This meeting was called to order at 1:00 pm. 2

There were no formal declarations of pecuniary interests. 3

Approval of Minutes

a)

Draft Minutes from May 18, 2022 The minutes from the May 18, 2022 meeting were adopted with changes as requested. Resolution No. 01 Moved by Councillor John McDougall Seconded by Travis Rivard THAT the minutes of the May 18, 2022 meeting be adopted as amended. Carried

Business Arising from the Minutes

a)

Letter of Introduction Update Anna Geladi provided an updated on the letter. The Committee discussed making several changes to the letter. Travis Rivard suggested that he take on making amendments to the letter to make the letter more inviting to members to respond too. The Committee discussed that there will be subsequent letter and the letters will be sent out on a yearly basis as new properties come up to the Committee. The letters that have been sent out will be tracked. The purpose of the letter is to invite members of the public to start and have a conversation with the Committee about their property. The Committee agreed that it would be a good start to target the churches and the properties that have already been researched. Councillor McDougall noted that the Committee may find that the letter may not work, however it is a good way to get the word out in the community that the Heritage Committee exists. Chair Gemmell noted that the letter should not influence them in anyway and is meant to be informational only.

Grant Guideline & Application Anna Geladi noted that the Grant Guideline was approved at the last Council meeting. People can now apply for grant money if their properties are designated. The Committee discussed if the budget allocated to the Grant is enough. Anna Geladi noted that there are currently only very few designated properties so it should be enough for this year, however the Committee should consider asking for more money. This statement was echoed by Councillor McDougall and Travis Rivard as well as Chair Gemmell.

c)

Albion Hotel There have been no updates on this application.

New Business

a)

Impact assessment of the newly adopted Master Plan and the soon to be adopted The Recreation, Parks & Leisure Master Plan Travis Rivard presented on this topic. Councillor John McDougall noted that the correct terminology is the Township Official Plan (which is still in the works) and the Recreation, Parks and Leisure Master Plan which has been adopted. Travis Rivard noted that there is a lot of material in these two documents and requested to present analysis at the next Heritage Meeting of what opportunities lay within these documents for the Committee. Travis asked if this would be of interest to the Committee. Councillor John McDougall recommended that we ask Amanda Pantry to come and give a talk to the Heritage Committee and that we continue to keep an eye out on the Official Plan since it still has a long way to go. Travis Rivard noted that this information may be helpful to work toward information plaques. Chair Gemmell noted that this is all great information and we can schedule Travis to present his findings at the next meeting.

b)

Reconciliation and its impact on Heritage of South Frontenac Travis Rivard presented on this topic. He noted that as community members and Heritage Committee Members we need to be aware of our roll and how there are a ton of Indigenous sites around the Township that are not recognized and may be in a state of decay and in need of preservation. He noted that we do have a roll to play in preserving Indigenous relationships and the heritage and history that they bring to the Township. Travis Rivard noted that he just wanted to introduce the topic of Reconciliation to the Committee and that his intent is to identify several sites that currently exist in the Township as sites of cultural interest. Mark Millar asked for an example of Indigenous heritage. Travis Rivard told him that there are several resources around the Township, for example there used to be a resources in 2011 (Cataraqui Archeological Research Group) and he found a site near verona where they found an indigenous burial ground in the 1930’s.

Anna’s Leaving - New Heritage Staff Member Anna Geladi noted that her last day with the Township will be on September 29, 2022. She noted that it has been a pleasure working with the Committee and she is proud of all they have accomplished. Anna Geladi noted that the Committee will absolve in November and Committee Members will need to reapply in the new year. Committee Members thanked Anna Geladi for her hard work on the Committee. Councillor John McDougall expressed his thanks to Chair Michael Gemmell for all his work. Chair Gemmell thanked everyone who was on the Committee and encouraged everyone to re-apply.

Committee Mandate/Terms of Reference • To advise and assist Council on matters relating to Part IV (conservation of properties of architectural and / or cultural heritage value or interest) and Part V (identification of a potential Heritage Conservation District) of the Ontario Heritage Act. • To identify properties and features which have architectural and/or cultural heritage value or interests. • To assist with the registration of properties which have been identified as having architectural and / or cultural heritage value or interests. • To assist and advise Council on the research, education/training, promotion and celebration of the heritage of South Frontenac and the area’s rural traditions and values. • To initiate programs such as interpretive plaques showcasing heritage locations and features, historical walking tours, Doors Open events and similar celebrations of heritage which contribute to the overall sense of place and appeal of South Frontenac as a place to live and visit. • To explore financial assistance programs related to the conservation of heritage properties and features.

Committee Mandate Contd. • To assist and advise Council on changes to Official Plan policies and Zoning Bylaw regulations related to heritage matters. • To assist and advise Council on proposals for adaptive reuse of properties and features having architectural and / or cultural heritage value or interests. • To facilitate and assist with communication with local and regional heritage interests and the exchange of ideas and expertise through cooperation, partnership and consultation. • To prepare an Annual Work Plan and Budget estimates for Council’s consideration. • To carry out other assigned duties and responsibilities identified by Council related to heritage matters. • To consider such similar matters as may be directed by Council, or referred by the Clerk from time to time.

Code of Conduct A Code Of Conduct is a set of rules outlining the rules and responsibilities of, or proper practices for, an individual, party or organization.

Code of Conduct Members of the public appointed to committees are appointed at the pleasure of Council. They do not hold office as elected officials, nor do they represent either Council or the committee unless mandated to do so. Members of the public appointed to committees must respect both the word and spirit of this Code as it applies to them and as it applies to Members of Council.

Code of Conduct Committees operate only within meetings for which proper notice has been given or as a matter duly added to an agenda. Committee work often depends on the specific expertise of members of the public appointed to committees, including their employment or business interests. Interests relating to expertise, knowledge or acquaintance of a topic or an individual does not necessarily constitute a pecuniary interest. Such an interest should still be declared, however, for the purposes of openness.

Conflict of Interest

If a pecuniary interest or an appearance of such arises in relation to any matter, members of the public appointed to a Committee with an advisory role must declare the pecuniary interest in a matter being discussed. The member may not vote on the matter.

• Purpose: • To designate heritage properties • Maintain a list of heritage properties of interest to the Township • Provide heritage information to Council • Supports heritage conservation through: • Education about local heritage • Review of Applications • Heritage conservation initiatives • Researching heritage properties

Ontario Heritage Act

• Passed in 1975 • Provides municipalities with the tools to identify, evaluate and conserve the heritage assets. • Provides municipalities with the power to designate heritage resources. • Heritage resources include: • Buildings • Cultural landscapes • Archaeological resources

Ontario Heritage Act • The Act says that Municipal Councils have the power to: • Establish a municipal heritage committee • Designate properties or areas • Issue or refuse permits to alter or demolish • Provide grants and loans to designated property owners

Duties and Functions • The Township of South Frontenac Heritage Committee has been in place for over five years. • This Committee functions under the guidelines of the Ontario Heritage Act and is expected to advise Council on heritage matters. • The Ontario Heritage Act is the primary legislation for the protection, designation and conservation of cultural heritage in Ontario. Heritage Grant Program

• The Heritage Grant Program was established in 2022 and is intended to encourage and assist Owner(s) with the maintenance, conservation, restoration, and care of heritage properties that are designated under the Ontario Heritage Act. • The purpose of the program is to offer financial assistance on a cost sharing basis to owners of designated heritage structures. • The Heritage Grant Program would support and encourage the preservation, restoration and care of heritage structures within the Township. This may include, homes, barns, commercial buildings, churches and any structure that is designated as a heritage structure under Part IV of the Ontario Heritage Act.

Heritage Grant Program • It places priority on projects that conserve and/or restore elements of the designated heritage property • The grant program funds 50% of project costs up to a maximum dollar amount of $5,000. The grant must be matched by contribution from the owner and is based on the owner’s actual expenditures verified by invoice. • Owners and tenants of an Eligible Heritage Property may apply for assistance. Tenants are required to provide documentation of the property owner’s consent to the improvements. Page 21 of 24

Summary This report provides the Committee with information about the draft Official Plan and consultation process.

Background The Township of South Frontenac is creating a new Official Plan to guide growth and development in the Township. A new Official Plan is needed to plan for the changing needs of our community and to implement twenty years of new and changing Provincial policy. The project was initiated in 2019 with a series of community visioning open houses to get input on how South Frontenac should grow and develop. The project was put on pause during the pandemic, then started up again in 2021. Council endorsed a vision as well as goals and guiding principles for the Official Plan early in the process based on the community feedback. Policy directions were then set related to housing, economic development, lake ecosystems, agriculture, and growth management. There was consultation on the policy directions in the summer of 2021. This included conversation with the Heritage Advisory Committee. Staff actively consulted with First Nations communities and public agencies (such as Conservation Authorities) on a draft Official Plan in 2022. In February 2023, Council directed staff to consult with the public and other stakeholders on a second draft of the Official Plan. Two open houses and a statutory public meeting are scheduled for this spring. The draft Official Plan as well as the background studies and reports can be accessed from the Engage South Frontenac website (https://engagefrontenac.ca/official-plan-reviewsouthfrontenac-2040).

Township of South Frontenac Staff Report - Update on Draft Official Plan

Discussion The Heritage Advisory Committee provides an important avenue for Council to get input on the new Official Plan, especially related to heritage policies. Committee members are encouraged to review the draft Official Plan over the next few weeks so that they can participate in a discussion with staff that is planned for the next Committee meeting in July 2023.
