Quarterly Event Report Amanda Pantrey provided an overview of the report and statistics with respect to the recent Township events.

b)

Recreation Service Fee and Facility Allocation Project Update Amanda Pantrey provided an update regarding the implementation of the service fee allocation project and thanked the Committee for their work and support of the initiative. In response to a question from Holly Wilson regarding communications, Amanda Pantrey clarified how the project is being communicated directly to the user groups.

c)

Summer Program Registration Fees and Model Update Amanda Pantrey provided an overview of the implementation of the summer program registration fees. In response to a question from Holly Wilson regarding notice for the public meeting, Councillor Roberts provided clarification and additional details on the Township’s notice policy and requirements.

Motions

a)

Motion regarding South Frontenac Township Events Holly Wilson opened up the floor to questions from the Committee. Shane Peters asked if the timelines identified in the motion were feasible for staff and Amanda Pantrey confirmed. There was a discussion regarding the request to report on all events happening within the Township and the feasibility for staff to be able to report on events outside of their purview. It was suggested that staff may be able to leverage community calendars and that the intention of the motion is to only identify the events of which staff are aware. Marie Wilkins assumed the position of Chair. Holly Wilson commented that the motion was brought forward in recognition of the great job staff are doing with Township events, and that is prompted by the positive response received by the public and the sense of community that the events create.

Holly Wilson resumed the position of Chair. Resolution No. 06 Moved by Holly Wilson Seconded by Paul Wash WHEREAS South Frontenac staff have done an incredible job planning, coordinating and executing community events throughout the year that draw in residents from across South Frontenac and adjacent communities, and WHEREAS these public events foster a greater sense of community engagement and involvement by all those who attend, volunteer and participate, and WHEREAS the demographic of South Frontenac continues to grow with more people looking to connect with the community through a variety of public recreation event opportunities, and WHEREAS these community events positively contribute to economic development in South Frontenac through visitor spending, job creation, business networking, and promoting South Frontenac as a tourism destination, and WHEREAS planning and executing community events requires a significant amount of work for staff throughout the year including but not limited to fostering partnerships, coordinating volunteers, securing vendors, etc; THEREFORE IT BE RESOLVED THAT the South Frontenac Recreation and Leisure Services Committee recommend to Council that staff be directed to review all events led by and scheduled in South Frontenac for 2025 to assess their effectiveness and determine if any new ones could be included, for example movies in park in Battersea, Sydenham and Harrowsmith, and THAT the Recreation and Leisure Services staff report back to the next South Frontenac Recreation and Leisure Services Advisory Committee meeting with any event recommendations and resource impacts for the committee’s consideration, and THAT the report includes South Frontenac’s annual event roster with an estimate on the ideal number of events the Township can do with the current staff resources and what, if any additional staff resources would be required for the Township to consider new events. Summary This report serves to update the Recreation and Leisure Services Advisory Committee on the second quarter municipal and municipally supported events. Recommendation This Report is for information purposes only. Background There are several second quarter municipal and municipally supported community events for this committee to be aware of and updated on. This includes direct municipal events and municipally supported community events. Discussion/Analysis Staff would like to extend sincere appreciation to the Committee and Members of Council who contributed to making these events successful. Touch the Truck – This annual event was held in conjunction with Emergency Preparedness Week on May 7th from 4pm – 7pm at The Point Park. The South Frontenac Public Services team along with Frontenac OPP, South Frontenac Fire and Rescue, and several other service providers attended the event with equipment and education displays. The turn out was great with approximately 1,100 people in attendance. There was over $2,017 raised at the community BBQ, and food was raised for SFCSC foodbank. The Point Park served as a great venue once again this year, with many families complementing the equipment display and accessibility of the event. Frontenac Farmers Market (municipally supported) – The Farmers Market has officially reopened the season and launched with a kickoff event on May 9th with a special event. The market will run weekly on Fridays from 3pm – 7pm until the end of October. There are several special market days planned throughout the season that will feature added value experiences such as live music, a beer garden, food vendors, and kids activities. www.southfrontenac.net South Frontenac is a welcoming and thriving rural community.

Summer Kickoff Music Festival – This event is set to take place on May 24th from 2pm – 9pm at Centennial Park in Harrowsmith. There will be a kids zone for the duration of the event, over 21 food and drink vendors, and artisan vendors to shop at. This event has been sponsored by 9 local businesses. Beats by the Beach – The first session of the summer series is set to take place on June 21st at McMullen Beach in Verona from 1pm – 3pm. This event is a special feature in celebration of June is Recreation and Parks Month (JRPM). There are two other Beats by the Beach events planned for July 19th and August 16th. All events will feature live music from local performers. Financial Implications None. Summary This report serves to inform the committee of the staff recommendation to Council to declare June as Recreation and Parks Month at the May 20th, 2025, meeting. Recommendation This Report is for information purposes only. Background At the regular Council Meeting of May 20th, 2025, staff reported to Council on the June is Recreation and Parks Month movement and recommended a declaration in support of the initiative. Discussion/Analysis June is Recreation and Park Month (JRPM) is a movement that promotes the benefits of recreation and parks for physical, social, and environmental health. The movement is an advocacy and awareness initiative supported by Canadian Parks and Recreation Association (CPRA), Parks and Recreation Ontario (PRO), and the South Eastern Ontario Parks and Recreation Association (SEOPRA). Communities across Ontario and Canada have embraced JRPM as a way to promote local programs and events, parks, and facilities that are available for all citizens to enjoy. A declaration from Council in support of June as Recreation and Parks Month demonstrates South Frontenac’s ongoing commitment to delivering high quality recreation facilities and programming. In addition to Council declarations in celebration of JRPM, SEOPRA is organizing a regional celebratory cornhole competition between the municipal elected officials, staff, and community members taking place throughout the month of June. South Frontenac’s event will coincide with the Beats by the Beach event taking place on June 21st at McMullen Beach in Verona from 1pm – 3pm. Summary This report is in response to the motion passed by this committee at the February 27th Recreation and Leisure Services Committee meeting requesting a review of community events and potential resource impacts of adding additional events. Recommendation That the Recreation and Leisure Services Committee endorse the continuation of the existing municipally led programs and event offerings within existing capacity. Or That the Recreation and Leisure Services Committee direct staff to explore changes to the existing municipally led program and event offerings for 2026, without introducing additional events or programs. Background This committee passed the motion presented in Exhibit A. Following the motion, staff completed a thorough review of community events and classified them. The Recreation and Community Services Guide, Community Events Calendar, and social media were used as resources in the inventory creation. The events have been categorized by their general target audience, cost for participants, and were listed in chronological order to determine if there are any seasonal gaps in programming. Discussion/Analysis Staff identified 102 events in 2025, of which South Frontenac directly hosts 11 of them. A quick snapshot shows the following:

Target audience – 23 general events, 39 events geared towards adults, 24 geared toward family/ general, 14 for older adults specifically, 2 other events. Cost for participation/ admission – 8 events are admission by donation, 38 are free, 44 have a fee, and 12 have a fee but they are low cost. www.southfrontenac.net South Frontenac is a welcoming and thriving rural community.

The inventory revealed that South Frontenac has a vibrant event roster throughout the year. However, the largest gap in programming appears to be for families in March and April. Developing programming over March break and the Easter long weekend may be the most opportunistic and be most valuable for the community. Older adults and general programs are well served in the community, mostly by civic clubs and the Grace Centre. Municipal led events generally take about 140 – 160 hours of staff time to develop and implement. Staff work on average 1,540 – 1,760 hours per year on events out of an available 2,080 working hours. The Recreation and Events Coordinator’s portfolio also includes the Swim Lesson and Day Camp Program, seasonal booking implementation, special projects, and other duties as assigned. Therefore, adding additional events with the current staffing levels and resources is not recommended. Financial Implications None.
