Present: Karl Hammer, Councillor Ray Leonard, Shane Peters, Councillor Norm Roberts, Paul Wash, Marie Wilkins, Holly Wilson & Michele Zigman.

Business

a)

Community Sport and Recreation Infrastructure Fund Application Amanda Pantrey provided an overview of the report. In response to a question from Holly Wilson, Amanda confirmed that staff have been in contact with the local MP’s office to raise awareness of the Township’s application to the fund.

b)

Seasonal Event Report Amanda Pantrey provided an overview of the report. Holly Wilson, Chair, opened up the floor to questions from members of the Committee. No questions were received.

c)

Recreation Service Fee and Facility Allocation Project Update Tim Laprade provided an overview of the report and an update regarding the public meeting held on November 19, 2024. In response to questions from Marie Wilkins and Councillor Roberts regarding current non-paying users, Tim Laprade clarified staff’s approach to phasing in the fees for existing groups who do not currently pay fees. He provided additional details regarding the categories of users and the associated fee structure. Amanda Pantrey added an explanation regarding the method used to calculate the phased fee structure. Shane Peters questioned how many groups of existing users were represented at the public meeting. Tim Laprade provided an estimate and additional information about the public meeting.

d)

2025 Capital Budget and Long Term Plan Tim Laprade provided an overview of the report. Councillor Roberts posed a question regarding playground replacements with regards to accessibility requirements. In response, Tim Laprade explained the requirements under the Accessibility for Ontarians with a Disability Act (AODA) and that some playgrounds need to be replaced to meet those standards. Karl Hammer spoke in support of the Township providing unique and successful recreation opportunities. Holly Wilson requested clarification regarding the estimated timeline for the Committee to receive the 5-10 year Recreation & Leisure Capital Plan. Tim Laprade explained that the report will be coming forward once the facility and boat launch condition assessments are complete as these assessments are key drivers to the asset management plan, and provided an estimated timeline for mid-2025. In response to a question from Holly Wilson regarding project prioritization, Tim Laprade explained the approach to assessing the projects and noted that Council will make the final decision. Summer Program Registration and Fees Model Amanda Patrey provided overview of the report. Shane Peters inquired about staffing and if competitive wages and potential growth were considered. Tim Laprade responded that the staff are exploring adding an additional camp to meet demand. He spoke to the method of setting staffing ratios across the various sites. Amanda Pantrey commented on this season’s successful recruitment and provided additional details regarding the approach to setting the staff wages. Shane Peters suggested that staff engage with the public if there is a consideration for adding a cap to the number of weeks available for registration. In response to a request from Marie Wilkins regarding a cancellation policy, Amanda Pantrey mentioned that a policy is being developed. Holly Wilson inquired about staff’s approach to benchmarking other municipalities and if the Township’s model is in accordance with those municipalities. Tim Laprade provided information regarding staff’s involvement in a regional recreational professional network which is utilized for research and benchmarking. Amanda Pantrey added information regarding the research method. In response to a question from Holly Wilson regarding the impact of these changes to the ratios of resident vs non-resident and revenues, Amanda Pantrey clarified that staff will review trends to help determine future decisions. Councillor Roberts spoke in support of the report and commended staff on their work. Resolution No. 05 Moved by Councillor Roberts Seconded by Shane Peters That the Recreation and Leisure Services Advisory Committee support the proposed changes to the summer program registration model outlined in Report Number 2024-013; and That the Recreation and Leisure Services Advisory Committee support the proposed changes to the summer program funding model outlined in Report Number 2024-013. Carried
