Library Tender Approval Wayne Orr spoke to the library process to date including the revised cost estimate that had been high-lighted in the delegation from the Committee of
the Whole meeting. Two decisions are required from Council at this stage one is to authorize the tendering of the project so that the County of Frontenac can move forward with that initiative. This is a requirement because the township has acknowledged that they are responsible for the one third of the cost and any costs overruns associated with the project. The second item for council consideration is that given that the project was contemplated without any construction permit fees, the budget does not have room to accommodate the approximate $18,100.00 fee associated with this project. Based on comments and suggestions at the Library Committee meeting, the proposal from staff to Council is to authorize the transfer from reserves equal to the amount of the building permit should this be necessary to keep the library on budget. There was discussion with regard to whether the project could go over budget by the building permit fees. Staff commented that the clear direction from Council was to keep this project on budget and that if this building permit fee is not addressed then changes would need to be made to the proposed plan as it stands. equal to the cost of the building permit fee should this be necessary to keep the project on budget.
