Call to Order
The Mayor called the meeting to order at 7:00 p.m. in the meeting room of the Library. 2.
Declaration of Pecuniary Interest - Nil
Delegations (i)
Utilities Kingston - Sydenham Water Annual Report
Kevin Riley from Utilities Kingston updated Council with regards to the 2011 Annual Drinking Water Rqwrt. This is a statutory requirement to report to Council on an annual basis.
He commented that while previously Trihalomefhanes (THMs) had been a
problem wifh the Water Treatinent Plant, the recent investment into the upgrades has paid off and now our THM levels are well below compliance levels. Utilities Kingston remains committed to optimize delivery of service on behalf of the Township and is available for any questions.
A copy of the report will be attached to Resolution for adoption, with the Council Meeting agenda of May 1st, 2012. (ii) AECOM - Annual Report - SoUd Waste Sites Guy Laporte from AECOM presented to Council a review of both the active and
inactive waste sites within the Township. He reviewed compliance levels as well as life span and monitoring costs. A resolution for Council to adopt the report will be presented at the Council Meeting of May 1st, 2012. 4.

Wayne Orr, Chief Administrative Officer, re Coat ofArms/Motto
Councillor Tinlin reviewed with Council the design and significance of the Coat of Arms. Three recommendations were expressed by Council:
- To add the colours of our native coimnunity
- To remove the fishing line around the stag’s neck
- To have only two griffin claws rather than three.

Committee of the Whole asked for another draft to be presented with these changes for final review.
As for the Motto Contest, Council’s direction was to proceed with number 4, “Our strength is our community”. This will be brought forward to Council as a Resolution.

Council was supportive of the changes to the agenda layout for both Council and Committee of the Whole meetings. The only comment was that under the “Rise
and Report” section of the Committee of the Whole meeting, that specific committees be identified on Committee offhe Whole meetings. (iu)

Results
Council asked for an additional column to be added which would indicate stakeholder consultation.
(iv) Wayne Orr, Chief Admmistrative Officer, re Source Water Letter Council was supportive of the draft letter and provided positive feedback to Mr. Mills who was the author.
(v) Louise Fragnito, Treasurer, re County Budget/FGT Louise Fragnito reviewed with Council the impact of both the Federal Gas Tax increase from the County as well as the impact of the County and Educational budgets on fhe final tax rate.
Direction from Council was to bring back to Committee of the Whole, alternatives to increase the Township portion so that ratepayers would have a small increase rather than the netted zero as anticipated. (vi)
Mark Segsworth, Public Works Manager, re Waste Site Recommendations
Discussion on both the hours of operation and the collection of e-waste at multiple sites took place. Council was supportive of seeing a resolution come forward to implement immediate changes to e-waste collection. Further discussion on hours needs to take place. (vii) Building Department Statistics First Quarter 2012 This mformation is presented for Council’s information. 5.
