Moved by Councillor Turcotte Seconded by That Council direct staff to prepare and submit a formal letter of objection to the Premier of Ontario and the Minister of Municipal Affairs and Housing, expressing our profound concern that the “Strong Mayor” model, the proposed consolidation of Conservation Authorities, and the municipal planning implications of Bill 60, the Fighting Delays, Building Faster Act, represent a systematic erosion of municipal democratic agency and local environmental oversight, and further, that this letter be shared with the Association of Municipalities of Ontario (AMO), our local Conservation Authorities and all neighbouring municipalities.

Moved by Councillor Ruttan Seconded by Whereas the Conservation Authorities Act (1946) established Conservation Authorities (CAs) as local, watershed-based bodies to manage natural resources in partnership with municipalities; Whereas Conservation Authorities are governed by Boards of Directors comprised of municipally elected officials or appointees, ensuring direct accountability to the local tax base; Whereas the current funding model relies heavily on municipal levies and self-generated revenue, with the Province of Ontario contributing approximately 5% or less to operating budgets (e.g., Cataraqui Conservation receives ~48% from municipalities and only ~5% from the Province); Whereas the Province of Ontario has introduced Schedule 3 of Bill 68 and Environmental Registry of Ontario (ERO) posting 0251257, which proposes to amalgamate Ontario’s 36 Conservation Authorities into seven (7) centralized regional entities governed by a new “Ontario Provincial Conservation Agency”; Whereas this forced amalgamation threatens to dilute local decisionmaking, sever the critical link between local property taxes and local

service delivery, and ignore the unique hydrological and environmental differences between our distinct watersheds; Therefore be it resolved that the Council of South Frontenac Township formally opposes the proposed amalgamation of Conservation Authorities as outlined in ERO 025-1257; And further that Council calls upon the Province of Ontario to:

  1. Pause the implementation of Bill 68, Schedule 3;

  2. Maintain the current watershed-based governance model that ensures local accountability; and

  3. Engage in meaningful consultation with municipalities to address specific concerns regarding efficiency without dismantling local governance;

And further that a copy of this resolution be forwarded to the Premier of Ontario, the Minister of the Environment, Conservation and Parks, the Minister of Municipal Affairs and Housing, our local MPP John Jordan, the Association of Municipalities of Ontario (AMO), and all Conservation Authorities within our region. Addressing the Key Challenges of Intercity Travel in the Corridor Economic growth is stagnating in the Corridor. Productivity levels in Ontario and Québec are falling further behind fellow G7 countries and the rest of Canada.

Escalating Transportation Costs Individuals and businesses face high auto and air travel costs through delays and out-of-pocket expenses, while governments are pressured to increase spending to maintain and expand the network.

Disconnected Communities

The current transportation infrastructure in the Corridor is not equipped to handle the increasing congestion and travel demands resulting from rapid population growth. The need to connect disparate labour markets grows.

The rail transportation network in the Corridor lacks direct links between communities. This lack of connectivity hinders the efficient movement of people and goods, leading to delays and a stagnant economy. Page 6 of 68

Network Capacity Constraints

Offering Canadians a Service on par with European Standards Operating at speeds of 300 km/h or more, on nearly 1,000 km of dedicated, electrified track, this state-of-the-art passenger rail network will connect major cities and allow more than 24 million people living along the Corridor to be where they need to be, when it really matters.

Main Activities During Development Phase In large infrastructure initiatives, a development phase is required to advance all the design components of the project before it is built. It is required to define what will be built, in what sequence, where, and how. For the high-speed rail network, this phase will entail many activities, including:

Advancing a detailed design of the electrified high-speed train network and all its technical features

Engaging key stakeholders including organizations and elected officials

Fulfilling the Crown’s duty to consult Indigenous communities and facilitating their participation for Indigenous communities in the project

Establishing a corridor for the high-speed train’s new dedicated tracks

Engaging with railway companies (host railways) to understand their assets and access in anticipation of future negotiations

Completing the impact assessment process required prior to the construction

Close Out Report – 2025 Private Lane Upgrade Assistance Program

Summary This report provides a summary of the outcomes of the 2025 Private Lane Upgrade Assistance Program. Recommendation That Council receive the close out summary report for the 2025 Private Lane Upgrade Assistance Program for information. Background On June 10th, 2025, Council authorized the approval of grant subsidies totalling $115,996.55 to support private lane upgrades benefitting thirty-three different private lane associations in 2025. The purpose of this incentive program was to offer financial support to lane associations to carry out lane improvements that offered direct benefit to emergency service vehicles. Discussion/Analysis Over the summer of 2025, the Public Services Department worked closely with Private Lane Associations to review the completed work and associated expense reports supported through project invoices. In November of 2025, Public Services authorized the last of the subsidy requests and the program was officially closed out. Staff are pleased to report that twenty-seven of the lane associations completed their individual projects and only six groups were unable to complete their work due to financial or other considerations. Under the terms of the current policy, the grants are issued for works completed in the current year. Applicants are otherwise not permitted to carry forward incomplete projects into future years.

Financial Implications The total available funding for the Private Lane Upgrade Assistance Program was confirmed to be $100,000 for the 2025 program. This year, Council approved grant subsidies for thirty-three projects totalling $115,996.55. This fall, the grant program wrapped up with a total of $97,548.50 of grants paid out to successful applicants. The resulting surplus on the program was therefore confirmed to be $2,451.50. Summary The purpose of this report is to provide Council with a summary of the 2025 pavement condition ratings for the Township’s hard surfaced roads along with the details of network rating changes since the previous review in the spring of 2022. Recommendation That Council receive staff report 2025-161 Pavement Condition Rating Updates 2025 for information; and That Council direct staff to prepare an update to the 5-year plan for hard surfaced roads covering the period of 2026 to 2030 for review and consideration. Background In the spring of 2022, the Township advanced a Comprehensive Road Needs Study that provided the municipality with detailed condition ratings on the municipality’s 600km of hard surfaced roads. Those study findings provided critical inputs for the 2023 Core Asset Management Plan and also supported the development of the Five-Year Plan – Hard Surfaced Roads (2023 to 2027) endorsed by Council on May 2nd, 2023. Over the last four years, the Township has completed significant investments in its road assets with over 171.7km of improvements carried out between 2022 and 2025. These investments in combination account for over 28.1% of the overall network of 610.4km of hard surfaced roadways. A summary of the year over year investments are summarized in Table 1.

A part of the 2025 budget deliberations, Council approved $25,000 toward the funding of a new project to update the pavement condition ratings. This project was otherwise identified as a critical step toward measuring and monitoring the performance of the capital roads program. Quotation PS-2024-14 Pavement Condition Assessments was issued for the project and the lowest qualifying bid was awarded to the Greer Galloway Group for the low bid of $24,290 plus HST. Discussion/Analysis During the spring of 2025, the Greer Galloway Group carried out assessments on approximately 163km of paved roads and 444km of surface treated roads. Field reviews were carried out following the MTO methodologies prescribed in the Manual SP-021 (surface treated roads) and Manual SP-024 (flexible pavements). A copy of the individual road ratings can be found in Exhibit A and Exhibit B attached. The data review process that was carried out in 2025 included the addition of 1.45km of new surface treated roadways and 1.05km of paved roadways that were assumed through the plan of subdivision assumption process. These changes, while minor, have been highlighted as they account for minor statistical changes between the 2022 and 2025 datasets. Tables 2A and 2B below provides a summary of the key network level changes over the four-year period.

The primary strategy on road investments over the last four years has been to invest heavily in the preservation of the roads in the fair category (PCI of 55 to 69) in order to improve and extend the life of these assets. Committed investments in lower cost road rehabilitation strategies year over year will always outperform the “worst first” approach. Overall, the statistics show that the Township has increased its inventory of hard surfaced roads with a “Good” rating by 99.6km while only seeing a marginal increase in its’s “Poor” rated roads by 0.7km. From an asset management standpoint, it is also important to quantify the replacement value of your assets and to understand the condition ratings where those assets reside. Tables 3A and 3B below provide details on the distribution of the 2025 replacement values of these assets for both the 2022 and 2025 condition rating years. In addition, Exhibits C and D similarly show the distribution of these assets in a bar chart form as well for ease of review.

In closing, the Township’s road assets have improved notably over the last four years with over 171km of reconstruction and rehabilitation improvements carried out between 2022 and 2025. Summary With the long range financial plan, public delegation and survey results received as background information, this report seeks to consult Council on any further input on priorities on the 2026 budget. Recommendation This report is for information purposes. Background In accordance with Section 284.16 of the Municipal Act, By and Mayoral Decision Number 2025-07 staff are seeking Council’s input on priorities for the 2026 operating and capital budgets. Section 284.16 of the Municipal Act states as follows: Proposed budget (2) The head of council shall, in accordance with the regulations, prepare a proposed budget for the municipality and provide the proposed budget to the council for the council’s consideration. 2022, c. 18, Sched. 2, s. 1. Not withstanding Section 284.16 and in accordance with Mayoral Decision Number 2025-07 the Mayor has decided “That staff be directed to prepare a proposed budget process schedule and seek preliminary budget direction and priorities from Council” Discussion/Analysis As part of the Township’s annual budget process, each year Council provides staff with high-level budget direction. The report summarizes various budgetary drivers that have been identified. An update to the 10 year Long Range Financial Forecast for 2026 to 2035 was presented to Council on November 18, 2025 in report 2025-157. Some known pressures and key considerations for 2026 budget process include: • • • • • • • •

Garbage collection costs have increased by 42% or $778,486 Reduction in OCIF Funding by 10% (capped) or $76,615 OPP billing costs are estimated at 5% increase or $148,647 - 2026 still unknown but capped at 11%. Stabilization reserve exists. OMPF funding increased by 8% or $148,800 Continued inflationary impacts in all budget areas Ongoing investment in asset maintenance and replacement reserve contributions for roads, bridges, facilities and fleet. A targeted reduction to the capital budgets for fleet, parks and recreation, and facilities to optimize the reserve balances for these program areas. Budget be developed in consideration of the continued value of financial sustainability and consideration to the Long-Range Financial Plan 2026 update.

Over the last few Council meetings, the LRFP and survey results have been provided as background information for the preparation of the 2026 budget. Although the recommendation reflects for information purposes, staff are consulting Council in order to seek any further input on priorities on the current budget process. Summary This report provides the survey results from the public engagement for the 2026 Budget. Recommendation This report is for information purposes only. Background As part of the budget process, the Township seeks public engagement through the issuance of a survey as well as receiving requests for delegations. Discussion/Analysis The 2026 Budget survey was issued on October 22, 2025, and closed November 21, 2025. An online survey was open for electronic response, or comments were open for submission in writing through the Clerks office. Delegations from the public were heard by Council on November 18, 2025. The survey was advertised through all available channels including roadside message boards, banner ad in the newspaper, website and social media. Engagement in the survey increased this year, with the Township receiving 581 responses. This compares to 413 received for the 2025 budget cycle and 564 for 2024 budget cycle. Comments and submissions received from the public will be considered while preparing the draft operating and capital budget documents for presentation to Council. Attached to this report is a summary of the budget survey results. Financial Implications Not applicable to this report.

KEY INSIGHTS • 40.45% of responses prefer a reasonable increase to property taxes to enhance services, followed by 32.70% of people saying increase enough only to maintain services for a total of 73.15% (2025 – 77.24%; 2024 – 69.5%; 2023 – 77.9%) • 77.11% defined a reasonable increase as 1-2.9% • Fire Services and Road Maintenance continue to be cited as most important day-to-day operations.

Page 68 of 68 Township of South Frontenac By-Law Number 2025-76 Page 1 of 1 By-Law Number 2025-76 A By-Law to Confirm generally all actions and proceedings of the Council meeting of the corporation of the Township of South Frontenac on December 2, 2025 Whereas Section 8 of the Municipal Act, S.O. 2001 c. 25 and amendments thereto provides that a municipality has the capacity, rights powers and privileges of a natural person for the purpose of exercising its authority under the Municipal Act of any other Act and; Whereas Subsection 2 of Section 11 of the Municipal Act S.O. 2001, c. 25 and amendments thereto provides that a lower-tier municipality and an upper-tier municipality may pass by-laws respecting matters within the spheres of the jurisdiction described in the Table to Subsection 2, subject to certain provisions, and; Whereas Section 5 of the Municipal Act, S.O 2001 c. 25 and amendments thereto provides that a municipal power, including a municipality’s capacity, rights, powers and privileges under Section 8 shall be exercised by its council and by by-law unless the municipality is specifically authorized to do otherwise, and; Whereas the Council of the Township of South Frontenac deems it expedient to confirm its actions and proceedings; Therefore, be it resolved that the Council of the Corporation of the Township of South Frontenac hereby enacts as follows:

  1. The all actions and proceedings of the Council of the Corporation of the Township of South Frontenac taken at its regular meeting held on December 2, 2025, be confirmed as actions for which the municipality has the capacity, rights, powers and privileges of a natural person.
  2. That all actions and proceedings of the Council of the Corporation of the Township of South Frontenac held December 2, 2025, be confirmed as being matters within the spheres of jurisdiction described in Subsection 2 of Section 11 of the Municipal Act, S.O. 2001, c.25 and amendments thereto.
  3. That all actions and proceedings of the Council of the Corporation of the Township of South Frontenac taken at its regular meeting held on December 2, 2025, except those taken by by-law and those required by bylaw to be done by resolution are hereby sanctioned, ratified and confirmed as though set out within and forming part of this bylaw.
  4. Execution by the Mayor and the Clerk of all Deeds, Instruments and other Documents necessary to give effect to any such Resolution, Motion or other action and the affixing of the Corporate Seal to any such Deed, Instruments or other Documents is hereby authorized and confirmed.
