Lake Ecosystem Grant Sub Committee Report on Grant Applications Ellie Prepas provided an overview of the report regarding the grant

Resolution No. 04 Moved by Councillor Steve Pegrum Seconded by Ellie Prepas That the Lake Ecosystem Advisory Committee recommend the following to Council: That the Devil Lake Association grant request be fully funded in the amount of $9.939.90; and That the Frontenac Arch Biosphere Network grant request be fully funded in the amount of $10,000.00; and That the Fourteen Island and Mink Lakes Watershed Association grant request be partially funded in the amount of $10,060.10. Carried b)

Lake Ecosystem Subcommittee Lake Forum Update Alan Revill spoke to the report regarding the Lake Ecosystem Subcommittee Lake Forum. Resolution No. 05 Moved by Ellie Prepas Seconded by Councillor Steve Pegrum That the Lake Eco System Advisory Committee requests that staff add a budget line to the 2024 budget with respect to the Lake Eco System Forum in the amount of $1,000. Carried

Committee Duties and Functions - Staff Report Christine Woods, Senior Planner provided an overview of the Committee Duties and Functions report. Alan Revill noted that part of the committee mandate is to consider items that Council may refer to it, there is also an opportunity for independence for the committee to complete research based on feedback from Lake Associations. Alan noted that feedback from members of the committee who are also part of Lake Associations is very helpful to guide the committee and their work. Ellie Prepas noted that there is some work that needs to be completed regarding shoreline protection. Ellie also shared that she believes Short Term Rental need to be discussed by the committee. Christine Woods, Senior Planner advised that Council passed a Notice of Motion a few years ago asking for shoreline protection policies, the former Director of Development Services conducted research and prepared a draft shoreline protection by-law. There was also discussions had about shoreline protection by the previous Lake Ecosystem Advisory Committee. Christine noted that there were discussions about how to present the by-law and what rules there would be with respect to how alterations could take place. Christine advised that the by-law is something that will be focused on following the completion of the Official Plan work. Christine also noted that Township staff are working with County Planning staff and the three other Townships to develop a template for a Community Planning Permit system. Christine advised that it is a by-law and a permit system that applies to waterfront properties for permission given for certain activities or to prohibit them.

Minutes of Lake Ecosystem Advisory Committee September, 28, 2023 Councillor Pegrum requested clarification with respect to where the authority lies when it comes to shoreline protection and who is responsible. Christine Woods noted that when she uses the term shoreline protection, she means within 30 metres of the shoreline, which is also what the Zoning By-law speaks to and it is the most sensitive area. She noted shoreline works is something that is the authority of the Conservation Authority or Parks Canada, depending on the waterbody and we don’t want to duplicate works. Councillor Pegrum added that something that is already within the Conservation Authority jurisdiction would stay that way and the Township would fill in the gaps with respect to shoreline and area would be under the shoreline protection by-law. Alan Revill noted that there are several aspects of a shoreline by-law including tree cutting, all of which would be thoroughly researched before the drafting of the by-law. Alan Revill mentioned that Short Term Accommodation matters have been under the review by the municipality and the approach he believes is being taken is to look at it largely through by-law enforcement, and those affected are encouraged to contact by-law enforcement for assistance, however, where it is a trespass situation to contact the police. Michelle Hannah, Deputy Clerk advised that the Clerk’s department has worked over the last 18 months to strengthen by-law enforcement. Administrative Monetary Penalties have been added to several municipal bylaws to allow for fines to be imposed on the by-laws. Fines are issued to the property owner to ensure that individuals renting their properties are held accountable for their tenants. Michelle noted that there is a helpful section on the Township website pertaining to by-law enforcement, along with a complaint form. However, if it is a noise complaint or something that is time sensitive individuals should call Frontenac Municipal By-law Enforcement directly. Michelle noted that it is important to call the police is there is a concern about trespassing, disorderly conduct etc. Tim Upton inquired about lake testing and if it is organized at every lake, or if there are lakes that are not being tested. Alan Revill noted that he understands that it is dependent on who lives on the lake and if they are conducting testing or not. Holly Evans advised that there was a small blip in service, but there were several individuals of lake associations who have been collecting samples, and the MNR office in Dorset is accepting them. Joseph Buckley advised that he is actively sampling and has not been advised about any program being taken away, but if it is the case hopefully there would be some way to appeal the decision. Holly Evans advised through the chat function that http://cataraquiconservation.ca/pages/faq is a good source of easy-to-read facts and answers about conservation authority involvement with permitting, including along shoreline. Tim Upton inquired about requirements for re-inspection of septic systems. Ellie inquired about receiving updates from the grant projects that were awarded.

Minutes of Lake Ecosystem Advisory Committee September, 28, 2023 Christine Woods advised that the committee is supposed to provide an annual report to Council regarding the grant projects. Christine advised that the policy should be reviewed and possibly revised for Grants now that there have been a few cycles completed. Terry Mauer advised that his lake was provided some funding for signage with respect to no wake zones that have been installed, he provided the committee with photographs of the signage and a brief update. Christine noted that the Treasurer and Council would appreciate a resolution from the committee regarding a budget line for the forum. Alan Revill provided an overview of the costs for the forum and suggested $250 for the budget. Ellie Prepas noted that perhaps $1,000 would be more appropriate for next year. Christine Woods noted that last year it was discussed a budget of $1,000 would be a reasonable request.
