Township of South Frontenac Recreation & Leisure Services Advisory Committee Meeting Minutes Meeting # 02 Time:6:00p.m Location: Council Chamber/Virtual

Present: Karl Hammer, Councillor Ray Leonard, Paige Moreland, Councillor Norm Roberts, Paul Wash, Marie Wilkins, Holly Wilson & Michele Zigman.

Briefings

Jon Hack, Serria Planning & Management was present to speak to the Committee regarding the Recreation Services Fee & Facility Allocation Project. Please see the following documents: https://engagefrontenac.ca/recreationfee-and-facility-study In response to a question from Paul Wash regarding Township residents versus non-residents using the facilities, Jon Hack advised that having resident

Minutes of Recreation & Leisure Services Advisory Committee May, 25, 2023 versus non-resident fees can be complicated and what the plan will provide is a user fee for the time the facility is used. In response to a question from Holly Wilson regarding how the user fees will be communicated to the public, Jon Hack advised that there will be a public process, a public stakeholder meeting and the current surveys to the public. Councillor Roberts advised that historically Council will advise user groups and the public well in advance of the next years proposed budgeting to ensure the fees can be incorporated into their budget. 7 a)

Business Amanda Pantrey provided an overview of the staff report. In response to a question from Shane Peters with respect to staffing shortages Amanda Pantrey advised that we are not alone in the shortage of qualified swim instructors, it is predicted to last five years and it is nation wide. Amanda Pantrey also advised that it is very difficult for the Township to offer NLS instructions as it requires the use of a pool. In response to the question regarding numbers of Day Campers at McMullen Beach for 2024 and opening up more spots at The Point Park Day Camp for 2023 Amanda Pantrey noted that The Point Park is at its maximum capacity, there is no more space and the staff hired reflect the number of campers allowed. She also advised that the numbers recommended for 2024 mirror the numbers at Gilmour’s Park. Amanda Pantrey noted that Day Camp registration opened at 12:00 am and not at 8:00 am. Amanda Pantrey provided clarity that there are enough lifeguards and swim instructors currently hired for the programs that will be available. Shane Peters asked if there is a known demographic for the registrations for Camp and swim lessons this year, and if there was a limit to the number of weeks that each child could be registered for. Amanda Pantrey responded that there was no cap on the number of weeks that could be registered. Amanda Pantrey also advised that most of the registration was from residents, but some were from Kingston.

Resolution No. 04 Moved by Shane Peters Seconded by Marie Wilkins That the Recreation & Leisure Services Advisory Committee provide the following recommendation to Council: That Council approve the expansion of the Day Camp program to the McMullen Beach Site with space for 25 campers for 2024; and That Council endorse the extension of the recruitment and retention plan for qualified Swim Instructors and Lifeguards into 2024. Carried b)

2023 Canada Day in South Frontenac Amanda Pantrey provided a summary of the 2023 Canada Day in South Frontenac Staff Report.

Minutes of Recreation & Leisure Services Advisory Committee May, 25, 2023 In response to Councillor Robert’s question, Amanda Pantrey advised that the shuttle busses for the event will be full size school busses.

c)

Municipal and Municipally Supported Events - Late Q1 and Q2 Amanda Pantrey provided an overview of the Municipal and Municipality Supported Events - Late Q1 and Q2 Staff Report. Paul Wash commended the work well done on events to date.

d)

Recreation Services Fee & Facility Allocation Project Amanda Pantrey delivered a recap of the Recreation Services Fee and Facility Allocation Project Staff Report. Amanda Pantrey provided clarification that specific user groups of Township facilities were sent an email with a direct survey to the Township user groups, and there is also an opportunity for the general public to use Engage Frontenac to provide feedback about the study. In response to a question from Holly Wilson, Amanda Pantrey advised that the study is strictly for facility use, fees and how we rent facilities, it is not for programs provided by the Township.
