Annual Reports, Waste Disposal Sites Resolution No. 2012-16-08

That Council of the Township of South Frontenac authorizes AECOM to

submit annual reports for Township Waste Disposal Sites to the Ministry of the Environment as required by the sites’ Certificate of Approval. Carried.

Report from Mark Segsworth, Public Works Manager re Additional Compensation for Recycling Contractors Resolution No. 2012-16-09

That Council approve in recognition of the collection of “All Plastics,” an

increase of 2% on the base contract amount to be provided to the recycling contractors, WJS Renovations and Percy Snider, retroactive to June 1, 2011. Carried.

second reading this 1st day of May 2012.

THAT^CoimcU approves the payment of the Accounts Payable Voucher May I" 2012 in the amount of$7i7,341.80. Carried.

Councillor Stowe and Councillor Naish advised that they received complaints from constituents with respect to the Sydenham Sports Field

lights not being tendered.

Mark Segsworth responded that it was an error and that the work should

have been tendered. However, he noted that R. W. Electric was qualified and has a history of work at the Township. In addition, R. W. Electric agreed to do the work at 60% labour cost and combined with the cost of materials, the job came in under budget.

(d) Report from Wayne Orr, Chief Administrative Officer re Coat of Arms Resolution No. 2012-16-06

Seconded by Councillor McPhail

That Council of the Township of South Frontenac approve the submission

of “our strength is our community” as the Township of South Frontenac motto.

Carried.

(e) Report from Wayne Orr, Chief Administrative Officer re Changes to the Procedural By-law (See By-law No. 30) (t)

Annual Report 2011, Sydenham Water Treatment Resolution No. 2012-16-07

Moved by Councillor McPhail

Seconded by Councillor York

That CouncU of the Township of South Frontenac receives the Utilities

Kingston Annual Report 2011 for the Sydenham Water Treatment as

presented at the Committee of the Whole Meeting April 24th, 2012. Carried.

New Business

(a)

Councillor Vandewal advised that he recently attended a Municipal Finance Course in Smiths Falls. The course focussed on knowing your reserves and what you can do with them, i.e. how long to invest and with one fund or more than one fund and how this can generate funds for

municipalities. Councillor Vandewal will provide a copy of the presentation to Louise Fragnito, Treasurer and will also share it with the Corporate Services Committee. (b)

Councillor Robinson asked how the clean out of the Pleasant Valley municipal drain is coming along. He will continue to provide reminders.
