Committee Process Summary provided by the Clerk’s Department The Clerk’s Department provided an overview of the Committee procedures and process.

Recreation & Leisure Advisory Committee Orientation provided by the Recreation Department The Recreation Department provided a summary of the different components of the Department and the matters that will be brought forward to the Committee. In response to a question, Tim Laprade noted that the Township does not offer programming from Davidson Beach. Amanda Pantrey advised that the Recreation and Community Services Guide would be circulated to residents via the mail. Holly Wilson thanked the Recreation Department for everything they do with respect to events. Amanda Pantrey noted that it is very difficult to find volunteers for the events that are run by the Recreation Department. In response to a question, Tim Laprade advised that the Committee will be reviewing the Master Recreation Plan to determine a short term, medium plan and long term plan and noted that the Committee will be involved in the process. In response to a question from the the Chair, Tim Laprade advised they have developed a tracking system with respect to vandalism of facilities.

Canada Day Fireworks in South Frontenac Staff from the Recreation Department provided an overview of the staff report. In response to questions from the Committee, Tim Laprade indicated that staff will be reviewing the proposed shuttle system. Tim also clarified that each park will receive a Canada Day show, one per year over the next three years to be chosen by random draw. Amanda Pantrey clarified that the Canada Day programming at the three Township sites is organized by individual groups rather than the Township. She explained that the Township organizes and funds the logistics and firework shows. In response to a question from the Committee, Kyle Bolton spoke to insurance coverage provided by the Township.

Shane Peters noted that he is in favour of one firework show to be competitive with surrounding shows, and would like to see more opportunities for shuttles. Holly Wilson inquired if the adjustments to the Canada Day fireworks project could be framed as a pilot in case the matter needs to be revisited.

Resolution No. 2023-01-05 Moved by Marie Wilkins Seconded by Holly Wilson That the Recreation & Leisure Services Advisory Committee provide the following recommendation to Council: That the Township of South Frontenac host one firework show for the Canada Day event, as a pilot project from 2023, 2024 and 2025, it being understood that staff will report back with respect to the pilot project each year; That the host location shall be decided by a random draw of the three viable municipal parks (Centennial Park in Harrowsmith, Gerald Ball Park in Sunbury, and The Point Park in Sydenham) upon approval of the recommendation by Council; it being understood that Council will determine the 2023, 2024 and 2025 location based on the outcome of the random draw; That staff engage Northstar Fireworks as the vendor for the 2023 Canada Day fireworks display; and That staff engage a local transportation company to shuttle residents to the host site of the fireworks show. Township of South Frontenac Recreation Service Fee and Facility Allocation Strategy - Invitational Survey of Parks and Facilities User Groups and Event Organizers Statement of Public Intent The following questionnaire is intended to survey those organizations, groups, and in some case individuals that book time in the Township’s various facilities, including all recreation-buildings, parks, sports fields and courts. This survey is exclusive to recreation services and facilities. It does not pertain to any other charges, fees, services or facilities offered by the Township. This questionnaire asks you to share the experience of your group with respect to the following key matters: How your group uses facilities? The ease of booking time in parks and facilities through the Township; Satisfaction with the facilities that you use; and Your opinions on the fees that should be charged for different kinds of recreation service provided by the Township. The survey is restricted to those groups that rent or otherwise use the Township’s facilities for the purpose of running athletic, social, community or other programs, organizing community events, as well as those individuals or groups that rent space for private functions.

Why is this information needed? How will it help the Township? The Township’s 10-year Recreation Strategy was completed in 2022, a key recommendation of which was to review the Township’s procedures, common practices, and by-laws which govern the allocation of time at its facilities and the imposition or otherwise of fees. The resulting study will recommend how new policies can ensure that access to facilities is fair and equitable, fees are reasonable and offer value for money, and the level of services provided by the Township meets the growing needs of the community.

The results of this survey will be aggregated and used to inform the recommendations and the final report to Council. Individual responses to this survey will not be published. We want to hear from you as a leader. Only one response per group desired.

Summary Day Camp registration opened on March 20th, 2023. Registration for Swimming Lessons were postponed due to staffing and recruitment challenges. This report provides information and updates to the committee regarding both programs and provides recommendations to provide to Council for program expansions for 2024.

Recommendation That the Recreation & Leisure Services Advisory Committee provide the following recommendation to Council: That Council approve the expansion of the Day Camp program to the McMullen Beach Site with space for 25 campers for 2024, That Council endorse the extension of the recruitment and retention plan for qualified Swim Instructors and Lifeguards into 2024.

Background The Township’s popular waterfront summer camp is a community tradition. Day camp is currently offered at two locations, The Point Park in Sydenham, and Gilmour’s Point Beach in Battersea. The McMullen Beach Site was used for Day Camp and Swimming Lessons in the past, but due to low registration numbers, the Day Camp was discontinued. Swimming Lessons have been offered as a standalone program, in conjunction with the Day Camp program for many years. For the past two years, due to impacts of the pandemic, recruiting qualified swim instructors and lifeguards has been an extreme challenge. In 2022, program restructuring was forced due to recruitment challenges, and in 2023, registration for the Swim Program was postponed due to the lack of staff.

The response to Camp registration was overwhelming. All spaces filled up at Sydenham Point on the morning of the first day, and by mid-week at Gilmour’s Point. Registration numbers are capped for camps to ensure ratios exceed provincial legislation, as well as to maintain a high level of program quality and care. 

There are 280 camper-spots available at Sydenham Point Park (35 campers per week for eight weeks). o At its highest point, there are 52 campers on the waitlist for week six at Sydenham Point Park at the time of writing this report. All other weeks are comparably high. There are 200 camper-spots available at Gilmour’s Point Park (25 campers per week for eight weeks). o At its highest point, there are 18 campers on the waitlist at Gilmour’s Point Park at the time of writing this report. All other weeks are comparably high.

New to the Day Camp program this year is a Before and After Care program at both sites, and a Shuttle Bus Service running daily from Verona, stopping at Sydenham before heading to Battersea, with a return trip in the afternoon. Both services have been very well received and there are participants for each service during each week of camp. For 2024, expanded programming should be considered to better meet the demand of the community for high-quality, affordable summer youth experiences. Postal codes of participants indicate that many participants are coming from the west side of the Township, including a large number in Harrowsmith. As McMullen Beach and Park is well positioned to offer a similar beach-front program and has a camp facility, a third site should be considered to take the pressure off Sydenham Point and Gilmour’s Point camp sites. As well, the completion of the court project at the camp, there are exciting sport-camp opportunities at that site. If an additional 25 camp capacity were to be made available over the eight weeks of camp, there would be an additional 200 camper-spots open. Swim Program Due to the extreme challenges with regards to recruiting swim staff, registration for the program was postponed. Recruitment initiatives included offering a reimbursement for staff to obtain or re-obtain their certificates, increasing wages to be more competitive with neighbouring municipalities, and the use of social media, schools, and employment agencies to help get the word out about our need for instructors. Recruitment has been somewhat successful. Staff are currently reviewing staffing levels and are developing a plan to roll out swim lesson registration for 2023. The program will be modified, and registration numbers will be reduced compared to pre-pandemic levels. The estimated timeline for registration is late May and into June.

For 2024, the training reimbursement, competitive wages, and other initiatives should be extended while the industry employment trends continue to correct themselves after the pandemic.

Financial Implications As the Township Day Camps are subsidized by the municipality, the expansion of the program to add a third site at McMullen Beach will have financial implications that should be reviewed for the 2024 operating budget cycle.

Summary This report serves to update the committee on 2023 plans for Canada Day in South Frontenac.

Recommendation This report is for information only.

Background South Frontenac hosts four Canada Day events across the township. There is one event in each district. New this year, there will be one firework show opposed to the traditional three.

Discussion/Analysis Volunteers are wanted and appreciated for all four sites. Glendower The traditional pancake breakfast with live music is planned once again at Glendower Community Hall from 8:00 am – 10:30 am. Jess Wedden and Chris Murphy are scheduled to play. Harrowsmith The event will take place at Centennial Park in Harrowsmith, hosted by the Harrowsmith Social & Athletic Club from 11:00 am – 5:00 pm. They will feature kids’ activities, contests, inflatables, live music, fire department fun, a dog agility show, canteen and more. New this year, the event will also feature a beer garden. Sydenham The Sydenham Canada Day event is set to take place from 10:00 am – 4:00 pm, starting with the parade leaving from the firehall heading down to The Point Park where there will be kids’ games, inflatables, antique cars, face painting, fire department fun, live music, and a kids fishing derby.

Township of South Frontenac Staff Report - Sunbury

Sunbury New this year, the Storrington Lion’s Club is set to host the event. It will take place at the Storrington Lions Club, and Jeff Code and the Silver Wings Band has been booked for the event. More details are to come. Fireworks Council approved the recommendation from this committee to host one firework show as a trial for 2023 (Sydenham), 2024 (Sunbury), and 2025 (Harrowsmith). Staff will be reviewing the event each year and providing a report to this committee and to Council. A final report will be provided at the end of the trial program in 2025. 10 buses have been contracted to shuttle people from various sites across South Frontenac to the host site. Some value-added elements will also be included for those who take the bus including glow sticks and stickers for the children.

Municipal and Municipality Supported Event Updates for Late Q1 and Q2

Summary This report serves to update the committee on the late Q1 and Q2 municipal and municipally supported events.

Recommendation This report is for information only.

Background There are several municipal and municipally supported events for this committee to be aware of that took place since the last committee meeting and that are upcoming into the end of the quarter. This includes direct municipal events and municipally supported events.

Discussion/Analysis Community Recreation & Leisure Services Fair On March 25th, over 25 service clubs, teams, and associations came together to promote their offerings. Families were invited to attend to learn about and register for all sorts of sports and leisure activities in the community. Despite the snowy weather, the turn out was decent at about 270 people through. Touch the Truck The Public Services team, along with the emergency services in South Frontenac, hosted the annual Touch the Truck event on May 3rd. Despite the rain, we welcomed over 730+ people to the event, raised $1,649.31 for Southern Frontenac Community Services, and collected over 230 lbs. for the foodbank. Frontenac Farmers Market (municipally supported) The Frontenac Farmers Market has a new look, new date, and new time. They will be at Centennial Park under the newly constructed Grand Pavilion in Harrowsmith every Friday afternoon from 3:00 pm – 7:00 pm. They are set to host added value elements all summer long including live music, face painting, yoga, and more. the season and is set to host a special kickoff event that will feature over 40 vendors, a beer garden, and a seedling sale. Summer Kickoff Music Festival The first Summer Kickoff Music Festival is set to take place on May 27th from 4:00 pm – 10:00 pm. The event will be a true celebration of local talent and artistry, bringing together masters of their craft in the music, food, and drink industries here in South Frontenac. Admission is free thanks to the generosity of our community sponsors. Volunteers are needed. Please contact Amanda for more information. Music in the Park The Music in the Park summer series is returning for 2023. The events are scheduled for June 24th in Verona, July 29th in Battersea, and August 19th in Sydenham. They will be from 1:00 pm – 3:00 pm and will feature live, local, acoustic music on the beautiful beaches of South Frontenac. The line up will be announced in June.

Recommendation This report is for information only.

Background In 2022, Council endorsed the Recreation, Parks, and Leisure Master Plan. The Plan made several recommendations for a comprehensive review of all recreation service fees, facility rental fees, allocation policies, and related procedures, resulting in a Recreation Service Fee & Facility Allocation Project.

Discussion/Analysis The public engagement phase of this project is currently underway. Throughout the month of May, key staff and all members of Council were invited to participate in interviews regarding the plan. The next phase of the project involves public engagement, including an opportunity for input from the user groups that frequently book South Frontenac facilities, as well as all members of the public to help inform the plan. Throughout the month of June, all user groups, clubs, associations, etc., who use South Frontenac facilities are invited to take part in a targeted survey to ensure their thoughts are captured before a draft plan is created. The Townhall electronic message sign, as well as the three portable message signs for the week of June 12th – June 16th. A media release scheduled for June 12th. An inclusion in the Frontenac News banner on June 15th, 22nd and 29th. Social media posts on June 12th, 19th, 26th, and July 4th.

Throughout the summer, the consultant will by compiling the information from the research and engagement phase into a draft recommendation to present to this committee on the August 24th meeting. Pending approval, the report with the recommendation for approval and adoption will go to Council on September 12th.
