Business

a)

South Frontenac Official Plan - Lake Ecosystem Advisory Committee Consultation Ms. Woods provided the Committee with a summary of the Report. Ms. Woods spoke to the Committee regarding the proposed Community Planning Permit System. Mr. Revill noted that he was generally impressed with the draft Official Plan. Mr. Revill advised the Committee that the purpose of the meeting was to provide input on the draft Official Plan through the lens of the Lake Ecosystem Advisory Committee. In response to a question from Ms. Prepas, Ms. Woods indicated that the natural shoreline policies in the proposed Official Plan are similar to the policies in the existing Official Plan. She noted that vegetation could be further regulated through a community planning permit system or a shoreline protection by-law. In response to a comment from Mr. Buckley, Ms. Woods provided clarification regarding additional dwelling units in relation to waterfront properties. In response to a question from Mr. Buckley, Ms. Woods advised the Committee that the three conservation authorities serving the Township of South Frontenac are responsible for floodplain mapping and spoke further for the role of the mapping. In response to a question from Mr. Buckley, Ms. Woods confirmed that the draft Official Plan includes language regarding prohibiting floating structures. She indicated that this situation can also be regulated through the Zoning Bylaw. Mayor Vandewal noted that Council recently approved a resolution regarding this matter. Mr. Connidis sought further information regarding communal services. Ms. Woods provided further explanation regarding communal services. She indicated that she would investigate whether a group of cottages could pursue communal services. Mr. Revill spoke to the importance of tree preservation and site alteration. Ms. Woods stated that staff are currently contemplating the implementation of a tree preservation by-law and site alteration by-law. In response to comments from Mr. Revill, Ms. Woods indicated that she would follow up regarding policies related to protections regarding evasive species and runoff, whether short-term rental accommodations are considered a commercial use in the Official Plan and the Frontenac Arch Biosphere. In response to a question from Mr. Revill, Ms. Woods spoke to the site plan control policy in relation to Bill 23. Mr. Revill questioned the need for a septic reinspection program. In response to questions from Mr. Mauer, Ms. Woods provided further

Lake Ecosystem Grant Program Update Ms. Woods provided the Committee with an update regarding the Lake Ecosystem Grant Program. Ms. Prepas questioned if staff have received final reports from previous grant recipients. Ms. Woods responded that staff have received one final report and indicated that funding is not provided until the final report is received. Mayor Vandewal noted that Council received a report regarding lead removal from Wolfe Lake.

Questions of Clarity (from the public on outcome of agenda items) Councillor Ruttan sought an update regarding the lake forum. Mr. Revill indicated that the sub-committee will meet during the week June 26, 2023. He spoke to the importance of the Township of South Frontenac and lake associations sharing information. Councillor Ruttan noted the importance of improved communication. Ms. Evans provided the Committee with an update regarding invasive species and indicated that she would provide the Committee with a report regarding this matter.
