Minutes of Committee of the Whole June 24th, 2014 Time: 7:00 p.m. Location: Council Chambers Meeting # 23 Present: Mayor Gary Davison, Pat Barr, John McDougall, Allan McPhail, Cam Naish, Bill Robinson, Ron Vandewal, Larry York Staff: Wayne Orr, Chief Administrative Officer, Louise Fragnito, Treasurer, Lindsay Mills, Planner, Rick Chesebrough Fire Chief, Mark Segsworth, Public Works Manager 1.

Call to Order

a)

The Mayor called the meeting to order at 7:00 pm. The Mayor sought consent to alter the order of the delegations.

Delegations

a)

Randy King, re: Fire Services - Thank you Mr. King read a letter of appreciation to Council. A copy was provided for the record. The Mayor wished him well and thanked him for taking the time to come in.

b)

Frontenac County Sustainability Advisory Committee - Tracy John, Geoff Sandiford and Deputy Warden Dennis Doyle Geoff Sandiford and Tracy John reviewed the proposal of the Sustainability Advisory Committee to coordinate a community event that would provide an expert panel to discuss a locally chosen sustainability topic. Council was supportive of this idea and will forward ideas.

c)

Warden Bud Clayton and Kelly Pender, Chief Administrative Officer, Frontenac County - Introductions Warden Clayton introduced Kelly Pender. Mr. Pender spoke of his role in getting the Frontenac’s working together, finding efficiencies, developing partnerships and implementing County Council’s Strategic Plan.

a)

Report from Lindsay Mills, Planner, re: Request for Township to Sell or Lease Township-owned Land: Part Lot Council was not supportive, given public works interest in the property.

b)

Report from Lindsay Mills, Planner, re: Conditions of Draft Plan Approval Plan of Condominium in Part of Lot 26, Concession X, Storrington District:

Committee of the Whole June 24, 2014 Cranberry Cove Correspondence from RFA Planning Consultants was distributed. Council was supportive of the draft plan approval coming forward at the July 8 meeting for decision. c)

Report from Lindsay Mills, Planner, re: Flowchart for the Process of Approval of Plans of Subdivisions /condominium Council asked for clarification on why the County has a role. The need for departmental staff input and comment is needed consistently at box 3 not delayed until box 9. Council requests that they be made aware of a concept early in the process. All options for streamlining the process should be explored.

d)

Report from Lindsay Mills, Planner, re: Willowbrook Estates Council was supportive of the rezoning for the commercial lots and the rezoning of the retained residential lot coming forward at the July 8 meeting for decision.

e)

Report from Wayne Orr, Chief Administrative Officer, re: Chip Wagons Council was supportive of the Corporate Services Committee recommended changes to the bylaw coming forward for decision.

Committee of the Whole June 24, 2014 Councillors were asked to advise the clerk if they wish to be registered in advance of the August early bird deadline. 10.

New Business

a)

Deputy Mayor Vandewal asked that Councillor McDougall facilitate a planning session of Council on potential topics for the Sustainability Advisory Committee’s speakers panel. This is to be schedule at 6:00 pm on August 5.

b)

A Joint Council and Lake Association meeting is to be scheduled for Thursday August 21 at 7:00 pm. Invitations to be sent out.

c)

Councillor Naish inquired about what approvals were needed for a solar farm operation at 6224 Battersea Rd.

d)

The CAO showed Council the new signs to appear on Perth and Battersea Road as part of our partnership with the Rideau Heritage Route tourist Association.
