a)
Committee Process Summary provided by the Clerk’s Department The Clerk’s Department provided an overview of the Committee procedures and process.

Recreation & Leisure Advisory Committee Orientation provided by the Recreation Department The Recreation Department provided a summary of the different components of the Department and the matters that will be brought forward to the Committee. In response to a question, Tim Laprade noted that the Township does not offer programming from Davidson Beach. Amanda Pantrey advised that the Recreation and Community Services Guide would be circulated to residents via the mail. Holly Wilson thanked the Recreation Department for everything they do with respect to events. Amanda Pantrey noted that it is very difficult to find volunteers for the events that are run by the Recreation Department. In response to a question, Tim Laprade advised that the Committee will be reviewing the Master Recreation Plan to determine a short term, medium plan and long term plan and noted that the Committee will be involved in the process. In response to a question from the the Chair, Tim Laprade advised they have developed a tracking system with respect to vandalism of facilities.
c)
Canada Day Fireworks in South Frontenac Staff from the Recreation Department provided an overview of the staff report. In response to questions from the Committee, Tim Laprade indicated that staff will be reviewing the proposed shuttle system. Tim also clarified that each park will receive a Canada Day show, one per year over the next three years to be chosen by random draw. Amanda Pantrey clarified that the Canada Day programming at the three Township sites is organized by individual groups rather than the Township. She explained that the Township organizes and funds the logistics and firework shows. In response to a question from the Committee, Kyle Bolton spoke to insurance

Minutes of Recreation & Leisure Services Advisory Committee March, 2, 2023 coverage provided by the Township. Councillor Roberts advised that he is not in favour of offering only one firework show. Shane Peters noted that he is in favour of one firework show to be competitive with surrounding shows, and would like to see more opportunities for shuttles. Holly Wilson inquired if the adjustments to the Canada Day fireworks project could be framed as a pilot in case the matter needs to be revisited.
Resolution No. 2023-01-05 Moved by Marie Wilkins Seconded by Holly Wilson That the Recreation & Leisure Services Advisory Committee provide the following recommendation to Council: That the Township of South Frontenac host one firework show for the Canada Day event, as a pilot project from 2023, 2024 and 2025, it being understood that staff will report back with respect to the pilot project each year; That the host location shall be decided by a random draw of the three viable municipal parks (Centennial Park in Harrowsmith, Gerald Ball Park in Sunbury, and The Point Park in Sydenham) upon approval of the recommendation by Council; it being understood that Council will determine the 2023, 2024 and 2025 location based on the outcome of the random draw; That staff engage Northstar Fireworks as the vendor for the 2023 Canada Day fireworks display; and That staff engage a local transportation company to shuttle residents to the host site of the fireworks show. Carried as amended, see motion to amend which carried d) Resolution No. 2023-01-06 Moved by Holly Wilson Seconded by Shane Peters That Clause 1 of the recommendation of Marie Wilkins and Holly Wilson be amended to read as follows: “That the Township of South Frontenac host one firework show for the Canada Day event, as a pilot project from 2023, 2024 and 2025, it being understood that staff will report back with respect to the pilot project each year.” Carried 9
