Township of South Frontenac Recreation & Leisure Services Advisory Committee Meeting Minutes Meeting # 03 Time:6:00p.m Location: Council Chamber/Virtual

Present: Karl Hammer, Councillor Ray Leonard, Shane Peters, Councillor Norm Roberts, Paul Wash & Marie Wilkins.

Absent: Marc Goudie, Paige Moreland, Holly Wilson & Michele Zigman. Staff: Kyle Bolton - Director of Public Services, Amanda Pantrey - Program, Events & Education Coordinator & James Thompson - Clerk 1 Call to Order 2

2023 Recreation Capital Project Updates Kyle Bolton - Director of Public services provided a summary of the report.

Minutes of Recreation & Leisure Services Advisory Committee August, 24, 2023 Karl Hammer asked about the surface of the Verona courts. Kyle Bolton advised staff will follow-up and will update the Committee regarding the surface of the shuffleboard courts. Paul Wash advised that the McMullen tennis court has a grit surface with a rubber surface on top of that, but the grit is not on the shuffleboard or basketball courts. b)

2024 Budget Process and Recreation, Parks, Leisure Master Plan Kyle Bolton provided a summary of the report and the budget process, he advised that it will be likely that there will be a special meeting to allow committee input. Councillor Roberts noted that some things need to be completed that are not in the plan and they will have to be budgeted for in 2024. Kyle Bolton advised that there will be a review of the facility conditions and staff will rely on the Recreation, Parks & Leisure Master Plan. Councillor Leonard noted that parking in Verona is limited. Kyle Bolton advised that staff will review the parking situation and specifically parking at McMullen Beach and tying the beach, washroom and other facilities together. Amanda Pantrey advised that the Recreation Parks & Leisure Plan can be found on the Township website, it was also sent to the Committee members by email and the committee will be receiving a questionnaire shortly regarding the plan.

Comparative Report for Municipal Program Registration Formats Amanda Pantrey spoke to the staff report. Following a question from the Committee, Amanda Pantrey advised that preference is not given to residents over non-residents. Councillor Roberts noted that staff should look into giving Township residents priority over residents from other Townships. Shane Peters agreed that it is a good idea to offer services to residents first. Karl Hammer noted that the Committee had discussed this matter last meeting, and believed it is something that should be reviewed further. Amanda Pantrey advised that from a staff perspective, it is not recommended to provide preference to residents. She noted that what might help is facilitating a resident rate and a non-resident rate which is common in other Townships. Kyle Bolton noted that he appreciated the conversation, but pointed out that some people work in the Township but do not reside here, also some people have cottages or rent them and grandparents also register their grandchildren so the matter is not straightforward. Kyle advised that the discussion can continue at a future meeting once the consultants provide the Recreation Service Fee & Facility Allocation Project.

d)

Municipal and Municipally Supported Event Updates for Late Q2 and Q3 Amanda Pantrey provided a summary of the report including an update regarding Canada Day and how staff will be looking at adjustments for next

Minutes of Recreation & Leisure Services Advisory Committee August, 24, 2023 year. Amanda Pantrey spoke to the AGCO process for municipally significant events. Shane Peters inquired about using the events function on Facebook as it allows individuals to tag themselves which could be helpful to ascertain attendance numbers and it also provides prompts and reminders which may increase attendance. Amanda Pantrey advised she will speak with the Township Communications Officer about this. e)

Recreation Service Fee & Facility Allocation Project Update Amanda Pantrey provided a review of the report. Councillor Roberts inquired when the new rates are proposed to be implemented. Amanda Pantrey advised that fees will likely be incrementally adjusted beginning in the spring of 2024 and the schedule in the report is a guideline from which staff are using to set targets for the schedule. Councillor Roberts noted staff need to be mindful of budgets of user groups that may already be set. Kyle Bolton advised that user groups budgets will be taken into considerations and the outcome of the study will not necessarily dictate the outcome, staff want options for the fee schedule.

f)

Summer Program Updates Amanda Pantrey provided a summary of the report. Shane Peters inquired about how swimming lessons and instructors work throughout the program. Amanda provided an overview of day camp versus swimming lessons and how they are separate with separate staff, individuals are hired as camp councillors, lifeguards or swimming instructors based on qualifications. She noted that the different swimming lesson levels are at different times and each swim instructor is allotted to the appropriate levels requiring teaching at specific times during the day.

g)

The Point Park Beach Closures and Recommendations for a Goose & Seagull Deterrent Strategy for 2024 Amanda Pantrey provided an overview of the report. Karl Hammer advised that the Sydenham sports field is not useable because of all the goose poop.

Resolution No. 04 Moved by Shane Peters Seconded by Paul Wash That the Recreation & Leisure Services Advisory Committee provide the following recommendation to Council:

Minutes of Recreation & Leisure Services Advisory Committee August, 24, 2023 That Council endorse the goose and seagull deterrent strategy for 2024, and That Council approve additional funds into The Point Park 2024 operating budget to support the strategy. Carried h)

Information Item with respect to a Notice of Motion served by Councillor Morey RE: Accessibility - Recreation Kyle Bolton spoke to the staff report and advised that Tim Laprade will be attending a future meeting to speak to the matter further.
