower tier

Arena Board 

Will have an update on activities and completed projects at their next meeting

Mayor noted that the Frontenac Fury run on Sunday, June 12 had a great turnout.

Police Services Board 

Next meeting is June 16, 2016 at 7:00 pm in the Council Chambers.

Letter from Leonard, Labarge, Foxton and Lesperance re: Hartington Subdivision Proposal Reports Council discussed water sampling and the spectrum of what is being tested.

b)

Letter to County of Frontenac, re: Delegated Authority for Subdivision and Plans of Condominium approvals Councillor Schjerning questioned the January 2019 implementation and what the next steps are to formalize this process.

c)

City of Kawartha Lakes, re: Support for Large Renewable Procurement Initiatives

d)

Louise & Daniel Ouellet, re: Proposed Zoning Changes

e)

Township of South-West Oxford, re: Opposition to Division of Conferences

Notice of Motions

a)

Councillor Sleeth served a notice of motion to bring back the CAO’s report on the Organizational Review excluding the moving of the Public Works Manager to the Sydenham Office.

Question of Clarity (from the public on outcome of agenda items)

a)

Michelle Foxton asked for clarification on the residential wells that were tested in Hartington. Mark Segsworth provided the locations of the residential and community wells that were tested.

a)

Council moved into closed session to discuss property matters.
