The Mayor called the meeting to order at 7:00 p.m. in Council Chambers. 2. Declaration of Pecuniary Interest - None 3.

Qasem Mahmud, Manager of Long Bay Camp re Request the Township to widen Burridge and Richie Side Roads

Mr. Qasem Mahmud bought the property in 1976 representing a total of 400 plus acres. He had submitted a petition on behalf of adjacent property owners, campers and their parents who attend the summer camp he operates as well as service personnel who deliver product to the site.

Generally speaking, they feel the road is not safe. It is a single lane and the speed limit posted at 50 kilometres per hour is too high for the conditions of the road. He thanked Council for the current work that is being done, but indicated that more work will be necessary. There are some narrow spots that need to be widened, blind areas and ditching.

He does feel that the speed limit would need to be reduced and is asking for a schedule of what is planned in the future. He commented that emergency response to the location is hampered by the condition of the road and

generally speaking, the petition is an appeal to give this road greater attention.

Councillors were supportive of the need for additional work and also

recognize clearly the balance and priorities that are necessary to juggle the competing demands.

Mark Segsworth advised that the Township is collecting data for Bedford roads so that high use roads could be prioritized first and that the ten year capital budget is scheduled to be presented to Council in mid October, however, make no mistake that the needs exceed the resources available.

The installation of additional cautionary signs may be a partial solution.

AnneLevac, Planning Assistant, re: Road Closing(s): Langsford The report was presented and questions addressed.

Direction from Council was to determine whether a licence agreement would be a suitable basis for a potential severance in order to avoidcreating a false expectation Council also directed staff to explore the legal responsibility of

Anne Levac, Planning Assistant, re: Road Allowance: Amey

After discussion, Council’s direction was that the owners would not be given permission to cut trees; that Council cannot advise them to trespass beyond

the municipal road allowance; and that Couucil would not support

date when they purchased tfae property. CounciUor McPhail has indicated

that he is prepared to visit the site with the property owner provided that assurances can be made that the access would be along the unopened road allowance.

(iii) Anne Levac, Planning Assistant, re: Road Closing: Shepherd The direction from Council was that they were reluctant to close a road allowance that leads to water and that this small unopened road allowance is

the connecting piece between Frontenac Park and Bear Lake. SpecificaUy Council wondered whether the road allowance running east and west had already been assumed or purchased by Frontenac Park or whether it is still municipaUy owned. (iv)

Wayne Orr, Chief Administrative Officer, re: Community Improvement Plan (GIF) Update

The results to date were reviewed. Council was pleased with the level of activity within the Verona community that the program is generating. This program is one that could be built upon elsewhere.

(v) WayneOrr, Chief Administrative Officer, re: Cemetery

Direction from Council was to proceed with the next steps of consulting Cemetery Boards on the recommendations. Generally speaking Council was supportive of proceeding to the new pricing which would provide for appropriate administrative support as well as separating the contracts, one Board and one set of By-laws. Once the Cemetery Boards have been consulted, this item will be referred back to Council.

Council did ask whether there was the opportunity to explore whether there is an external source provider who would take on the administration function.

(vi) Wayne Orr, Chief Administrative Officer, re: Federal Electoral Boundaries

Direction from Council was not to attend or represent at the public

meetings, rather the County will be speaking to the issue on behalf of the four Frontenacs.

Rise and Report .

County Council

Councillor McDougaIl provided a written summary of County of

Frontenac matters which highUghted issues on homeiessness, electoral

boundaries, accessibility, staffing changes. Natural Heritage Study,

ambulance matters, Algonquin land claims, K&P TraU and 2013 County

budget. .

Arena Board

No report. .

Police Services Board

Councillor Tinlin advised Council that the annual public open house for

the Police _ Services Board will be November 15- at 7:00 p.m. Representatives will be attending the October 23rd session put on by the OPP on costing. In general, crime statistics to September are much better than they have previously been. 9.

Information Items

New Business

(i)

Councillor Robinson raised again concerns with regard to the location of the Harrowsmith mailboxes. It was stated that Public Works, in consultation with Canada Post, had approved the location of the boxes in Centennial

Park. There will be a community meeting on Wednesday, September 26th at 7:00 p.m. at St. Paul’s United Church in Harrowsmith. Mayor Davison advised that he would not be able to attend as he would be attending a function in Ottawa on behalf of the County, but Deputy Mayor McDougall and Wayne Orr, CAO would be present. (ii)

Councillor Stowe reminded Council that the traU tour is set for October 5th.

Participants from Council are invited to meet at 2:00 p.m. at Keeley Road Public Works location to coordinate transportation. (in)

Mayor Davison reminded everyone that the Public Works Open House and Grand Opening of the Federal Gas Tax Projects will take place on th

September 29 from 10:00 a.m. to 2:00 p.m. with a charity barbeque in support of the United Way.
