Committee Mandate • Mandate/Terms Of Reference: The Committee shall study and report to Council on matters which include, but are not limited to issues related to: • To host an annual Lake Associations Forum where members of local Lake Associations and other lakeshore residents can network with one another other, share best practices, voice common concerns, discuss emerging trends, and provide feedback to the Committee regarding Township policy, strategic plans and budgets; • Each year prior to September 30, to compile and provide to Township Council and Senior staff a submission relating to the next year’s budget and strategic plan implementation activities related to the mandate of the Committee; • To advise on the development of a Lake Study Grant program, in collaboration with Township staff, for recommendation to Council before the end of 2020; Page 4 of 22

• To coordinate the collection of feedback from Lake Associations and other lakeshore owners and residents, as deemed necessary to fulfill its assigned duties and functions;

• To provide periodic advice or recommendations to the Township on items referred to it by Senior Staff or Township Council; • To foster meaningful, respectful and productive working relationships between local Lake Associations, their members, other lakeshore residents, and municipal elected officials and staff; • Members may conduct research, analyze information, participate in outreach activities, and undertake other tasks related to the Committee’s mandate; -and further• To consider such similar matters as may be directed by Council, or referred by the Clerk from time to time.

Code of Conduct A Code Of Conduct is a set of rules outlining the rules and responsibilities of, or proper practices for, an individual, party or organization.

Code of Conduct Members of the public appointed to committees are appointed at the pleasure of Council. They do not hold office as elected officials nor do they represent either Council or the committee unless mandated to do so. Members of the public appointed to committees must respect both the word and spirit of this Code as it applies to them and as it applies to Members of Council. Page 7 of 22

Code of Conduct Committees operate only within meetings for which proper notice has been given or as a matter duly added to an agenda. Committee work often depends on the specific expertise of members of the public appointed to committees, including their employment or business interests.

Interests relating to expertise, knowledge or acquaintance of a topic or an individual does not necessarily constitute a pecuniary interest. Such an interest should still be declared, however, for the purposes of openness.

Conflict of Interest If a pecuniary interest or an appearance of such arises in relation to any matter, members of the public appointed to a Committee with an advisory role must declare the pecuniary interest in a matter being discussed. The member may not vote on the matter.

• Council used to hold an annual meeting with Lake Associations • 2018 – the idea for a Lake Association Committee began • April 2020 – terms of reference approved • August 2020 – first members appointed • November 2020 – inaugural meeting

Goal of Committee Support the health and welfare of the Township’s lake ecosystems and the enjoyment and use of those lakes by residents, visitors and future generations

Lake Ecosystem Grant Program • Purpose: support and encourage preservation, restoration, monitoring and analysis of lake ecosystems • Funding priorities: • Reduces or limits point source run-off • Creates or increases buffer zones • Protects or enhances wildlife habitat • Enables or performs monitoring of lake environment to fill in knowledge gap

• $43,247 in funding provided for projects • Lake Associations and Queen’s University researchers • Research to understand how road salt runoff impacts water quality and ecosystems on two lakes • Sample and analyze environmental DNA (eDNA) from 20 waterbodies • Survey users of a boat ramp to see where they had been with their boats and whether they washed their boats before and after entering a lake. Research best practices on installing a boat washing station at the ramp • A Scoped Dam Safety Assessment for repairs to a private dam • Engage the public in a Lead Buy Back Program to help reduce lead fishing tackle in the environment

Summary This report provides the Committee with information about the draft Official Plan and consultation process.

Background The Township of South Frontenac is creating a new Official Plan to guide growth and development in the Township. A new Official Plan is needed to plan for the changing needs of our community and to implement twenty years of new and changing Provincial policy. The project was initiated in 2019 with a series of community visioning open houses to get input on how South Frontenac should grow and develop. The project was put on pause during the pandemic, then started up again in 2021. Council endorsed a vision as well as goals and guiding principles for the Official Plan early in the process based on the community feedback. Policy directions were then set related to housing, economic development, lake ecosystems, agriculture, and growth management. There was consultation on the policy directions in the summer of 2021. This included conversation with the Lake Ecosystem Advisory Committee. Staff actively consulted with First Nations communities and public agencies (such as Conservation Authorities) on a draft Official Plan in 2022. In February 2023, Council directed staff to consult with the public and other stakeholders on a second draft of the Official Plan. Two open houses and a statutory public meeting are scheduled for this spring. The draft Official Plan as well as the background studies and reports can be accessed from the Engage South Frontenac website (https://engagefrontenac.ca/official-plan-review-southfrontenac-2040).

Township of South Frontenac Staff Report - Update on Draft Official Plan

Discussion The Lake Ecosystem Advisory Committee provides an important avenue for Council to get input on the new Official Plan, especially related to the waterfront and natural environment policies. It is recommended that Committee members encourage their lake associations and other connections to participate in this valuable process. Committee members are also encouraged to review the draft Official Plan over the next few weeks so that they can participate in a discussion with staff that is planned for the next Committee meeting in June 2023.
