Highly Virinerable Aquifers and Groundwater Recharge Areas Councillor Vandewal indicated that the premier has stated that he does not want downloading from Ottawa and therefore the province should not download to municipalities for these issues, they should fully fund the cost of these changes.
Councillor McPhaiI indicated that under the Clean Water Act, these initiatives are dictated. He did indicate that these are voluntary policies that represent best practice. There is no authority to direct action, only within in the intake protection zone is there any authority granted under the Act.
Councillor Vandewal encouraged Council to be consistent with their message that they do not want this to be downloaded.

November 15th'2011
Councillor McPhail agreed that all costs should be funded by the province. Mayor Davison indicated that as a member of this committee, he has voiced these comments already. He pointed out that the thresholds for
pesticides appear to be too low, but questioned whether it was just with regard to storage as opposed to accumulated use on the property. If it is only storage it may be too low given the size of some farm operations. Deputy Mayor Tinlin questioned whether tMs item should go to a subcommittee for review in advance.
Mr. Mills indicated that each conservation authority has established a committee with citizen and council representation and that this represents the committee’s work ab-eady.
Mayor Davison commented that it is happening across the province through all conservation authorities and all policies will go forward to the province and be legislated from that point forward.
Councillor McDougall indicated that the education initiatives may be piggy backed on other initiatives such as waste newsletters, township websites etc.
Mayor Davison indicated that the province will have targets to be implemented.
Councillor McPhail indicated that the plan is to work in conjunction with regulations and there is a tremendous amount of educational materials in
use and the challenge is to get the message out for the use of community partners.
Councillor Vandewal indicated that many of the items being recommended are items that have already being addressed by Council at this time. Mr. Mills noted that Public Health already comments on all applications for severance etc.
Mayor Davison commented that we have been budgeting for salt management storage.
Councillor York commented that the benefit of working with other municipalities may be able to lower the costs for the implementation. These comments represent Council’s view for all three Conservation
Authorities Source Water protection draft policies. Resolution No. 2011-38-08
