Summary This report presents the results of a Council compensation review and provides recommendations for adjustments to Council remuneration. Recommendation That Council approve the proposed Council remuneration as outlined in Tables 1 and 2 of Report Number 2026-005; and That Council approve the implementation of the amended remuneration effective the commencement of the 2026-2030 Council term. Background Human Resources conducted a compensation review in November 2025. The previous review was completed in September 2018. Compensation reviews are undertaken at regular intervals to ensure remuneration remains fair, competitive and aligned with comparable municipalities, internal equity and inflation. These reviews also support transparency by demonstrating that compensation decisions are informed by objective data. Given the seven-year interval since the last review, a larger adjustment is considered reasonable relative to recent adjustments for bargaining unit and non-union employees. Comparator municipalities were selected based on factors including population, workforce size, scope of services and geographic proximity. Participating municipalities included Leeds and the Thousand Islands, Greater Napanee, Rideau Lakes, Mississippi Mills, Loyalist Township, Selwyn, North Grenville, Springwater and Clarence-Rockland.

Discussion/Analysis The review examined Council compensation components including base salary, benefits, technology provisions, and allowances. Key findings from the comparator municipalities include: • • • • • • • •

OMERS participation is provided by 33% of respondents Extended Health and Dental benefits are provided by 67% of respondents Life Insurance is provided by 33% of respondents Discretionary Spending Accounts are provided by 56% of respondents Mileage rates are generally consistent with South Frontenac Meeting Per Diem rates are comparable, however, 88% of respondents include committee meeting attendance within the base salary rather than providing a per diem Technology allowances are provided by 33% of the respondents The average salary differential is 68.38% between the Mayor and Deputy Mayor, and 56.26% between the Mayor and Councillors.

Financial Implications The proposed salary structure outlined in Table 1 reflects the average salary differentials identified through the review. The current $50.00 per diem for committee meetings has been incorporated into base salaries. All other compensation provisions remain unchanged except for the proposed addition of group health and dental benefits for eligible Council members and a reduction of the Technology Expense shown in Table 2. Table 2 outlines the recommendation to extend participation in the Township’s group health and dental benefits program to eligible Council members. This benefit would be available to Council members who meet the established eligibility criteria. Eligibility for participation in the program would conclude when a Council member reaches the age of 65, at which time coverage would cease in accordance with standard benefit plan provisions. This table also outlines a recommendation for the Technology Expense to be reduced to reflect current market conditions, including the availability of lower service fees, as well as the Township’s practice of providing electronic devices directly to Members of Council.

Summary This report provides Council with information about Zoning By-law Amendment Application PL-ZBA-2024-0126 for a property on Everett Lane in Part of Lot 3, Concession 9, District of Loughborough. If approved, the zoning on the subject lands would be changed from Rural (RU) to a Limited Service Residential – Waterfront special exception zone (RLSW-150). The zone would have a holding symbol that would only be removed once the owner enters into a site plan agreement with the Township. Council will review the proposal and invite public input at the statutory public meeting. Staff are recommending that Council pass a by-law during the Council meeting in which the public meeting is held, per Procedural By-law as Amended by By-law 2023-44. This planning matter is technical in nature. Background The proposal is to change the zone on the subject property from Rural (RU) to a Limited Services Residential – Waterfront special exception (RLSW-150) zone to allow a building permit to be issued for the property. The effect of the proposed by-law would be to facilitate the construction of a single detached dwelling. The subject property is 79 acres in area and has approximate 900 metres of frontage on Everett Lane. It also has about 900 metres frontage on McGuinns Lake. The property is accessible from one location off Everett Lane due to high, steep ridges and valleys along the lane. There are several ridges, valleys and wetlands on the property itself. Application and Supporting Documents The application and supporting documents can be accessed through the Township’s CivicWeb Document Center, https://southfrontenac.civicweb.net/filepro/documents/100574/ An Environmental Impact Statement (EIS) by ASC Environmental (dated June 6, 2025) was submitted in support of the application. The purpose of the EIS was to identify and evaluate the significance of any natural heritage features on the subject property and within the broader study area, as well as to assess the potential impacts from the proposed development, and to recommend appropriate mitigation measures. The EIS identified local wetlands, a significant woodland, and significant wildlife habitat. The significant wildlife habitat included candidate turtle wintering area, reptile hibernaculum, rare vegetation community, candidate woodland amphibian breeding habitat, candidate wetland amphibian breeding habitat, candidate amphibian movement corridors, and candidate habitat of species of conservation concern and species at risk (e.g. snakes, turtles, bats, eastern wood pewee, wood thrush). A “candidate” habitat is an identified area that is potentially suitable for the survival of a species. The following potential impacts were identified: a minor loss of woodland, a minor increase in impervious surface, a minor increase in stormwater generation, short-term increases in sedimentation and/or erosion and increased noise generation. The EIS recommended that a 1.8 hectare (4.4 acre) identified development envelope be registered on title. It also recommended that a minimum 30 metre setback be maintained from the wetlands that are on the property and in the lake, consistent with the Official Plan and Zoning By-law. It also recommended implementation of best management practices such as no in-water works during fish spawning season, no tree removal during bird and bat active season, and use of appropriate sediment and erosion control measures. As with any property that contains natural features such as wetlands and forest, there is the potential for wildlife habitat, including habitat of species at risk (e.g. grey ratsnake). Landowners are responsible to comply with the provisions of the Endangered Species Act, 2007 (ESA), including those that provide protection for individual members of a species and their habitat if that species is listed on the Species at Risk in Ontario list as extirpated, endangered or threatened. If an activity may cause adverse impacts to a species at risk and/or their habitat, authorization under the ESA may be required prior to conducting the activity.

Envision Consultants reviewed the EIS on behalf of the Township. They requested clarification and additional information on several matters. ASC Environmental provided a detailed response to these comments (dated November 28, 2025), demonstrating that the proposal conforms to applicable policies. Department and Agency Comments This application did not meet the criteria for circulation to Public Services and Building Services. Cataraqui Conservation had no objection to the application based on their role as a commenting agency responsible for natural hazards on Planning Act applications, and as administrator of Ontario Regulation 41/24: Prohibited Activities, Exemptions and Permits. Development and site alteration within 30 metres of McGuinns Lake or within 30 metres of any wetland or other surface water feature will require review by their office and may be subject to permit approval under O. Reg. 41/24. Public Comments The Township did not receive any public comments at the time staff prepared this report. Discussion The proposed zoning by-law amendment was be assessed against the applicable policies of the Provincial Planning Statement 2024, County of Frontenac Official Plan, and Township of South Frontenac Official Plan (2003, consolidated 2024), as well as the provisions of Zoning By-law No. 2003-75 as amended. The PPS and County Official Plan speak to permitting the management and use of resources on Rural lands, as well as resource-based recreational uses and development that are sensitive to the surroundings. Most of the property is designated Environmental Protection in the Township Official Plan. The exception is the land along Everett Lane and the general area of the proposed development envelope, which is designated Rural. Environmental Protection

The PPS states that natural features and areas shall be protected for the long term. The County Official Plan and the Township Official Plan, in accordance with the PPS, also do not permit development and site alteration in and adjacent to several types of significant natural features and areas unless it has been demonstrated that there will be no negative impacts on the natural features or their ecological functions. The Township’s Environmental Protection (EP) designation covers a large area between Knowlton Lake, Holleford Lake and Gould Lake, including the Holleford Lake Provincially Significant Wetland. material that would indicate what feature(s) the EP designation relates to on the subject property. The EP designation typically applies to wetlands, watercourses, lakes, and floodplains (section 5.2). The Official Plan references an Environmentally Sensitive overlay or sub-designation (section 5.2). This overlay identifies lands which should be developed in an environmentally sensitive manner and/or protected and preserved in the long term. These lands include those identified to have significant biological, geological, zoological or other unique natural features such as sensitive groundwater recharge and discharge areas, natural connections between natural heritage features, fish habitat, significant wildlife habitat, significant woodlands, significant valleylands and areas of natural and scientific interest. Development may be permitted in these Environmentally Sensitive Areas in accordance with the underlying land use designation while having regard for the environmental policies of the Official Plan. The boundaries of the EP designation serve as the basis for the implementing Zoning Bylaw. The original Schedules of Zoning By-law No. 2003-75 identify an Environmental Sensitive Lands overlay that corresponds to the EP designation on the subject property. Section 5.37.1 of the Zoning By-law indicates that development and site alteration may take place in these areas subject to an environmental impact assessment and in accordance with the underlying zone requirements. As noted above, an environmental impact statement (EIS) was submitted in support of the application. The EIS concluded that there would be no negative impacts to natural heritage features identified on-site due to the size of the property and the recommended mitigation measures including a specific 1.8 hectare (4.4 acre) development envelope location. The proposed by-law would place a holding (-H) symbol on the zone to require site plan control to implement the EIS recommendations before any development or site alteration would be permitted. Lake Trout Lakes

The subject property is located within 300 metres of Knowlton Lake, which is an at-capacity lake trout lake. The Township Official Plan policies permit new development on lots of record adjacent to at-capacity (highly sensitive) lake trout lakes subject to a minimum 30 metre setback from the highwater mark of the lake, or a minor variance to this setback. The subject property is a lot of record and any development on this property will be located more than 100 metres from Knowlton Lake. In addition, the property is not located within the Knowlton Lake watershed (e.g. the drainage of the property flows to a separate, nonsensitive, watershed because of existing topographical or physical features). Therefore, the Lake Trout Lake policies have been addressed.

Rural Development

The Township Official Plan permits a wide range of uses in the Rural designation including conservation and limited service residential. The type and amount of development on ‘Rural’ lands must maintain the rural character, natural heritage, and cultural landscape in the Township. The Official Plan permits some limited service residential development in the form of single detached dwellings and seasonal dwellings on properties accessed from private roads. The subject property is currently zoned Rural, which allows a variety of uses and buildings. However, section 6.12 of the Township Official Plan and section 5.25 of Zoning By-law 2003-75 do not permit a building permit to be issued for a property on a private lane unless the property is a lot of record and is in a limited service residential zone (i.e. RLS, RLSW or RLSI). In the limited service residential zones, there is no commitment or requirement by the Municipality to assume responsibility for ownership or maintenance of any private lane. It is noted that Everett Lane is located over a Township-owned road allowance that was never assumed. Due to road conditions of privately maintained roads, there is no commitment or requirement by the Municipality to ensure that emergency vehicles are able to access privately owned roads. The RLSW Zone is an appropriate zone for the subject property because it permits residential development on waterfront properties that are accessed by private lanes. Proposed By-law

The proposed by-law would change the zone on the subject property to a Limited Service Residential – Waterfront Special Provision with a Holding Symbol (RLSW-150-H4). The RLSW zone would permit the intended residential use of the property. It would also permit conservation uses and a wood lot, consistent with the historical and current use of the property. The Holding Symbol would prohibit development and site alteration from occurring on the property until a site plan agreement is entered into between the Owner and the Township and is registered on the title of the property. Site plan control will be used to ensure that future development will occur in accordance with the recommendations outlined in the EIS. Conclusion It is the opinion of staff that the proposed zoning by-law amendment conforms to the Provincial Planning Statement 2024, the County of Frontenac Official Plan, and the Township of South Frontenac Official Plan. It also represents good planning for the subject lands. Summary This report provides Council with information about Zoning By-law Amendment Application PL-ZBA-2024-0133 for 688 Dewitt Lane on Bob’s Lake. If approved, the zoning on a portion of the subject lands would be changed from Limited Service Residential – Waterfront (RLSW) to a Limited Service Residential – Waterfront special exception zone (RLSW-149). Consistent with Council’s Procedural By-law, Council will receive comments from the public on the application through the public meeting. Staff will bring a more detailed report considering applicable policy and public comments, as well as providing a recommendation to Council on this application at a future meeting. Recommendation This report is for information only. Background The subject property is approximately 5.8 hectares in area with frontage on Everett Lane and Bob’s Lake. There is a house on the west side of the property. The property is well treed. The subject property is designated Rural in the Township of South Frontenac Official Plan (2003, consolidated 2024). It is zoned Limited Service Residential – Waterfront (RLSW) in Zoning By-law No. 2003-75, as amended. The bay on the east side of the property is designated Environmental Protection because it is part of the Provincially Significant Michael’s Creek Marsh. The Township is in receipt of consent application PL-BDJ-2024-0134 for the creation of a new lot on the east side of the property. The new lot would be used as a permanent mainland access point for properties on Ashuelot (Ashnelot) Island and Timmerman Island. The proposed by-law would place the new lot into a site-specific zone that would only allow vehicle parking, boat docking, and limited accessory storage for the island properties. The site-specific zone would also outline minimum lot area and frontage as well as minimum building and parking setback requirements. Under the Planning Act, a public meeting is required to be held to receive comments from the public on the proposed zoning by-law amendment. Application and Supporting Documents The application and supporting documents can be accessed through the Township’s CivicWeb Document Center, https://southfrontenac.civicweb.net/filepro/documents/100574/. Planning Justification Report

A Planning Justification Report (Fotenn Planning + Design, October 15, 2024) was submitted in support of the zoning by-law amendment application and the consent application. Supplemental Planning Cover Letters (dated November 11, 2025, and December 19, 2025) were submitted with an Environmental Impact Study, a Peer Review Response Letter and updated conceptual plans. The Planning Justification Report and supplemental letters assessed the appropriateness of the proposed zoning by-law amendment and consent in the context of the surrounding area as well as its conformity with the applicable policy and regulatory framework. The consultant also provided draft bylaw wording. Environmental Impact Study

An Environmental Impact Study (EIS) (GEMTEC, October 10, 2025) was submitted in support of the applications. The purpose of the EIS was to identify and evaluate the significance of any natural heritage features on the subject property and within the broader study area, as well as to assess the potential impacts from the proposed development, and to recommend appropriate mitigation measures. The study included a wetland boundary assessment. The EIS identified a provincially significant wetland, fish habitat and significant wildlife habitat. The significant wildlife habitat included candidate waterfowl stopover and staging aquatic, candidate turtle wintering habitat, candidate amphibian breeding habitat, and special concern and rare wildlife habitat. A “candidate” habitat is an identified area that is potentially suitable for the survival of a species. Several species at risk and their habitat were also identified (e.g. bats, Blanding’s turtle, gray ratsnake, black ash, and butternut). Potential impacts within the study area include a minor loss of roadside tree habitat for the proposed parking and storage area. For in-water work, the installation of a non-permanent dock has the potential impact to fish habitat and the wetland, and to introduce invasive species. A butternut tree will likely be impacted by the project. construction. The EIS recommended a minimum 30 metre development setback from the lake and wetland. It also recommended implementation of best management practices such as inwater works adhering to the Department of Fisheries and Oceans Code of Practice, no tree removal during bird and bat active season, and use of appropriate sediment and erosion control measures. Landowners are responsible to comply with the provisions of the Endangered Species Act, 2007 (ESA), including those that provide protection for individual members of a species and their habitat if that species is listed on the Species at Risk in Ontario list as extirpated, endangered or threatened. If an activity may cause adverse impacts to a species at risk and/or their habitat, authorization under the ESA may be required prior to conducting the activity. Envision Consultants reviewed the EIS on behalf of the Township. They requested clarification and additional information on several matters. Staff also requested clarifications. Gemtec and Fotenn provided a detailed response to these comments (December 19, 2025). Department and Agency Comments This application did not meet the criteria for circulation to Public Services and Building Services. Rideau Valley Conservation Authority had no objection to the zoning by-law amendment application and the consent application based on their role as a commenting agency responsible for natural hazards on Planning Act applications, and as administrator of Ontario Regulation 41/24: Prohibited Activities, Exemptions and Permits. Development and site alteration within 30 metres of the wetland and within 15 metres of the lake will require review by their office and may be subject to permit approval under O. Reg. 41/24. Public Comments The Township did not receive any public comments at the time staff prepared this report. Discussion The proposed zoning by-law amendment will need to be assessed against the applicable policies of the Provincial Planning Statement 2024 (PPS), County of Frontenac Official Plan, and Township of South Frontenac Official Plan (2003, consolidated 2024), as well as the provisions of Zoning By-law No. 2003-75 as amended. Environmental Protection

The PPS states that natural features and areas shall be protected for the long term. natural features and areas unless it has been demonstrated that there will be no negative impacts on the natural features or their ecological functions. As noted above, an environmental impact statement (EIS) was submitted in support of the zoning by-law amendment application and the consent application. The EIS concluded that there would be no negative impacts to natural heritage features subject to the recommended mitigation measures. Rural Development

The PPS permits resource-based recreational uses, including cottages, on rural lands. The County Official Plan and the Township Official Plan also permit residential development in their respective Rural designations. Section 5.7.7(iii) of the Township Official Plan includes policies requiring water-access only lots and islands to have legal deeded access on a mainland property for car parking and boat docking. Such facilities must be owned or tied in perpetuity to the water access only lot and be zoned for parking and docking facilities only. Deeded access is required so that a building permit may be issued for a building or structure, per section 5.25 of the Zoning Bylaw. The proposed new lot would be used to provide car parking and boat docking for two island properties. One of the properties has two cottages, while the other property has one cottage. The Official Plan does not specify a minimum lot area for the proposed use. However, it needs to be demonstrated that the proposed lot would be large enough to accommodate a minimum of 6 parking spaces (2 parking spaces per cottage) and any accessory buildings outside of any required setbacks (e.g. 30 metres from wetland and highwater mark, 5 metres from the lane) as required by the Zoning By-law. Conclusion A detailed policy analysis will be provided in a subsequent report to Council following the public meeting. The report may include a by-law for consideration by Council. Summary This report presents the results of a Council compensation review and provides recommendations for adjustments to Council remuneration. Recommendation

  1. That Council approve the proposed Council remuneration as outlined in Tables 1 and 2 of this report.
  2. That Council approve the implementation of the amended remuneration effective the commencement of the 2026-2030 Council term. Background Human Resources conducted a compensation review in November 2025. The previous review was completed in September 2018. Compensation reviews are undertaken at regular intervals to ensure remuneration remains fair, competitive and aligned with comparable municipalities, internal equity and inflation. These reviews also support transparency by demonstrating that compensation decisions are informed by objective data. Given the seven-year interval since the last review, a larger adjustment is considered reasonable relative to recent adjustments for bargaining unit and non-union employees. Comparator municipalities were selected based on factors including population, workforce size, scope of services and geographic proximity. Participating municipalities included Leeds and the Thousand Islands, Greater Napanee, Rideau Lakes, Mississippi Mills, Loyalist Township, Selwyn, North Grenville, Springwater and Clarence-Rockland.

Discussion/Analysis The review examined Council compensation components including base salary, benefits, technology provisions, and allowances. Key findings from the comparator municipalities include: • • • • • • • •

Financial Implications The proposed salary structure outlined in Table 1 reflects the average salary differentials identified through the review. The current $50.00 per diem for committee meetings has been incorporated into base salaries. All other compensation provisions remain unchanged except for the proposed addition of group health and dental benefits for eligible Council members and a reduction of the Technology Expense shown in Table 2. Table 2 outlines the recommendation to extend participation in the Township’s group health and dental benefits program to eligible Council members. This benefit would be available to Council members who meet the established eligibility criteria. Eligibility for participation in the program would conclude when a Council member reaches the age of 65, at which time coverage would cease in accordance with standard benefit plan provisions. This table also outlines a recommendation for the Technology Expense to be reduced to reflect current market conditions, including the availability of lower service fees, as well as the Township’s practice of providing electronic devices directly to Members of Council.

At the regular Council meeting on December 16, 2025, Council approved Resolution Number 2026-32 with respect to Support for Prioritization and Funding of Kingston Health Sciences Centre Redevelopment Project, as follows: Whereas the Kingston Health Sciences Centre (KHSC) is the largest acute care and cancer centre in Southeastern Ontario, serving more than 500,000 residents across a broad regional catchment area including Lennox & Addington, Frontenac, Hastings, Prince Edward County, Leeds & Grenville, and more; and Whereas KHSC’s primary hospital site Kingston General Hospital (KGH) is operating in an aged, constrained facility, with critical infrastructure that no longer meets modern health-care standards for patient safety, accessibility, and clinical innovation; and Whereas the proposed KHSC redevelopment project, including a major rebuild of KGH and the Cancer Centre of Eastern Ontario, will strengthen regional access to emergency services, surgical care, maternal and pediatric care, cancer care, and specialized programs that local hospitals rely on; and Whereas ensuring the Province of Ontario prioritizes and funds the KHSC rebuild will provide significant benefits to all municipalities in the region, reducing service

At the regular Council meeting on December 16, 2025, Council approved Resolution Number 2026-33 with respect to Support for Cataraqui Conservation Authority, as follows: Whereas the Province of Ontario has recently announced its intention to amalgamate several conservation authorities across the province; and Whereas the Cataraqui Conservation Authority (CCA) plays a vital and longstanding role in protecting watersheds, wetlands, shorelines, natural habitats, and biodiversity across our region; and Whereas the CCA provides essential programs and services including flood forecasting and warning, drinking water source protection, environmental education, land stewardship, and the management of conservation areas that are highly valued by residents; and Whereas the CCA has demonstrated strong fiscal responsibility, local accountability, and a deep understanding of the unique environmental, geographic, and community needs within the Cataraqui watershed; and Whereas the amalgamation of conservation authorities risks undermining local expertise, diminishing service levels, and weakening the responsiveness required

Notice of Motion One: Resolution No. [2025-23]-08 Moved by Councillor Turcotte Seconded by Councillor Ruttan That Council direct staff to prepare and submit a formal letter of objection to the Premier of Ontario and the Minister of Municipal Affairs and Housing, expressing our profound concern that the “Strong Mayor” model, the proposed consolidation of Conservation Authorities, and the municipal planning implications of Bill 60, the Fighting Delays, Building Faster Act, represent a systematic erosion of municipal democratic agency and local environmental oversight, and further, that this letter be shared with the Association of Municipalities of Ontario (AMO), our local Conservation Authorities and all neighbouring municipalities. Carried

Notice of Motion Two: Resolution No. [2025-23]-09 Moved by Councillor Ruttan Seconded by Councillor Roberts Whereas the Conservation Authorities Act (1946) established Conservation Authorities (CAs) as local, watershed-based bodies to manage natural resources in partnership with municipalities; Whereas Conservation Authorities are governed by Boards of Directors comprised of municipally elected officials or appointees, ensuring direct accountability to the local tax base; Whereas the current funding model relies heavily on municipal levies and selfgenerated revenue, with the Province of Ontario contributing approximately 5% or less to operating budgets (e.g., Cataraqui Conservation receives ~48% from municipalities and only ~5% from the Province); Whereas the Province of Ontario has introduced Schedule 3 of Bill 68 and Environmental Registry of Ontario (ERO) posting 025-1257, which proposes to amalgamate Ontario’s 36 Conservation Authorities into seven (7) centralized regional entities governed by a new “Ontario Provincial Conservation Agency”; Whereas this forced amalgamation threatens to dilute local decision-making, sever the critical link between local property taxes and local service delivery, and ignore the unique hydrological and environmental differences between our distinct watersheds; Therefore be it Resolved That the Council of South Frontenac Township formally opposes the proposed amalgamation of Conservation Authorities as outlined in ERO 025-1257; And Further That Council calls upon the Province of Ontario to:

  1. Pause the implementation of Bill 68, Schedule 3;

  1. The all actions and proceedings of the Council of the Corporation of the Township of South Frontenac taken at its regular meeting held on January 13, 2026, be confirmed as actions for which the municipality has the capacity, rights, powers and privileges of a natural person.
  2. That all actions and proceedings of the Council of the Corporation of the Township of South Frontenac held January 13, 2026, be confirmed as being matters within the spheres of jurisdiction described in Subsection 2 of Section 11 of the Municipal Act, S.O. 2001, c.25 and amendments thereto.
  3. That all actions and proceedings of the Council of the Corporation of the Township of South Frontenac taken at its regular meeting held on January 13, 2026, except those taken by by-law and those required by bylaw to be done by resolution are hereby sanctioned, ratified and confirmed as though set out within and forming part of this bylaw.
  4. Execution by the Mayor and the Clerk of all Deeds, Instruments and other Documents necessary to give effect to any such Resolution, Motion or other action and the affixing of the Corporate Seal to any such Deed, Instruments or other Documents is hereby authorized and confirmed.
