Minutes of Lake Ecosystem Advisory Committee March, 23, 2023

Township of South Frontenac Lake Ecosystem Advisory Committee Meeting Minutes Meeting # Time: 6:00 PM Location: Council Chambers & Via Zoom Present: Councillor Steve Pegrum, Councillor Randy Ruttan, Alan Revill, Janet Brown, Justin Connidis, Joseph Buckley, Terry Mauer, Timm Upton, Ellie Prepas, Gerrit Buitenhuis, Holly Evans. Staff: Christine Woods, Senior Planner

Call to Order

Election of Officers

a)

A committee member inquired if any members were not currently present. The Deputy Clerk advised Councillor Steve Pegrum, Alan Revill and Tim Upton were not currently present. The Clerk noted that perhaps the Committee could defer Electing Officers to the following meeting when the other three members were present, and asked if Councillor Ruttan would mind running the meeting in lieu of an elected chair. Councillor Ruttan advised it was going to be his wish to nominate Alan Revill to chair, and in his absence he could not accept and he also advised he would gladly chair the meeting if the committee wished. Randy Ruttan moved to postpone election of officers to the next meeting, Joe seconded. That motion was carried. Following more members attending at approximately 6:30-6:45 the motions for Committee Chairperson and Vice-Chairperson were made and carried.

b)

That the Committee appoint Allan Revill to the position of Chairperson. Resolution No. 2023:01:02 Moved by Randy Ruttan Seconded by Joseph Buckley That the Committee appoints Allan Revill to the position of Chairperson. Carried

That the Committee appoint Randy Ruttan to the position of Vice-Chairperson. Resolution No. 2023:01:03 Moved by Councillor Steve Pegrum Seconded by Alan Revill

Approval of the Agenda

That the agenda be approved, as presented, with an amendment to add committee member introductions between Call to order and Election of Officers. Business

a)

Committee Process Summary provided by the Clerk’s Department The Deputy-Clerk provided information with respect to the Committee mandate and Code of Conduct. The Clerk also provided information with respect to holding meetings and working groups or sub committees, advancement of business should not happen outside meetings. In response to a question from the committee, the Clerk clarified that matters can be taken back to the individual lake association but meeting business shall not be advanced outside of public meetings. The Clerk also noted that as per the Committee By-law, unless a Committee Member is ill or away from the Township, all members are to be present in Council Chambers for the meetings.

Lake Ecosystem Advisory Committee Orientation provided by the Planning Department. The Senior Planner provided an overview to the committee with respect to the work that has been completed by the committee in the past and what is still to be done.

Minutes of Lake Ecosystem Advisory Committee March, 23, 2023 Ellie Prepas asked if we should also postpone the election of the members of sub committees. Councillor Ruttan agreed with respect to postponing elections for the committees and think about their involvement, and how they want to become involved as to some members this is new, knowing that Lake Forum 2023 committee and the Grant Program Committee. The Senior Planner advised that they should keep in mind that the committee only meets 4 times a year and the next meeting is June and by that time if the committee wishes to have a forum, it might be too late. In response to an inquiry from Gerrit Buitenhuis, the Senior Planner advised that the Community Grant Program is open but the Lake Ecosystem Grant Program is not yet open. She advised that last year the grant program was open from May to September and more funding was asked for than funds available, and noted perhaps some of the applications from last year could be considered and the program could be opened earlier and closed earlier so projects could get started earlier. The Clerk noted that a vote could take place now and then an email could be circulated to the other members who could then join if they wish. Janet Brown inquired if there is anyone from the forum last year that was present. Janet advised that she does not believe there will be a Lakes and Trails Festival this year. Janet noted that the forum had a former Councillor last year as a member that knew what was going on in the Township and how to get items printed and the forum was part of the Lakes and Trials Festival, not a stand alone event. Mayor Vadnewal noted that the committee could choose to extend the Grant Program. Mayor Vandewal also noted that Lakes and Trails was spearheaded by Ross Sutherland and the Township does not have the capacity to take it over. Janet Brown and Ellie Prepas offered to be on the Grant Review Committee. Councillor Ruttan asked if the Grant Program could be opened soon. Christine Woods advised that if that was the wish of the Committee, she would be happy to open the application process. Justin Connidis offered to be on the Grant Review Committee as well. Mayor Vandewal noted that it should be a question of if the lake has been studied before, and if it has it shouldn’t be a full study but just a follow-up with respect to what has changed. Joseph Buckley noted the Lake Partner Program from MNR should not be overlooked as there is basic chemistry testing on lakes. Ellie Prepas advised the testing is not every lake and every month, but she noted she was involved with it and spoke with some scientists at Queens University. Holly Evans offered that through her work with the Conservation Authority, she attempts to keep all data with respect to the lakes and their nutrient information. Holly advised a good first step would be to have a look at the Lake Reporting Dashboard. She also advised that she would reach out to

Joseph Buckley noted there are ongoing sampling of Fourteen Island Lane and Mink Lake from May through October. Councillor Ruttan asked if the Lake Forum could have a focus of gathering lake data and putting it all together. Mayor Vandewal added that most lake associations have official and nonofficial data. Councillor Ruttan asked that at this time as we have enough members now at 6:55 that we open the motions back up for Chairperson and Vice-Chairperson. The Clerk noted that the committee should formalize the two working groups first. Moved by Joseph Buckley seconded by Alan Revill That Janet Brown, Ellie Prepas and Justin Connidis are appointed to the Grant Review Program Sub Committee. Moved by Steve Pegrum seconded by Janet Brown That Alan Revill, Gerrit Buitenhuis, Steve Pegrum & Ellie Prepas are appointed to the Lake Forum Sub Committee. c)

Official Plan Update to Committee The Senior Planner provided information with respect to the Official Plan update in process.

Date of Next Meeting

The next meeting of the Lake Ecosystem Advisory Committee is scheduled for June 22, 2023, or at the call of the Chair. A discussion with respect to the dates, time and locations of meetings took place. The Clerk reviewed the committee by-law with respect to meeting start times of
