Motions
Motion served by Michael Gemmell for Consideration a)
Motion for consideration RE: that the Heritage Advisory Committee request staff to prepare a report for the January, 2024 Committee meeting Wilma Kenny requested that the resolution be displayed on the screen. Michael Payne provided an overview of the types of sites the Township would consider for designation. He mentioned that he has taken some time to look at what the Township has done to preserve historic properties. Michael shared that the Township may want to put together some kind of general framework that outlines what the community believes is important to them in terms of heritage. Michael shared with the committee properties that have been designated in the Township. He posed the question of how these sites and other sites that may come along may help people understand and may help to protect the heritage in the Township. He noted that framework could be prepared to help with this. Michael shared that having a framework in place will help guide council when a request for designation comes forward as it will be able to be shown how it is important and how the designation would protect the Township history. Michael noted that the framework should not be limiting but should be helpful to explain why sites are being considered for designation. John McDougall noted that it is appealing because it relates to the museum and what they are dealing with when they receive donations. John noted that it is worth while looking at as it could move designations beyond the current scope of stone architecture. Wilma Kenny noted that the Tett mine was a lead mine and the mica mine was the Lacy General Electric. Both the mines are private property and access is forbidden, but very little remains of the buildings to show where they were. Angela Maddocks noted that something needs to clear the blurred lines between the Heritage Advisory Committee and the South Frontenac Museum Committee. Some things that are important need to be documented and we need to have regard for them, but where does that come into the Heritage mandate or the Museum mandate. Tom Fehr advised that this is the best and only place to start, starting from ground zero and a framework will need to be created. Tom noted that there is not a very big heritage footprint, and the best way to raise awareness is to identify where the heritage is in the community and having a framework to do so it very helpful. John McDougall noted that the resolution fits into the first two bullets of the mandate. John also noted that the Museum Committee is not a committee of Council and there is not the same rigidity. Angela Maddocks agreed and noted that if there are clear lines there may be opportunity for more direction for both committees. Resolution No. 2023:03:04 Moved by Michael Payne Seconded by Wilma Kenny That the Heritage Advisory Committee request staff to prepare a report for the January, 2024 Committee meeting which provides context and a framework to undertake the following: “That the Heritage Advisory Committee undertake by means of historic research and site evaluation, a study of the “built heritage resources” and “cultural heritage landscapes” (as defined in the South Frontenac Official Plan, Section 6.11 Draft,

Minutes of Heritage Advisory Committee October, 26, 2023 2023), of selected geographic areas; it being understood that this study will identify and potentially help facilitate the preservation of places of special character and meaning in the Township of South Frontenac and enhance the understanding and appreciation of the heritage resources that have helped to shape the cultural character and development of South Frontenac.” Carried 9 a)
