- Declarations of Pecuniary Interest
Councillor Robinson declared a pecuniary interest with respect to Page 25 of the Accounts Payable Voucher. Mayor Davison introduced Mr. Bill Wilman, a resident of Bedford District whose home was destroyed by fire on December 5 .th
Mr. Wilman commended the South Frontenac volunteer Hrefighters for their compassion during his recent tragedy. He noted that the firefighters had compassion in their eyes and in their words. He specifically commended Fire Chief Chesebrough for the care and concern he demonstrated to them and that his actions exemplified a person he would want on his team. He
stated that South Frontenac has an amazing Fire Chief and that he is proud to be part of this community. Mayor Davison thanked Mr. Wilman for his comments. 3.
Delegations
(a) Reg Genge, re: citizen appeal for stop signs at Stagecoach and Railton Road
Mr. Genge thanked Council for the opportunity to further discuss this matter and Mark Segsworth for his help and sharing of information. He noted that those present were in attendance due to concerns about safety when walking, the excessive speed and traffic volumes on Stagecoach Road. He noted that the township has documented high speeds and referred to the Highway Traffic Act as guidelines only and subject to iuterpretation. He also
commented that there are other four way stops throughout South Frontenac but they do not have the same speeding issues. Councillor York agreed that this is a bad situation and agreed with the request for a four way stop and suggested that the corners of this intersection be cleared.

(a) Closing of portions of streets laid out as part of Plan 31, Bellrock WayneOrr, Chief Administrative Officer spoke to this report. He noted that
this had come forward previously at a Committee of the Whole meeting. Councillor Stowe asked if Part 5 was also owned by Mr. Babcock. Wayne Orr confirmed that this was correct.
Councillor McDougall questioned the potential development in Bellrock as it seems to be a community that is taking off as a development area. He was concerned with the Dowker and Ritchie properties aud future access. Wayne Orr noted that there were no concerns from these residents when the notice was circulated.

Council reviewed the report regarding the appeal made by Irwin Babcook with regard to a claim that had been denied in September. Councillor Stowe questioned the payment of $750.00 for the loss of a tail. Mayor Davison explained that the value of the livestock is diminished due to the loss of the tail.
Councillor Vandewal commented that the loss of the tail could affect the
outcome if shown in cattle shows however it would still produce milk and reproduce. Resolution No. 2010-37-08

(c) Report from Mark Segsworth, Public Works Manager, re: Stagecoach Road Intersections
Mark Segsworth, Public Works Manager stated that he very much cares about the safety of all residents, motorists, joggers, walker and bikers and recognized that speeding is a valid concern on all local roads. He noted that
his recommendations are based on traffic engineering principles and noted that stop signs are not designed to address speed; a four way stop may address the speed at the intersection, but noted that speeding will still not be addressed on Stagecoach Road both to the north and south of the Stagecoach/RaiIton Road intersection. Councillor McPhail agreed with the criteria in which the Public Works
Manager is working under but proposed a four way stop. Councillor Vandewal referred to the wording of the proposed resolution and requested an amendment that includes “Railton Road” and the removal of the word “no” with respect to action taken.

CounciUor Stowe asked if there will be another presentation for the Forest and Murvale Road intersection or if this could also be included in the resolution.
Mayor Davison noted that there have not been any studies conducted with the Forest and Murvale Road intersections.
Mark Segsworth felt it would be appropriate to conduct traffic counts at other intersections.
Councillor Stowe asked for a recorded vote on this resolution. Councillor Vandewal felt that Forest and Murvale Road will be looked at
and agreed with the concerns addressed in the petition however he felt there maybe a potential for other residents to ask for all way stops. He noted that the only thing that will address the speed issue is enforcement.
Councillor McDougall questioned the restricted site lines and if they had been dealt with.
Mayor Davisou explained that most items are fixed on that comer and that the clearing of brush has been done.
Councillor Stowe referred to the by-law and asked if any measurements with respect to sight triangles have been completed. Resolution No. 2010-37-09

Mark Segsworth, Public Works Manager requested that a by-law be prepared for this for the next meeting.
(d) Report from Rick Chesebrough, Fire Chief, re: Tanker Replacement RFP Fire Chief Chesebrough referred to his report. He noted that this vehicle is part of the 25 year replacement program and while six companies expressed an interest, only two tenders were received. Upon reviewing the specifications, Arnprior Fire Trucks not only met the requirements but exceeded them.
Councillor McPhail questioned the corrosion resistant material.
Fire Chief Chesebrough recognized the substantial difference in costs; a lot of these trucks are built the southern United States although Canadian manufacturers include this as part of the specifications. Other general discussion took place with regard to the corrosion resistant
material and the use of aluminum and steel on these vehicles in the past.

Councillor Vandewal commented on the extension to the infrastructure
funding in 2011 and suggested that Road 38 or fireball upgrades should be considered.
Wayne Orr explained that this extension is only for existing projects deadlines.
(b)
Councillor Robinson commented on the new process of using a question mark
sign when a Council member wishes to comment on a topic-instead of raising a hand to indicate the same. He felt this should have been voted on.
(c) Councillor McDougalI referred to the MPAC correspondence and questioned the data collected on spouses.
Wayne Orr explained that unfortunately only 25% of residents respond to
the mailout from MPAC which asks residents to confirm all residents in a

REGARDS: Citizen Appeal for Stop Siens at Staeecoach Road and Railton Road Dear Mayor Davison and Council Members:
Further to our recent citizens petition to the Township of South Frontenac for the
installation of two stop signs at Railton Road and Stagecoach Road to create a 4-way stop, I am offering what follows as a synopsis of the events and details around this matter
to date.
The recent petition presented to council to address traffic speeds and volume on the Stagecoach Road was the second petition and request by residents for the Municipality to address this issue. The petition was signed by almost all the households on both the Stagecoach Road and the Railton Road (west of Sydenham Road); there were no refusals to sign. Other users of the road also signed the petition - 288 signatures in all.
The first petition occurred some years ago for a reduction in both the posted speed
limit and for stop signs at the Stagecoach Road and Railton Road and at Stagecoach and Forest Road; the stop signs at both these intersections are needed as a deterrent to drivers who use the Stagecoach Road as a fast arterial route to the City of Kingston. Speed enforcement on the Rutledge Road between the schools and Sydenham Road can be avoided by using Stagecoach Road as the arterial
route.
- The road is not designed for nor intended to be used as an arterial route; it does
not meet the design standards for arterial routes such as proper shoulders, a paved surface; proper sightlmes, a centerline etc. and it has blind driveway entrances. 4. The recent petition was initiated as a result of the continued high speeds and the accidental death at this intersection earlier this summer; logic and common sense would tell any rational person that at least one of the vehicles approaching that intersection would have stopped had there been a 4-way stop. The probability remains high for another such accident ifa4-way stop is not implemented. ….2

pedestrians and the road is not designed for traffic speeds that sometimes exceed 100 kph.
- At the November 2, 2010 council meeting, Mark Segsworth tabled his report fhat
was not in favour of a 4-way stop at Stagecoach Road and the Railton Road. The
traffic monitoring which was set up at the intersection showed traf5c speeds to average 60 kph and therefore speeds were not considered excessive enough to warrant stop signs and since there was only one mortality at the intersection It did not meet the guidelines for a 4-way stop.
- Mr. Peter Bndgeland, a resident on Stagecoach Road, addressed council on
November 2nd and pointed out shortfalls in the report. The traffic;monitormg was set up at the mtersection and therefore included all the traffic that approached the
intersection and_made a turn, as a result the average traffic speeds were not representative of the true speeds. Also, it is not realistic for council to wait for
more accidents at the intersection so that another criteria in the guideline can be
met and therefore justify the expense of approving two more stop signs after the fact. The report also did not discuss sightlines or address the fact that two blind driveways are located withinl60 m of the intersection.
- On November 2nd, Council did not accept the recommendation from Mark Segsworth and asked for further evaluation of the site with a view to finding a
solution Mr. Segsworth met with citizens on site on November 19th to try and find a solution for the intersection that would address traffic volumes and speed. In ^e l?t?r11?1 ^e rc-msta^ed the traffic monitoring equipment below the grade
south of the intersection near the two driveways. The speed results are obviously
much different from the results set up previously at the intersection; the fastest recorded speed was 124.9 kph.
- An understandmg of tfae danger at this intersection can be had by comparing the travel times from the intersection to the driveways or from the blind spot below the grade to the intersection: -9.63 seconds

- North bound low profile vehicles are completely out of view at a distance of 160 metres south of the mtersection for vehicles trying to enter the intersection from 3

the Railton Road, likewise vehicles proceeding south on the Stagecoach Road
cannot see pedestrians or children on bicycles or vehicles leaving or entering the two blind driveways below the grade south of the mtersection.
- One can easily see that a car traveling north at a high rate of speed could easily be missed in the blind spot by a driver who has actually stopped at the Railton Road intersection and then pulled out; the stopped vehicle has only 5-6 seconds to clear
the intersection. The same holds tme for southbound traffic passing the intersection and bearing down on the driveways or pedestrians below the grade. A
4-WAY STOP WOULD REQUIRE ALL VEHICLES TO STOP AND THEREFORE THE EXCESS SPEEDS AT TfflS LOCATION ON THE STAGECOACH ROAD WOULD BE ADDRESSED.
- The Ontario Traffic Manual provides guidelines for practitioners to give guidance
to many things including the installation of STOP signs and the use of STOP signs at ALL-WAY stops. On p.l 7 of Book 5 of the Ontario Traffic Manual it
states, “In general, STOP signs should only be used where traffic engineering
studies considering such factors as traffic speeds, traffic volumes, restricted
sightjmes and collision experience, indicate that the use of STOPsignTTs
waminW(underline added for emphasis). The identified factors are mutually exclusive; the guidelines require only one of the factors be achieved, it does not
require all of the factors to be achieved.
- Since (1) excessive speeds have been documented by the municipality, (2) sight lines are also an issue regarding the grade south of the intersection and vehicles
approaching the intersection from the south and in addition the driveways below the grade being hidden when approaching from the north and (3) the recent accidental death of a resident at the intersection, this intersection site meets three of the four factors identified in the Ontario Traffic Manual.
- The citizens of the Stage Coach Road and the Railton Road are only seeking the safety precautions that similar 4-way stops offer other residents in other areas of the municipality like the 4-way stops that currently exist at the intersections of:
Davison Road and Hohnes Road and the Hohnes Road and Latimer Road.
- Finally, we request that the minutes of the Council meeting document a recorded vote on this item.
