Deputy Mayor Ron Vandewal called the meeting to order at 7:00 p.m. Declaration of Pecuniary Interest.
There were no declarations of pecuniary interest. Delegations
(i) Frontenac Soccer Association - Presentation to Point Park Improvement Committee
Tracy Holland from Frontenac Soccer Association presented to Deputy Mayor Vandewal a cheque for $3000.00 on behalf of Frontenac Soccer Association towards the Point Park Improvements.
(ii) Mike Howe-Point Park Improvement Fundraiser
Mike Howe on behalf of Loughborough Recreation introduced Vicki Veldman who on behalf of the Point Improvement Committee presented a cheque for $10,000.00 to
Deputy Mayor Vandewal. This was the proceeds from the Valentine’s Day dance held at Sydenham High School. Mike Howe commented on the large contributions from both the high school, community, businesses and the musicians as well as all the volunteers to make that event such a success.
Ron Vandewal thanked the numerous volunteers involved in all fundraising and all recreation programs on behalf of the township »

Report from Wayne Orr, Clerk-Administrator, re: Draft Policy_Reviews Employees who are Volunteer Firefighters, Use of Township Equipment Transportation of Non-Employees in Township Vehicles
Wayne Orr presented three policies to Committee of the Whole. Emnlovees who are volunteer firefishters
General comments from Council included that it should reference township
employees in the title. The order of the procedures could be shifted so that there was a clear process for before and after shift or during shifts. Questions were raised as

to whether the volunteer firefighters should receive compensation from the township as well for their caUout fee for being a volunteer. It was clarified that the

indicated support for payment.
Use of Township Eauioment
Comments included suggesting that volunteers be specified and that the use of township vehicles be a subsection of the policy. Council was advised that the use of
township vehicles was a policy that would come forward at a separate time. Transportation of Non-Employees in Township Vehicles Comments included that the policy shouldn’t reference “offer assistance” but rather
only reference that they offer transportation. Questions with regard to what differentiates between consultants, contractors and professional colleagues. Much of the discussion centred on the third bullet with regard to the occasional transportation of family members. It was felt that the language was very subjective. The general consensus was that no family members should be transported. (ii) Report from Wayne Orr, Clerk-Administrator, re: Library Fundraising Program
Wayne Orr briefed Council on the library fundraising. Council was supportive of this initiative. (iii) Report from Wayne Orr, Clerk-Administrator, re: Septic Inspections Wayne Orr advised Council that further information will be coming forward with regard to revised fee structures (iv) Report from Mark Segsworth, Public Works Manager, re: Solid Waste Collection - Request for Proposal Mark Segsworth addressed his report to Council on Solid Waste Collection RFP. He indicated that previous commitments were made to bring this back to the
Committee of the Whole prior to moving forward with issuing the RFP. Following numerous meetings of both Sustainability and Committee of the Whole the work
will be divided into four areas that follow natural routes. With regard to the method of evaluation it is recommended that garbage be per household and
recycling per tonne. Council provided clear direction that costs for both garbage and recycling are to be on a per household basis. Waste Disposal sites were specified. Commercial properties will receive 50 bag tags, 2 blue boxes and two bundles of cardboard.
Trailer parks will be treated as commercial properties unless each site pays the garbage fee and gets tags. Commercial properties can put out extra garbage if they purchase bag tags. (v) Report from Anne Levac, Planning Assistant, re: Public Road off of Bedford/Alton Roads
Wayne Orr spoke to the Planning Report from Anne Levac and highlighted the request of the property owner for consideration of the Township assuming a road if he was to develop it to township standards so that he may severe off three additional lots.

Council direction was supportive however it was not unanimous to assume this road. 5.
