Township of South Frontenac Recreation & Leisure Services Advisory Committee Meeting Minutes Meeting # 03 Time:6:00 p.m Location: Council Chamber/Virtual
Present: Karl Hammer, Councillor Ray Leonard, Shane Peters, Councillor Norm Roberts, Paul Wash, Marie Wilkins & Michele Zigman. Others Present: Ron Vandewal, Ron Sleeth

Approval of the Agenda
a)
Resolution Resolution No. 2024:03:02 Moved by Shane Peters Seconded by Councillor Roberts That the Agenda be approved as presented. Carried

Confirmation of Minutes
a)
Resolution Resolution No. 2024:03:03 Moved by Councillor Leonard Seconded by Marie Wilkins That the minutes from the May 23, 2024 meeting are approved. Carried

Disclosure of Pecuniary Interest There were none.

Delegations
a)
Representatives from Storrington Minor Soccer Club were present to speak to the Committee regarding the Recreation Service Fee Allocation Policy. Representatives from Storrington Minor Soccer Club spoke in opposition to the proposed Recreation Service Fee Allocation Policy and provided the Committee with background information regarding volunteerism in relation to Storrington Minor Soccer Club. In response to a question from Karl Hammer, the Delegation provided additional information regarding the Storrington Minor Soccer Club fee structure.
Minutes of Recreation & Leisure Services Advisory Committee August, 22, 2024 Tim Laprade provided further clarification regarding the proposed Recreation Service Fee Allocation Policy and noted that the current agreement between Storrington Minor Soccer Club and the Township expired in 2016. In response to questions from the Committee, the Delegation and Councillor Roberts provided further information regarding the role of Storrington Minor Soccer Club and their contributions to the development of the soccer pitch and league. b)
Representatives from Storrington Retirees Association were present to speak to the Committee regarding the Recreation Service Fee Allocation Policy. Representatives from Storrington Retirees Association provided the Committee with background information regarding their membership structure and costs. The Delegation thanked the Township of South Frontenac for their past support and indicated that they would like to continue to meet at the Storrington Centre. The Delegation stated that their organization does not have the funds to pay additional fees. In response to questions from Committee members, the Delegation provided additional information regarding attendance at their events and whether admission is charged for participation.
c)
Representatives from the Perth Road Crafters were present to speak to the Committee regarding the Recreation Service Fee Allocation Policy. The Delegation referred correspondence submitted to Council regarding this matter.

Business
a)
Recreation Service Fee Allocation Policy In response to a question from Shane Peters, Tim Laprade provided further explanation regarding fee exemptions. In response to a question from Councillor Roberts, Tim Laprade spoke to the role of the Committee in relation to consultation and capital budget process.
Resolution No. 2024:03:04 Moved by Shane Peters Seconded by Councillor Leonard That the Recreation and Leisure Services Advisory Committee supports the Recreation Fee and Facility Allocation Policy as presented and that the report be provided to Council for adoption. Carried

Seasonal Event Update (Information report) Amanda Pantrey provided a summary of the Report. In response to a question from Councillor Roberts, Tim Laprade provided further information regarding the geese mitigation strategy. The Committee thanked staff for their efforts related to events.

Summer Program - End of Summer Report Amanda Pantrey spoke to the Report. Tim Laprade commended staff for a successful summer program.
