The Mayor called the meeting to order at 6:00 p.m. in the library. 2.
Declaration of Pecuniary Interest - Nil
Closed Session - Personnel
Angela Maddocks acted as Clerk for the Closed Session portion. 4.
Council reconvened at 7:00 p.m. in the Council Chambers.
Delegations
(i)
Richard Thompson, re: keeping of livestock on residential property less than five acres.
The delegation scheduled from Mr. Richard Thompson was withdrawn. 6.
Business Items
(i)
Wayne Orr, Chief Administrative Officer, re: Budget 2012 The direction from Council was:
to reverse the $25,000.00 for consulting services to the additional transfer to reserves for infrastructure.
To have Corporate Services Committee make recommendations on the purpose of the infrastructure reserve ^
That the additional transfer to reserves for infrastmctu-e be adjusted so that the property tax impact be reduced from 3.0% to 2.98%.
(ii) Mark Segsworth, Public Works Manager, re: Household Hazardous Waste The direction from Council was to proceed as discussed and bring this to Council for a decision both with the Stewardship Ontario agreement and the extension of the contract for one additional year with Brendar Environmental Inc. 7.
Other Business
Councillor McDougall on behalf of Councillor Robinson and himself
expressed appreciation to Deputy Mayor Tinlin for attending the Verona Tree
Lighting in the Mayor’s absence.
Minutes of Committee of the Whole
November 29th'2011
Councillor McDougall explained his vote at County Council with regard to land
ambulance bases. In essence, he felt that if the Parham base was moved to
Sharbot Lake this would create a negative impact on service in South Frontenac,
therefore he voted against it.
Mayor Davison clarified that another study would be completed in order to support such a move.
Councillor Vandewal raised questions with regard to whether the Planning Department had adequate information technology support to track the various severances and licenses. 8.
