Vicki Leakey, KPMG provided a report on the 2011 Audit for the Township of South Frontenac.
Ms. Leakey advised that, in their opinion, the consolidated financial statements; the statements of continuity of trust funds; and the financial statements of the Corporation of the Township of South Frontenac
Cemetery Boards, present fairly, in all material respects, the consolidated financial position of the Corporation of the Township of South Frontenac as at December 31, 2011, and its consolidated results of operations and its consolidated cash flows for the year then ended in accordance with Canadian public sector accounting standards. Ms. Leakey thanked the staff for being so receptive and having everything ready for them.
Mayor Davison thanked Vicky Leakey and Louise Fragnito on behalf of Council for their excellent work.

Review of Application for Zoning By-law Amendment in Part of Lot 40, Concession VII, Storrington District, Township of South Frontenac: McCallum
Mr. Lindsay Mills, Planner, explained that the recommendation is that Council approve a zoning by-law amendment that would rezone a
proposed new residential lot from Rural Zone (RU) to a special rural zone to recognize its reduced street frontage and to establish a special setback
from abutting residences. The zoning is a condition of final approval of consent Application S-31-12-S.
Mr. Mms advised that on May 10, 2012, the Committee of Adjustment gave conditional approval to Consent Application S-31-12-S which would create
a new residential lot, but which requires a special zone to help ensure that the lot is developed compatibly with the abuttmg lands. The lot is nine .
acres in size.
The subject lot meets the criteria of the Official Plan, however one of the
special provisions is that the lot would have only 45 metres (150 ft.) of frontage on Princess Road. The parent parcel is already configured with this separate portion of frontage of 150 feet on Princess Road and as a result, can be supported from a planning perspective. Two homes exist on the properties abuttmg the new lot. The Committee of Adjustment agreed to impose a special setback of 100 feet from the back of these neighbouring lots for any new construction on the new lot in order to preserve the privacy in the rear yards of the neighbouring houses.
All relevant agencies were supportive of the proposal at the consent stage. There were no comments from the Councillors.

Moved by Councillor McPhail Seconded by Councillor Tinlin THAT CouncU endorse the submission of an Expression of Interest for the Municipal Infrastructure Investment Initiative Funding for Asset Management;
Further, that Council confirm that the Expression of Interest is factually accurate;
And that the development of an Asset Management plan is a priority for the Township of South Frontenac to ensure the sustainable management of our infrastructure. The Township’s Asset Management Plan will include all the information described within the document: “Building Together: Guide for Municipal Asset Management Plans.” Carried.

Councillor Tinlin advised that in the Frontenac News, October 11 issue, MP Scott Reid announced the names of 30 outstanding local citizens who wiU be receiving the Queen Elizabeth II Diamond Jubilee Medal in
November. He was proud to report that a citizen of the Township of South Frontenac, Susan O’Brien McTaggart will be one of the recipients of this award. Mayor Davison praised her for the work she has done on the Bob’s Lake, Crowe Lake Study. Councillor Tinlin said that Council should congratulate Ms. McTaggart on this honour. Mayor Davison will write to offer congratulations to Ms. McTaggart on behalf of Council.

October 16th, 2012 14. New Business
(a) Councillor Stowe asked for confirmation that the $31,000 from the Point
park ImProyement fund would be transferred to the Point Park Lighting
ProJect» rather than be used for other Point Improvement projects. CounciUor Vandewal concurred that this was tihe original intent of the
money. Louise Fragnito will prepare a report for the Committee of the Whole meeting on October 23, 2012. (b)
It was noted from South Frontenac Recreation Committee that budget reserves are being drained quickly. It is important to be aware that as these
reserves are being depleted, funding for other services wiU have to come from the tax base.
(c) Fundralsing for the Frontenac Arena wUl be over at the end of 2012 leaving
an outstanding balance of approximately $180,000. It was suggested that for now the Parkland Reserve could be used to offset tMs outstanding balance. It was agreed that further discussion will need to occur on this matter.
