Brett Moreland - Fu-e Service Exemplary Service
Medal
Recognizing 20 Years of Service
Mayor Davison presented Brett Moreland with the Fire Service Exemplary Service Medal Recognizing 20 Years of Service and a Certificate. Rick Chesebrough commended Mr. Moreland for his exemplary service to the Township of South Frontenac as a volunteer firefighter. 6.

Resolution No. 2012-29-03
Moved by Councillor Vandewal
Seconded by CouncUlor Robinson
THAT Council receive for information the Usting of the Accounts Payable
and Payroll dated September 12, 2012 in the amount of $1,913,890.57.
Carried.
Councillor Vandewal declared a conflict due to the report not providing enough detail.
Council referred the format of the report to the Corporate Services Committee for review and recommendation.
(b) 2011 Audit by KPMG Ms. Vicki Leakey was not in attendance and so tMs matter was deferred.
(c) Report from Louise Fragnito, Treasurer re: Reserves Policy Resolution No. 2012-29-04
Moved by Councillor Vandewal Seconded by Councillor Robinson THAT Council approve and adopt the attached Reserve policy. THAT Council repeal the pre-existing reserves by-law and further, that Council provide authorization to process the necessary transfers between reserves to reflect the new structure. Carried.
(d) Report from Louise Fragnito, Treasurer re: Insurance Renewal Option Resolution No. 2012-29-05
Moved by Councillor Robinson Seconded by Councillor Vandewal
THAT Council approve the addition of additional coverage for structures including bridges and large culverts under the Township’s existing insurance policy. Carried.

- New Business
(a) Mayor Davison announced there is a sustainability workshop at the Verona
Lion’s Hall on Friday, September 21", 2012 beginning at~8:30 a.m. The workshop is free of charge and everyone is welcome.
(b) Deputy Mayor McDougaIl announced there is a chilli fest at the Bellrock th
Community Hall on Saturday, September 29th, 2012 beginning at 5:30 p.m. (c) Councillor Stowe invited everyone to participate in the bikathon on the trail Saturday, September 22nd. (d)
Councillor Stowe is organizing a trip along our portion of the trail for
councillors to appreciate what we have in our own back yard. The tour will commence on October 5th at 2 pm.
(e) Councillor Stowe tabled a Notice of Motion for consideration with respect to Bylaw No. 54: Asselstine. This rezoning was defeated at the Council Meeting th on September 4 , 2012 at the first and second reading. The Notice of Motion
will be brought forward to the Council Meeting of October 2nd, 2012. (f)
Councillor Tinlin asked for a report on the upgrading of Bedford Hall. Councillor Vandewal advised that there was a South Frontenac Recreation
Committee meeting last night and a full report will be forthcoming. Jamie Brash was also in attendance and will assist with the completion of the work on the ventilation system. Councillor Stowe said he will give Councillor Tinlm a copy of the report regarding the air ventilation system. Councillor
Vandewal said the mould problem is not nearly as bad as originally thought.
(g) Councillor Robinson expressed his concerns once again regarding activity on Notre Dame Street with respect to culverts which were put in. (h) Councillor Robinson restated his concerns about the location of the Post Office Super Boxes in Harrowsmith. He did measurements and believes there is room on Colebrook Road.
