Overview • Ministry of Education requires school boards to prepare long term accommodation plans (LTAP) that effectively right-size and manage excess capacity in their schools. • LDSB engaged Ameresco Asset Sustainability to prepare a 15 year LTAP. • The LTAP was received for information purposes on May 24, 2016. • The LTAP examines the accommodation and program needs by reviewing projected student enrolment, facility utilization, facility renewal needs.

Overview • LTAP contains observations and analysis for all schools within the ten(10) LDSB Families of Schools. • The LTAP contains proposed recommendations to: • Improve space utilization, • Enhance student programming, • Improve school attendance boundaries, • Address financial pressures due to reduced provincial funding. • 12 proposed projects (with timeline) involving school consolidations, boundary changes and construction of replacement/new schools. • For South Frontenac – a school consolidation and boundary change involving Prince Charles PS and Loughborough PS is proposed process to begin in 2019-2020. 3

Process • Annual Meeting : Ministry guidelines requires school boards to host an annual meeting (open to the public as observers) with municipal and community partners. Municipal & community partners to: • Discuss/ share relevant planning information • Identify community land-use or green space requirements Annual meeting being planned for early September 2016 4

Process • Board Approval before Action: Per board policy, prior to any action on a proposed LTAP project, senior staff must present an initial report to the Board of Trustees for consideration. The report must contain one or more recommendations to address the accommodation issue(s) at the affected school(s). After reviewing the report, the Board may approve the formation of a Pupil Accommodation Review (PAR). • Establishing a PAR Committee: This committee is the official conduit for sharing information between the board and school communities.

Per board policy, the committee will be composed of the principal; one teaching and non-teaching staff; three parents chosen from respective school councils; as well as senior staff. The area Trustee will serve as an ad hoc committee member.
Process • Meetings of the PAR Committee: The PAR committee will host working group and public meetings. All meetings will be open to the public. • Consultation with local Municipal and community partners: –local municipal governments and community partners will be invited to a meeting to discuss and comment on the recommendation(s) contained in the senior staff report. • Final Staff Report: At the conclusion of the PAR committee process – senior staff will present a final report to the Board of Trustees. The report may contain amended recommendation(s) to address the accommodation issues at the affected school(s).

Process • Board Meeting for Public Input: Shortly after the presentation of the Final Staff Report, a committee of the Whole Board will hold a public meeting. The meeting will provide an opportunity for public delegations to make submissions to the Board. • Decision of the Board of Trustees: The Board of Trustees has the discretion to approve the recommendation(s) of the Final Staff Report, or to approve a different outcome. The Board is committed to open decision making, as such: • all information will be available on the board website. • any public meeting dates/locations will be posted well in advance and provided to school communities via school newsletters and advertised in local community newspapers. 7

A year ago I made an inquiry in the matter of new live stock building used for housing , at that time I was told NO by Mr Mills , as to the planned location s of buildings do to the test well that have been drilled , Mr Mills has said to myself plus many others " wells have to be 1000 feet from barns " . A year or so has passed , do to an injury its looking like the injury will prevent my returning to my trade as a Mason is not going to be. Farming is where my lively hood will be , along with my family. That is the reason for expansion. One may ask why along the east side of my property , Along that side of my property is a heavily wooded area causing lots of shade nothing much grows there , however an almost perfect habitat for swine. I contacted Mr Mills June 6t 2016 and made an other inquiry as to the same as I have mentioned above , this time the wells where not the issue he said “I think but can not be sure that Mr Grant has applied 1st he has priority " All this said info by Mr Mills is false. One has to ask what else Mr Mills is being untruthful about ? with no doubt in the best interest of the subdivision moving forward . I ask Mr Mills by phone MSG and email to confirm his “said so” Later I received a email from Mr Revill below is a copy . I am responding to your email to Mr. Mills. Generally, it would be the person that has approval to proceed that might take priority. At this stage there is no guarantee that Mr. Grant will obtain approval for any part of his subdivision. Expansion of your farm operation such as new livestock facilities would require a review under an MDS 2 calculation that would consider setbacks from all of your neighbours including Mr. Grant. If you were to make an application to build a new barn or put in a manure storage closer than your present buildings, you might have priority, but I suppose it could be challenged in Court. If Mr. Grant were to get some of his land approved for development and have his subdivision plan registered, he would probably have priority. As far as i know there is not a specific setback for wells from barns (like 1,000 ft) except normal minimums. I don’t think your situation is totally simple, but I believe Council is willing to work towards protecting your interests. I am very familiar with your farm and understand your concerns. Please let me know if there is more that I can help with. Alan I have been in contact with OMAFRA , MDS 1 will be used as its the same for finishing swine . MDS applies for early weening swine, and a few other livestock.

I have looked up settlement areas , to my understanding settled area .is a lot with a home on it as reworded . AGRICULTURE - MINIMUM DISTANCE SEPARATION i) Notwithstanding any other yard provision of this By-law to the contrary, and except within the boundaries of ‘Settlement Areas’, development on existing lots of record shall be expected to meet the Minimum Distance Separation (MDS 1) requirements, where possible, calculated using the Ministry of Agriculture, Food and Rural Affairs Guidelines in Appendix 1 to this By-law. Within ‘Settlement Areas’ boundaries, MDS 1 will not be applied to proposed new development except where Council/Committee determines that special circumstances warrant such application. Please also see below bylaw 2014 6.19 FARMING AND FOOD PRODUCTION PROTECTION ACT (FFPPA) Nothing in this Official Plan shall conflict with the Farming and Food Production Protection Act (FFPPA). In the event of a conflict between this Plan and the FFPPA, the FFPPA shall take precedent. In conclusion , I feel council should turn down the proposed subdivision with all the info provided above, again farms feed cities ,subdivision . not the other way around , next time you all are at a pig roast just remember where it came from . Furthermore the subdivision is not even passed yet and there is already suggested new regulations to be put on farms. The water factor is also a major concern. I just want to carry on with farming and my children also , and expand with no hurdles . Agenda Date: June 28, 2016 Date of Report: June 22, 2016 Subject: Closing of Road Allowance in Between Lots 6 & 7, Concession XIII, Storrington District, Township of South Frontenac: Wehlau
Summary of Recommendation: The recommendation is that Council receive the Planning Report dated June 22, 2016 and consider the closing and transferring ownership of a portion of unopened road allowance, between Lots 6 and 7, Concession XIII, District of Storrington.
Purpose of Report: The purpose of this report is to provide the background information necessary to enable Council to direct staff regarding the closing of an unopened and untravelled Township road allowance.
Background & Discussion: By letter dated May 9, 2016, the agent for a property-owner at 4221 Opinicon Road is requesting to know whether Council would agree to the closure and sale of a portion of an unopened road allowance that runs through their property. Attachment #1 shows the unopened road allowance aligned through the subject land. It should be noted that the Council recently passed a by-law to close the portion of road allowance through the abutting property at Opinicon Road which closure effectively orphaned this remaining portion of road allowance. Attachment #3 is an air photo of the subject land illustrating how the road allowance bisects the property and indicating the previous road closure area. This attachment also shows an existing cottage and dock located on the property and the 5 metre contour lines indicate the steepness of the land. The road allowance is aligned north/south extending 119 metres (390 ft.) through the owner’s land (and a portion of the abutting land to the south) along the waterfront of Upper Rock Lake. It covers very challenging topography including an extremely steep rocky ridge leading to the water; see contours on Attachment #2 The road allowance effectively constitutes the whole waterfront portion of the subject land. It should be noted that it is Council policy to not close road allowances that lead to any lake. However, not only does this road allowance cover very challenging and steep topography but, as noted, the portion of road allowance to the north has already been closed thereby severing this remaining portion anyway. It should also be noted that, according to a draft survey prepared for the closure of the north abutting property, the road allowance continues from the subject property southward, through yet another abutting property before terminating at the lake’s edge (see attachments). This presents the opportunity for the owner of

this southernmost property to purchase the remaining portion of the road allowance as well. The Planning Department would recommend that both portions of the road allowance be closed and transferred.
Process: If the Committee agrees in principle to the closing of the road allowance a public meeting on the matter must be held. This meeting is advertised in a local newspaper for at least four weeks prior to the meeting and signs would be posted on the property advising of the meeting. Any abutting property-owner would also be contacted as to whether they would be interested in purchasing the road allowance and, if so, they would be entitled to purchase half of the width of the road where it abuts their land. If the request moves forward, the Planning Department would require that the applicant deposit $3,000.00 to cover costs of advertising and administration – much of this may be returned at the end of the process. All surveying and registration costs would be borne by the applicant and there would be no cost to the Township. Council policy related to the sale price of closed Township roads would result in a price of approximately $72,050.00.
Direction Requested: Staff are seeking direction as to whether the Committee agrees in principle to move forward with the closure and transfer of this unused portion of road allowance. Submitted/approved by: Lindsay Mills

Staff Report: Township of South Frontenac

Prepared for Committee of the Whole Agenda Date: June 28, 2016 Date of Report June 24, 2016 Subject: Request For the Township to Permit a Special Event Concert on Property at Part Lot 13, Concession VII, Storrington District: Veseau
Summary of Recommendation: The recommendation is that the Committee receive the Planning Report dated June 24, 2016 and consider a request to authorize an exemption to By-law No. 2015-41 (the Noise By-law) to permit a significant event( an outdoor guitar festival) to take place from July 22 to July 24, 2016 on the above-noted property.
Purpose of the Report: The purpose of this report is to bring to the Committee a request to hold a special event open-air concert on the above noted property. The property is approximately 41 acres in size and fronts on Loughborough Lake and Sydenham Road. The report includes a location map.
Background The owner of the above-noted property has requested to know whether he would be permitted to hold a ‘significant event’ open-air concert on the land. The event is called “The Canadian Guitar Festival” and it is to be held from July 22 to July 24, 2016. The property is approximately 41 acres in size and fronts on Loughborough Lake and Sydenham Road. Harper Bay Lane runs through the length of the property to provide access to a number of abutting waterfront lots. The lot is shown highlighted on Attachment #1. It should be noted that this would be the twelfth year that the festival has occurred and each event was very successful, and generally well received by the public. As on previous occasions, the event would take place in a large canvass structure on the property and he will make use of temporary bathroom facilities during the event. The portion of the property furthest away from the lake, which is the venue, is flat and open and is able to facilitate any required parking. Although there are a number of waterfront residential lots in the vicinity of the subject lot, they are screened visually to some degree by mature stands of deciduous trees and vegetation which would also be expected to mitigate noise from the concert.
Analysis By-law No. 2015-41 is the Township of South Frontenac’s by-law to prohibit and regulate noise. The by-law states that no person shall emit, cause or permit the emission of noise resulting from an act. Included in the list of potential noise producing uses is “the operation of any electronic device or group of devices incorporating one or more loudspeakers, or other electro-mechanical transducers, and

intended for the production or amplification of sound in such a manner as to disturb the peace and comfort of a person at the point of reception.” The by-law lists exemptions to the prohibition, including community public events authorized by the municipality and types of performances in public parks or buildings authorized by the municipality. The list does not automatically exempt such performances on private land and thus, an exemption from the by-law is sought by the property-owner. Also, Schedule 1 of the by-law lists prohibitions by time and place. It limits yelling, shouting, hooting, whistling or singing between the hours of 23:00 of one day and 07:00 of the next day. Again, an exemption is requested from this provision of the by-law. The present use of the waterfront area is for recreational resort camping which, itself, is already associated with a degree of noise and open-air human activity – especially on weekends. The proposed events seem similar in nature to the present use of the land. Council’s authorization is required. As Committee members are aware, the owner held a concert on the property last year which was entitled “Ambush”. The owner had requested relief from the noise by-law for this concert but Council denied the request. However, the event went ahead on September 4, 2015 and, accordingly the owner was charged with an offence under the Noise By-law. The matter is now before the courts and is scheduled for a pre-trial on October 20, 2016.
Recommendation: It is recommended that the Committee receive the Planning Report dated June 24, 2016 and consider the request to authorize an exemption under sections 3 and 4 of By-law No. 2015-41(the Noise By-law) to permit an outdoor festival concert event to take place on July 22 to July 24, 2016, on property described as Part of Lot 13, Concession VII, Storrington District, municipally known as 3060 Sydenham Road. Subject: Review of Application for Site Plan Agreement in Part of Lot 2, Concession IV, Loughborough District, Township of South Frontenac: Silver
Summary of Recommendation: The recommendation is that the Committee receive for information the Planning Report dated June 23, 2016 regarding a site plan agreement for a proposed development of a medical clinic on Rutledge Road.
Purpose of the Report: The purpose of this report is to bring to the Committee a proposal to develop a commercial medical clinic on Rutledge Road and to advise the Committee of the owners’ request to enter into a site plan agreement. The report includes a location attachment and a site plan.
Background Approximately four years ago the owners of property at 3085 Rutledge Road rezoned a portion of their property to a Special Rural Commercial (RC-12). Attachment #1 shows the location of the subject land and the area to be developed. The special RC-12 zone permits the following uses:
a business and/or professional office, accessory uses and buildings to the above uses.
The purpose of the rezoning was to accommodate office-type uses on the property and, specifically, a medical clinic and now a site plan application has been submitted to move forward with development of the property.
Discussion Attachment #2 is a copy of a site plan showing the proposed building, parking, access aisles and entrance features. As shown as a shaded area, the entrance and parking areas are all to be a paved asphalt surface. The building itself would be a single storey structure 3,444 square feet in size and would contain office units and exam rooms. Attachment #3 is a cross-section rendering of the proposed building. A stormwater management report was included with the site plan application submission. The report prepared by Forefront Engineering Inc., recommends that drainage from the development be directed southerly to the Millhaven Creek through side yard swales and a new stormwater management facility (SWMF). Major and minor flow paths would be directed to the SWMF and side yard swales and concentrated outlet locations would be enhanced with rip-pap and geotextile. Attachment #2 indicates the stormwater management facility.
Agency Comments The Planning Department will require the addition of landscaped areas, the loading area and garbage location to be shown and labelled on the site plan. Public Works requires the submission of a traffic impact analysis to deal with the
Page 22 of 53 traffic and ingress/egress onto Rutledge Road. Because the development is adjacent to the Millhaven Creek the Cataragui Region Conservation Authority was circulated for comment. Their comments are yet to be received.

Subject: Willowbrook Estates Plan of Subdivision, Storrington District: Review of Parkland Fee: Matias
Summary of Recommendation: The recommendation is that the Committee to consider the amount of $2,784.00 as the parkland fee to be conveyed to the Township in fulfillment of Schedule “G” of the subdivision agreement for the Willowbrook Estates Subdivision.
Purpose of the Report: The purpose of this report is to bring to Council a proposed amount of cash-in-lieu of parkland dedication to be conveyed to the Township as part of the process to complete a residential subdivision. The report includes two map illustrations and a copy of a real estate appraisal.
Background On March 4, 2016, the Township entered into a subdivision agreement with 1059823 Ontario Ltd. (Tony Matias) for the Willowbrook Estates subdivision in the Hamlet of Inverary. Attachment #1 shows the location of the subdivision and Attachment #2 illustrates the layout of the subdivision (both Phase 1 and 2). Since this approval the developer has been working towards meeting all the required conditions for final approval of phase 1 of the development. Committee members may recall that the subdivision is to be developed in two separate phases. Phase one, comprising seven lots, was the subject of the subdivision agreement One of the requirements in the subdivision agreement reads: “That the owner convey to the municipality five percent of the land included in the plan for park purposes. Alternatively, the municipality may require cash-in-lieu for all or a portion of the conveyance. The Owner acknowledges and agrees that additional parkland and/or cash-in-lieu shall be required upon registration of the second phase of the development.” The owner has proposed to pay cash-in-lieu to satisfy this condition and has now completed a real estate appraisal of the value of the land. The appraiser (form attached as Attachment #3) has determined that the parkland fee should be based on a value of the land of $5,161.00 per hectare. Phase 1 of the subdivision covers an area of land 10.79 hectares (26.6 ac.) in size. Accordingly, the value of this land is $55,687.00 based on the above assessment. At five percent of this figure, the required park fee should be $2,784.00.
Conclusion The matter will be brought back to Council to approve the amount of $2,784.00. At this time the Committee is asked to consider the amout.to fulfill the condition of Schedule “G” of the subdivision agreement. Submitted/Approved by: Lindsay Mills attachments MatiasParklandFee

Assuming the value of the lands has increased at a rate of 2.5% annually for seven years (approximate cost of Iiving increase), the 2014 value of the same Iands would be !>178,303 equivalent to a per hectare value of roughly 55,161.

The residential subdivision lands comprise 27.8 hectares. Five percent of the land represents 1.39 hectares. Applying the per hectare value of 55,161, the cash-in-lieu payment would be 57,173.79. The commercial Iot subject of Consent Application No. S-64-13-S is comprised of 1.75 hectares. Two percent of the severed lot represents O.04 hectares. Applying the per hectare value of 55,161, the cashin-lieu payment would be S206.44.
The commercial lot subject of Consent Application No. S-65-13-S is comprised of s hectares. Two percent of the severed Iot represents O.10 hectares. Applying the per hectare value of S5,161, the cashin-lieu payment would be 9516.10.

RECOMMENDATION: THAT no action be taken until such time that Organizational Review issues have been finalized. BACKGROUND: On April 19 Council passed the following motion: THAT Council confirm the 3 priorities and associated challenges identified in the Councillor Report dated March 21, 2016 and tabled April 12 AND THAT the CAO be directed to bring forward a report which outlines a potential process to address these issues by no later than the end of June 2016. AND THAT the CAO’s report include estimates of the fiscal and time implications The 3 priorities and associated challenges that are referenced in the resolution above were articulated by Councillors McDougall, Revill and Deputy Mayor Sutherland in a report tabled April 12 and are highlighted below: Council decisions and comments from the community in the last year make it clear that there are Official Plan and Zoning changes that need to be considered to achieve the priorities of our 2015-2018 Strategic Plan. Priority # 1. ENCOURAGE AND FOSTER RESPONSIBLE GROWTH IN SOUTH FRONTENAC Strategic Direction: Clear Vision, goals and plan for future development in the community through an updated Official Plan. Our Challenges: • What do we see South Frontenac looking like in 20-30 years? • A more specific statement with respect to environmental concerns around development near wetlands and overall water protection; • A clear statement of protection for our Provincially Significant Wetlands; • A clear statement of our policy for placement of docks on waterfront lots without truly navigable water; • A designation of the rural areas where subdivisions and condominium development should be directed; • Limitation of subdivision and condominium development in areas that have documented poor water quality.

BEING A CATALYST TO SUPPORT AND HELP BUILD VIBRANT COMMUNITIES Strategic Direction: Hamlets that are friendly to residents of all ages Our challenges: • A clear statement of the components of a ‘vibrant’ hamlet; • A rationale for our present hamlet boundaries; • The appropriate number of hamlets for South Frontenac; • A clear vision of the differences between hamlet development and the surrounding rural areas; • The hamlets in which we encourage development; • Defining areas in our hamlets where appropriate commercial and industrial development can occur. Priority # 3. CONTINUALLY IMPROVE HOW THE TOWNSHIP CONDUCTS ITS BUSINESS Strategic Direction: Community Relations- Public Outreach and engagement Our challenges: • An internal and public review of this year’s developmental process experience, with particular emphasis on the role of the community, the staff, the external agencies, the County of Frontenac and the Council of the Township of South Frontenac; • Broad-based community involvement in addressing the Strategic Plan issues identified in this report; • Implementations of any recommendations that come from a review. The CAO was directed to bring forward a potential process, timeline and budget for Council’s consideration before the end of June. On April 12 when this issue was first brought forward, Council heard a delegation from Strategy Corp as they presented the results of the Organizational Review commissioned by Council. Since then there has been much discussion on what is needed in terms of organizational change. After serving notice of motion and voting to reconsider the CAO’s organizational review recommendations on June 21, Council referred the matter to the Corporate Services Committee for review and recommendation. Given the expectations for Councillor input recommendations will come forward to the August 2 Council meeting. Without knowing what structure and staffing resources will be in place to move forward with this directive, recommendations are limited. During the meeting of Council and the management team on May 4, there was a sense from Councillors that the Strategic Plan adopted in May 2015 (and the foundation of the challenges identified above) needed to be further “fleshed out” and that an implementation plan had not been developed. This identified need to add substance and action to the Strategic Plan seems at odds with Council’s general concurrence with the strategic plan that day and the decision of Council on April 19 to confirm the priorities and challenges. This mixed message indicates a lack of consensus on the issues and the potential solutions. The most helpful step in moving forward may be to step back and look at the Strategic Plan and collectively make the plan clear and decisive. Once the strategic plan is

STAFF REPORT CLERKS DEPARTMENT fully supported, then Council can turn its mind to the challenges identified and reaffirm the challenges and the solutions suggested within them. This process could be accomplished as part of the one day workshop, possibly facilitated by Rob Wood who worked with Council to set the Strategic Plan. The challenges identified under priority 1 and 2 all relate to the Official Plan. In essence these would represent a significant rewrite of the official plan and will require significant resources, leadership and time to complete. The last official plan update was approved by Council on September 15, 2015. When the Province approved the County’s official plan this year, authority for approval of the Township’s OP update was delegated to the County. As of this date the County has not as yet begun to review this submission. Bill 73 amended the Planning Act and will be proclaimed effective July 1. One of the changes that has a direct impact to this discussion is the new rules about OP reviews, revisions and rewrites. It can be argued that the depth of issues identified could constitute a replacement of our Official Plan. If that is the case then the new plan once approved would be on a 10 year cycle for review and furthermore no privately initiated applications could be field for 2 years (without municipal support). If however the depth of issues identified were considered only an amendment to our OP then we remain on a five year cycle and the 2 year limitation does not apply. The County has been consulted on this matter and they have offered North Frontenac as an example. In the North’s case they submitted their OP review for Ministry approval in 2012 and it has since been delegated to the County for approval. The North has withdrawn the 2012 OP update and have restarted the process with a new draft OP and community input. The County has indicated they are holding back on even looking at our OP update until such time that Council makes a decision on whether they are looking at a potential rewrite of the plan. On June 9 it was reported that the District of Muskoka awarded a contract for the review of their Official Plan at a cost of $99,970 plus tax. This was well in excess of their original budget of $75,000. At the lower budget they were unable to get enough interest from consultants to award the project. A local consulting firm was provided a copy of the April 19 Council report and asked for a ballpark quote for budgeting purposes. The response recognizing the level of community consultation likely to be involved was between $100,000 and $150,000. Depending on the scope of changes to the Official Plan changes to the comprehensive zoning bylaw will also be needed to implement the changes. The timeline for a project of this magnitude is estimated at 12 – 18 months. A project of this size will need an in house staff member assigned to be the liaison and project lead. With the limited staffing in the Planning department this is not feasible at this time. Priority 3 and the challenges presented could possibly be addressed by an independent party or Council conducting what is in essence a public inquiry and offering recommendations on what is needed to address the concerns identified. This could be completed over an 8 – 12 week period. Estimated cost for an external party to hear the issues and write a report would be $10,000. If Council is prepared to accept recommendations from an independent party than this is the best way to insure an unbiased process. If however Council feels

SUBJECT: Updated 2016 Maintenance & Construction Schedule BACKGROUND: A maintenance and construction schedule was presented to the June 16, 2016 meeting of the Public Services Committee. ANALYSIS: The format has been refined and will be presented to the Public Services Committee each month. Communication with Council and the public will follow.
FINANCIAL/STAFFING IMPLICATIONS: Questions were raised as to whether these projects were on budget. This schedule will evolve over time to coincide with the release of the monthly financial statements. As of May 31, 2016, the Keeley Road office renovations is over budget as a result of fire separation requirements but will be compensated by other facility projects coming in under budget.

This has already had a significant effect on the speed of drivers. A father of four living further up the street is asking if there are plans to install additional speed bump for now? From: Battersea Loughborough Lake Association Re: Compliance with conditions of Approval of Vacant Land Condominium Plans As you know the Battersea Loughborough Lake Association (BLLA) has been actively involved with the consultation and review process for recent new Vacant Land Condominium Plans on Loughborough Lake, East Basin; namely, the 2 applications now draft approved, Applewood and Johnston Point. From the beginning the Board of Directors’ primary concern was that the planning rules and procedures be followed as required. Both developments have an extensive set of conditions that must be fulfilled. All of those requirements are appropriate and many are critical for the protection of the environment of Loughborough Lake. In particular, the OMB imposed an extensive set of conditions on the Johnston Point development including the requirement that MNRF address the Species at Risk (SAR) issues. Many nearby residents and members of the BLLA were very concerned when they became aware of the heavy construction happening on the property before the environmental conditions and in particular the SAR conditions had been addressed. It was quite disturbing to learn that the Township seemed to have no knowledge of what was going on. We expect the Township to fulfill its responsibility to manage the development it approves. In late May Councilor Sutherland brought forward a resolution aimed at receiving a report and assurance that the conditions were being followed and that MNRF was doing the required SAR assessment. It was quite disappointing to see that almost all Councilors voted to turn down this reasonable request. We are all aware that various requirements of the CRCA for Applewood development were not followed last year and that the CRCA chose not to take action. So there are previous examples of conditions of approval and requirements not being complied with. It is critically important that the Township take steps to proactively fulfill its responsibility in ensuring protection of the environment and compliance of the conditions of approval. The BLLA asks that the Township take immediate action in ensuring compliance by requesting that the developer invite MNRF on site to perform the SAR assessment and to provide their report. If the developer chooses not to invite the MNRF onto the property to do the SAR assessment as was expected, then the Township should immediately take the lead and initiate the review. As well, we would like to see Council receive regular status reports on these significant developments. In conclusion, we hope to see this Council as a whole take a stronger role in environmental protection of our lakes. Yours truly
