Minutes of Committee of the Whole

May 8th, 2012 Meeting No. 17 Date: May 8, 2012 Time: 7:00 p.m.

CaU to Order

The Mayor called the meeting to order at 7:00 p.m. in the meeting room of the Library. 2.

Declaration of Pecuniary Interest - Nil

Delegations - nil

Mayor Davison presented a certificate and $100 to Nell Alien, the winner of the Township Motto Contest. On behalf of Council and the citizens of the

community, Mr. Alien was thanked for his submission “Our strength is our community.”

  1. Reports Requiring Direction:

(i) Lindsay Mills, Planning Coordinator, re Revisions to the Township of South Frontenac Official Plan and Request for Proposals for Growth Shidy Mr. Mills reviewed the report and highlighted the three stumbling block areas

  1. The Ministry’s requirements on prime agricultural land.

  2. The Ministry’s requirement to justify why we need to develop in the rural areas.

  3. Why we have a need to develop on lanes.

Mr. Mills then reviewed the requirements and the RFP Draft for the Growth Study which would support the rationale needed by the Ministry to proceed with the Official Plan review.

It is important that the public open house be scheduled to allow for seasonal residents to attend.

The limitations of the Sydenham Water System in terms of capacity were highlighted as a rationale for not directing further expansion to the hamlet unless this Council is

prepared to make a major investment in the system.

The opportunity to use Ac County Population Study and link with the Heritage Study are to be considered in the Growth Shidy.

Council’s direction was to proceed with the RFP.

(ii) Louise Fragnito, Treasurer, re Budget Impact Overview

Louise Fragnito presented the impact of changing the overall budget impact for tax VJ^rl^ L^ and L5%^resPectively; Council’s direction was not to make any changes to the approved Township budget.

Cataraqui Region Conservation Authority

Councillor McPhail presented on behalf of the CRCA indicating that currently the ^egiAon.iisi?!_Level 1. drought situation based on the three month rolling average; that the Authority is reviewing Section 28 of the Provincial statutes regarding waterfront

property guidelines; that an Open House has been advertised for May 24, 2012; and that the Board is working on a four year work plan as part of their 2020 Vision .

Rideau Valley Conservation Authority

Councillor Tinlin did not have an update at this time. .

Quinte Conservation Authority

Councillor Robinson raised similar concerns with regard to the drought conditions and also concerns with regard to Provincial cutbacks. 7.

Information Items:

(i)

Letter from CUPE.SCFP re Comprehensive Economic and Trade Agreement (CETA)

(ii)

Letter from Mayors Coalition for Affordable, Sustainable, Accountable Policing

Mayor Davison reported that upon returning from Ontario Small Urban

and Municipal Conference that managing police costs is a major issue and

that the group is seeking support for a $1,000 donation. Notice of Motion was given by Councillor McPhail recommending a $1,000 donation.

(iii) Letter from Peter Bedoukian, President, Fourteen Island North & Feeder Lakes Association re Community Safety Project - Meredith Lane, South Frontenac Township

(iv) Ontario East Economic Development (OEMC) 2012 Municipal Conference - Leadership, Partnership, Success - September 12-14, 2012, Kingston 8.

New Business:

Councillor Tinlin distributed to Council an email from Gerald Aldridge with regard to noise resulting from nimble strips that were installed on Perth Road. Mark Segsworth indicated that he had discussed this Issue with the constituent

and they are looking at the possible relocation of the rumble strips over the course

of the construction season. 9.
