Township of South Frontenac Recreation & Leisure Services Advisory Committee Meeting Minutes Meeting # 04 Time:6:00p.m Location: Council Chamber/Virtual Present: Councillor Ray Leonard, Paige Moreland, Shane Peters, Councillor Norm Roberts, Paul Wash, Marie Wilkins, Holly Wilson & Michele Zigman. 2024 Municipal Events Amanda Pantrey provided an overview of the staff report.

Minutes of Recreation & Leisure Services Advisory Committee November, 23, 2023 In response to an inquiry from Holly Wilson and Councillor Roberts, Amanda Pantrey provided information regarding volunteering at events and clarification about what will be offered at the Family Day event. Marie Wilkins offered that clubs could help out with food preparation. Councillor Roberts offered that Councillors could also help. b)

2024 Budget and Medium - Long Term Capital Tim Laprade provided an overview of the budget report. Councillor Leonard inquired about the recreation plan for the old mill sites. Tim Laprade shared that there are many discussions right now about preservation and then the design plans will be discussed. In response to a question from Councillor Roberts, Tim Laprade advised that one diamond is proposed in the 2024 budget, but if two need to be done in the following years, it would be a budget request at that time, but they are quite expensive. The upgrades will be on an as-needed basis and high usage areas. Shane Peters asked if there are standard bleachers being used so they do not need approvals each year. Tim Laprade advised that with the current RFP process it seeks an engineer approval built in. Holly Wilson inquired about the budget for recreation for 2024 and how it aligns with previous years. Tim Laprade advised the 2024 recreation budget is 1.2 million dollars, which is slightly higher than previous years. Tim continued his review of the report in regard to the 10 year plan. Shane Peters commented that he doesn’t see a benefit in expanding a beach that may be unusable as we have currently seen a goose problem. In response to a comment from Councillor Roberts about the ownership of the trail, Tim Laprade clarified that the plan is to proved a connection from Centennial Park to the K&P Trail. In response to a question from Paul Wash, Tim Laprade advised that Township owned boat launches and water accesses are identified on the website. Shane Peters mentioned that music in the park was well attended and enjoyed by many. Holly Wilson shared that more community events was her request in the survey. Councillor Roberts shared that the money in the budget now compared to 10 years ago is double. Paul Wash inquired about participants for events and if there are comparators for residents versus out of town. Amanda Pantry advised this is something that isn’t easily tracked.

Norm Roberts shared that there was a review of arenas approximately 10 years ago and the demand for more. Shane Peters provided an overview of Disc Golf. Amanda Pantrey mentioned that it is helpful to have these conversations as the Master Plan does not consider emerging sports. Paul Wash inquired about properties South Frontenac owns for use for future recreation plans,. There was a discussion about current Township assets and what it will look like moving forward with the future plans for the Township - see Motion section for the motion made by the committee. Amanda Pantrey spoke to sponsorships. Amanda Pantry spoke to programming and events and the community need and working towards filling gaps but also not overlapping services or events that are already offered. Holly Wilson inquired about naming facilities and a policy as such. Tim Laprade spoke about the potential for an outdoor rink program and what it would look like potentially.

Motion made by the Committee regarding current Township assets. Resolution No. 04 Moved by Paul Wash Seconded by Holly Wilson That the Recreation Committee ask that staff consider current Township assets for recreation purposes and build that into the long range financial plan. Carried
