Minutes of Committee of the Whole May 27, 2014 Time: 7:00 p.m. Location: Council Chambers Meeting # 19 Present: Mayor Gary Davison, Pat Barr, Jon McDougall, Allan McPhail, Cam Naish, Bill Robinson, Del Stowe, Ron Vandewal, Larry York Staff: Wayne Orr, Chief Administrative Officer, Mark Segsworth, Public Works Manager, Lindsay Mills, Planner, Louise Fragnito, Treasurer 1

Call to Order

a)

The Mayor called the meeting to order at 7:00 pm.

Delegations

a)

Sharron Brown, Staff Sergeant, Frontenac OPP Staff Sergeant Brown introduced herself to Council, provided a brief biography of her career and invited members of Council to contact her should they have any questions or concerns. Mayor Davison, formally welcomed her to South Frontenac and extended Council’s support.

b)

Aubrey Francis - Newf’s Grill, re: Chip Truck By-law Mr. Francis raised concerns that he was not aware of the most recent bylaw. He further suggested that Council should consider changes as the 500 meter spacing of chip trucks was not large enough to insure that there was enough business for each vendor. The matter was referred to the Corporate Services Committee for review.

Reports Requiring Action

a)

Mark Segsworth, Public Works Manager, re: Energy Management Plan Direction from Council was to bring the energy management plan forward for adoption.

b)

Mark Segsworth, Public Works Manager, re: Roads Receiving Partial Maintenance Direction from Council was to bring the request to engage additional resources to develop criteria for expanding maintenance forward for adoption by Council.

c)

Mark Segsworth, Public Works Manager, re: Long Swamp Bridge Direction from Council was to bring the request for a temporary Road closure

Committee of the Whole May 27, 2014 pending a structural assessment of the bridge forward for adoption d)

Lindsay Mills, Planner, re: New Provincial Policy Statement Mr. Mills reviewed highlights from his report on the new Provincial Policy Statement.

e)

Louise Fragnito, Treasurer, re: Sydenham Water rate change inquiries The Treasurer reviewed her report and was directed to bring forward a by law amendment to no longer consider exemption requests for hook up to the Sydenham Water system.

a)

RVCA The Authority will be reviewing it’s goals and how it delivers service.

CRCA With the Support of the Rotary Club’s $30,000 donation a new trail has been opened.

c)

QRCA The Authority has been busy dealing with post flood follow up.

Interpretation of Minister’s response Councillor McDougall asked for a staff interpretation of the response from the Ministry of Natural Resources dated May 9.
