Resolution Resolution No. [2025-07]-04 Moved by Councillor Pegrum Seconded by Councillor Morey That the public meeting be called to order. Carried

Notice of Collection The Deputy Clerk read the Notice of Collection.

c)

Proposed Council Procedural By-law James Thompson, Clerk, was present to speak to the item. Mayor Vandewal afforded members of the public an opportunity to speak to the item. There were no comments from members of the public.

Resolution Resolution No. [2025-07]-05 Moved by Councillor Morey Seconded by Councillor Pegrum That the public meeting be closed. Carried

Delegations Alan Revill was present and spoke to Council regarding Item 12. (d), Committee Mid-Term Evaluation.

Tyler Lalonde, Administrative Coordinator, and Justin Bromberg, CEO, were present and spoke to Council regarding Frontenac Municipal Services Corporation.

a)

Resolution Resolution No. [2025-07]-06 Moved by Councillor Roberts Seconded by Councillor Turcotte That the minutes of the March 18, 2025 Council meeting be approved. Carried

Minutes of Council April, 1, 2025 Resolution No. [2025-07]-07 Moved by Councillor Leonard Seconded by Deputy Mayor Ruttan That By-law 2025-21, attached to Report 2025-45 as Exhibit A, being “A By-Law to Govern the Proceedings of The Council of The Corporation of The Township of South Frontenac” be given first and second reading. Carried Resolution No. [2025-07]-08 Moved by Councillor Leonard Seconded by Deputy Mayor Ruttan That By-law 2025-22 be given third reading, signed and sealed. Carried Resolution No. [2025-07]-09 Moved by Councillor Pegrum Seconded by Councillor Roberts That By-law 2025-22, attached to Report 2025-45 as Exhibit C being a By-law to “‘A By-Law to Amend By-Law 2023-04, “A By-Law to Define the Mandate and Meeting Procedures for Committees Established By The Corporation of The Township of South Frontenac’”, be given first and second reading. Carried Resolution No. [2025-07]-10 Moved by Councillor Pegrum Seconded by Councillor Roberts That By-law 2024-21 be given third reading, signed and sealed. Carried Resolution No. [2025-07]-11 Moved by Councillor Roberts Seconded by Councillor Leonard That notwithstanding By-law 2025-21 being, “A By-law to Govern the Proceedings of the Council of the Corporation of the Township of South Frontenac”, Council meetings will be held at the Storrington Centre at 3910 Battersea Road until such time that the renovations of the Town Hall are complete. Carried b)

Committee Mid-Term Evaluation Resolution No. [2025-07]-12 Moved by Councillor Leonard Seconded by Councillor Trueman That the term of appointment of the Recreation & Leisure Services Advisory Committee be extended to September 1, 2026. Carried Resolution No. [2025-07]-13 Moved by Councillor Leonard Seconded by Councillor Trueman That the composition of the Recreation & Leisure Services Advisory Committee be reduced to six public members, it being understood that the composition of the Committee will transition to six public members gradually either through voluntary resignation or during the appointment of public members in 2027. Carried

Minutes of Council April, 1, 2025 Resolution No. [2025-07]-14 Moved by Councillor Trueman Seconded by Councillor Leonard That the Lake Ecosystem Advisory Committee be dissolved; That staff be directed to host an annual Lake Association Forum as detailed in Report Number 2025-022; and That the proposed amendments to the Township of the South Frontenac, Lake Ecosystem Grant Program Policy, attached to Report 2025-022 as Exhibit B, be approved. Carried Resolution No. [2025-07]-15 Moved by Councillor Leonard Seconded by Councillor Trueman That the Director, Development Services be directed to review the terms of reference for the Committee of Adjustment regarding composition, qualifications, and operation, and opportunities for delegated authority to staff, and report back to Council. Carried Resolution No. [2025-07]-16 Moved by Councillor Roberts Seconded by Councillor Turcotte That By-law 2025-23, attached to Report 2025-022 as Exhibit A, being a By-law to amend By-law 2023-04 being “A By-Law to Define The Mandate and Meeting Procedures For Committees Established By The Corporation of The Township of South Frontenac”, be given first and second reading. Carried Resolution No. [2025-07]-17 Moved by Councillor Roberts Seconded by Councillor Turcotte That By-law 2025-23 be given third reading, signed and sealed. Carried 13

Minutes of Council April, 1, 2025 Councillor Pegrum provided an update from the March meeting as well as upcoming items of business which will be considered over the next several months. b)

Quinte Conservation Councillor Roberts provided an update regarding the impacts of the ice storm to Quinte conservation areas.

c)

Rideau Valley Conservation Authority Councillor Turcotte provided an update regarding business from the last meeting and provided details of the annual watershed tour in June.

Council deferred the Education Session regarding the Council Procedural Bylaw to the April 8, 2025 meeting.

a)

Resolution Resolution No. [2025-07]-18 Moved by Councillor Roberts Seconded by Councillor Trueman That By-law 2025-24, being a by-law to confirm generally all actions and proceedings of the Council of the Township of South Frontenac, be given first and second reading. Carried Resolution No. [2025-07]-19 Moved by Deputy Mayor Ruttan Seconded by Councillor Pegrum That By-law 2025-24, being the confirmatory by-law, be given third reading, signed and sealed. Carried
