(a) Proposed Official Plan Amendment, Concession XI, Part Lots 21 to 22, Concession XII, Part Lot 22, District of Bedford
Lindsay Mills explained that the purpose of this application is to change the designation ou Schedule “A” of the Official Plan Land Use Plan from
“Agricultural” to “RuraP and that the subject lands are comprised of seven separate parcels of land on which the agriculture designation applies. Greg Newman, Mclntosh Perry Consulting Limited, circulated copies of his presentation to Council members. (A copy is attached to these minutes) He explained that this designation was placed on the Land Use Plan by the Ministry of Agriculture, Food and Rural Affairs during the preparation of the Official Plan. He noted that the intent is to pursue land division to include waterfront lots on Wolfe Lake. He explained that currently there is a dairy operation on Hanna Road and that the land slopes towards Wolfe

Lake. He _ noted that the Ministry typically designates “agricultural”
properties in blocks of 250 hectares although the subject parcel comP’“omised of 178 acres of fragmented properties. He explained that the MDS control will protect the existing farm operation. Councillor Vandewal questioned the possible expansion of the Bresee farm operation and if this development might restrict the size of any expansion, Mr. Newmau responded that the expansion would be subject to a different
MDS calculation and a radius of expansion would apply but would preclude further development.
Councillor Naish questioned the removal of prime agricultural designation
and if this would open to the door to other amendments.
Lindsay Mills explained that each case is based on its own merits aud felt that this one was justified. He noted that Official Plan amendments do happen from time to time.
There were no comments from the public.

(c) Report from Lindsay Mills, Planning Coordinator, re: Review of Application for Zoning By- law Amendment (Z-09/11) in Part of Lots 39
and 40, Concession VII, Storrington District, McCallum (See By-law 201086)
Lindsay Mills noted that this operation was for the quarrying of stone and there will not be any drilling, blasting or noise involved in this operation. (d) Report from Lindsay Mills, Planning Coordinator, re: Review of Application for Zoning By-law Amendment Concession I, Part of Lot 10, Storrington District (See By-law 2010-50)
Lindsay MiUs explained that the third reading of this by-law had been deferred as the applicant had to address the future of the existing buildings on Block 40 as accessory building are not permitted prior to a residential building being constructed. He also noted that Block 40 was not part of the original subdivision.
Councillor Stowe asked if it was possible to incorporate the accessory building prior to the principal dwelling in this rezoning. Lindsay Mills stated that there would have to be a special zoning to allow the accessory buildings prior to a principal dwelling. Councillor Naish noted the concerns with respect to the state of the existing buildings and if there was any recourse for the township if they are not structurally sound.
Lindsay Mills stated that there is no requirement to fix the buildings
however the Building Inspector will inspect the structure of these buildings. Councillor York asked if there is a requirement to have one of these building demolished, will the applicant be given adequate time to remove. Lindsay MiUs explained that the Chief Building Official has the authority to have them removed if he deems it necessary.

(e) Report from Mark Segsworth, Public Works Manager, re: Private Lane Upgrading Assistance
Mark Segsworth explained that this is the third year for this program which has had an overwhelming response. He noted it has been chaUenging to sort out the funding and he recognized that there is a need to establish criteria
[or this program. He stated that there is one particular lane that has spent
$40,000.00 on ditching and surface treatment. While the response to this program has exceeded the funding available and some lane associations will
only receive up to 40% he recommended that the subsidies be approved as presented in his report.
Councillor McPhail suggested that this funding allotment could be used as an example or guideline for next year and that the lane associations need to
recognize they may not get as much funding as they want based on the overwhelming response.
Councillor Stowe questioned the breakdown and agreed there should be a policy in place as he was concerned with fairness.
Mark Segsworth explained that 25% funding is recommended for those lanes who have received funding previously, 20% funding is recommended for those lanes that have incurred considerable expense. He agreed that the criteria should be tightened aud refined for next year.
Councillor Vandewal asked if Burega Lane is trying to bring the lane up to township standards in an effort to have the township maintain it.
Mark Segsworth stated that this is what they are working towards however there is a need for the 66 foot road allowance requirement. Councillor York questioned if the funding was based on the terrain and length of the lanes.
Mark Segsworth stated that the overall objective is to improve as many lanes as possible recognizing that these upgrades are not just maintenance. Councillor Robinson asked where we were at with this program. Mark Segsworth referred to his report as his recommendation for allotting funding to the various lanes for the 2010 program. Councillor Tinlm agreed with Councillor Stowe on establishing criteria for this program.
Councillor Stowe commented that the township needs to be prepared for the time when all lanes are up to township standards. Mayor Davison noted that a lot of these lanes will not be able to meet the 66 feet width requirement. Councillor McDougall noted that the residents on these lanes appreciate this program .

AMO - Head of Council and Councillor Training 2010-2011 Registration Wayne Orr encouraged Council to participate in these training sessions.
New Business
(a) Councillor Stowe asked if South Frontenac is providing building inspection services to Central Frontenac.
Wayue Orr confirmed that the Chief Building Official is conducting
inspections for Central Frontenac using his own vacation days with no impact on the South Frontenac budget. 12. Committee Minutes
Councillor McPhail referred to proposed plans for the Point Park. He felt
that some areas of the park are being under utilized and other parts need to be upgraded. He was concerned with the proposed upgrades to the lighting system that have not been approved by Council. He felt that these emergency types of decisions are not for local committees to make but rather the
Recreation Coordinator is responsible for capital replacement items. Wayne Orr noted that Ashley Browu, Recreation Coordinator was not
present at the October 27th meeting.

Councillor Stowe stated that there is a 5 year capital budget in place. The
fundraising for the lighting unit by volunteers has begun.
Councillor Vandewal referred to the money spent on fencing for Sunbury
Park but noted that at that time there were no questions asked about the other areas of that park.

unproper manner.
