Recreation, Parks & Leisure Master Plan Update The public engagement part of the plan has been going forward through EngageFrontenac.ca. Public survey closes on May 31st, 2021, but many other ways to contribute through the website. Next steps include a needs assessment and a draft report presented to the Recreation Committees from the consultants. The final phase includes a draft report to Council, correcting any feedback and adoption from Council.

Capital Project Updates • • •

Storrington Centre - The drawings for the Storrington Centre were reviewed and comments regarding the size of the coat storage, the storage room and removing the column will go back to the architect. Multi-purpose pad - The Multi-purpose pad facility will be completed next month. Verona Courts - Quotes to resurface came in $50,000 over budget so the project has been postponed. Staff will investigate other options, including expanding the surface to make room for two regulation recreation sized courts. It will be reviewed in the 2022 budget. Gerald Ball/ Centennial Courts - Some repair work is required. The court contactor will be onsite on June 1st to complete this work. They will be closed for two days at most. This is covered under the warranty. Frontenac Community Arena - Project moving along very well. Should be complete in the next few weeks. The arena will re-open in the second week of September, COVID-19 pending.

2021 Swim & Day Camp South Frontenac Township will cancel Swim & Day Camp once again this summer due to COVID-19. The Township does not have the capacity to host a camp with the restrictions are in place. Staff are organizing a parks drop-in program. Details about the program will be available in the coming weeks.
e)
Net-Sport Court Allocation Process The new process is rolling out. There was over 3000 hours of court-time requested for this year. The process will be reviewed again post-season and adjusted as needed.

New Business
a)
COVID-19 - Steps to Reopening South Frontenac Recreation Facilities The Township is not responsible for making up the regulations but required to follow local and provincial mandates. The Township will adjust the restrictions on our facilities based on the 3 Step plan announced by the province.
b)
South Frontenac Museum update The Museum cannot open until the province enters Step 3 of the reopening plan. When permitted to operate, the Museum will be open on Wednesdays, Saturdays and Sundays until Labour Day.
c)
South Frontenac’s Public Services staffing changes and updates The Township welcomed Troy Dunlop as the Manager of Technical Services & Infrastructure.

Frontenac Farmers Market - Started over the long weekend, they will operate every Saturday from 9:00 am - 2:00 pm until October. Lakes & Trails Festival - Councillor Sutherland provided and update including the plans for a scavenger hunt, family bike rides, and guided paddle on the lake. No food will be on site this year. If permitted, the event will take place July 17th, 2021. Open Farms (presentation from County Staff starts at 28:45 minutes) Scheduled for September 10th (virtual), and 11th and 12th (hybrid event
- some in-person and some online). It will be a time and ticketed and ‘hub and spoke’ model event with the hub being at Centennial Park in Harrowsmith and the spokes being on local farms. Pumpkin Festival - October 2nd this year. Event organizers hoping to do a walk-through in-person event with a take home kit at the end of the walk-through for families to bring home and complete on their own.

1.0 Introduction This report documents the community consultation findings for the Township of South Frontenac’s Recreation, Parks and Leisure Master Plan. The consultation program was administered during the spring of 2021 and comprised of a random sample telephone and an online survey of resident households, focus groups with recreation organizations and interests, telephone/video conference interviews with municipal representatives and community organizations, and an interactive online platform (engagefrontenac.ca). The random household telephone survey was conducted by Oraclepoll Research Ltd., and the results of that survey are contained in a separate report (please see Appendix A). The core questions in both the random and online resident surveys were the same. The online version, however, included additional questions to solicit more detail on some topics. Random surveys provide a more representative picture of resident views,as it includes both users and non-users of recreation services. Online surveys have the benefit of being open to all residents who wish to share their views on recreation. Since participation is not random but selfselected, however, results generally tend to over-represent residents who use recreation services and support increased provision. For these reasons, we conducted both a random survey and an online resident survey. This report documents the consultation process and findings, under the following main headings:
• online survey of resident households • facility and park user group survey • community service, business, and small organization survey

• summary of stakeholder interviews and focus groups
• participation on engagefrontenac.ca As noted above, the random survey results report is contained in Appendix A. It is important to note that the report documents feedback as we received it. It does not include critical evaluation of the findings to date against background research, and additional inquiries to clarify/expand on relevant information. As such, the material presented here comprises participants’ opinions only, including contradictory views, and issues that may be beyond the scope of the Master Plan. Our primary purpose here is to faithfully reproduce the input gathered through the consultation activities. The introductions to each survey requested that respondents answer the questions based on their pre-COVID use of recreation services. Similarly, for questions dealing with the future, respondents were requested to think ahead to the time when full access to recreation services will resume. While this report is a stand-alone document, the information presented here will be reproduced or summarized in the Master Plan report, as appropriate, to provide the information base for analysis and recommendations. Recreation is defined as, “the experience that results from freely chosen participation in physical, social, intellectual, creative and spiritual pursuits that enhance individual and community wellbeing.” Canadian Parks and Recreation Association/ Interprovincial Sport and Recreation Council (February 2015). 2.0 Online Survey of Resident Households 2.1 Introduction This section presents the results of selfselected participation in the online survey of Township residents. The purpose of the survey was to gather residents’ opinions and comments on service needs and interests of their households to be addressed in the Recreation, Parks and Leisure Master Plan. Although the survey was directed to residents, it did not preclude non-residents from participating. Question 1 screened for residents of the Township. The survey differentiated between the two groups to be able to clearly distinguish taxpayers’ opinions from those who might use services in South Frontenac but do not live in the Township.

The survey was made available via a link that was posted in the project section on EngageFrontenac, the Township’s website, and promoted through municipal social media channels. It was available from May 3 to May 31, 2021. A total of 486 respondents accessed the survey. The survey was designed so that it did not require answers to any of the questions, since people are more likely to exit a survey that tries to force responses than one that allows the flexibility to choose. As a result, however, the total number of respondents varies by question. The survey findings are discussed under the following themes:
• current use of municipal recreation facilities and parks
• recreation program/activity needs and interests
• trails, lakes and boating facilities

2.2 Current Use of Municipal Recreation Facilities and Parks Question 1: Do you or other members of your household use municipal indoor recreation facilities in the Township of South Frontenac? Among the 486 respondents to this question, 39% (192) of them said that they or members of their household use municipal indoor recreation facilities in the Township of South Frontenac. Fifty-four percent (262) said they do not use municipal indoor recreation facilities, and 7% (32) were uncertain (Figure 1).

There were 17 other responses including S&A Hall in Harrowsmith (3), Grace Centre (1), the Harrowsmith Free Methodist Church (6), and Bell Rock Community Hall (1). Four responses for “other” indicated the use of outdoor facilities such as Sydenham Lake Beach (1), Centennial Park (2), and The Point (1).

3.0 Facility and Park User Group Survey 3.1 Introduction
• Frontenac County Minor Softball
The Township developed comprehensive lists (contact name; agency or organization, if applicable; email or mailing address; phone number) of the groups and organizations to be invited to complete the survey.
• Southern Frontenac Community Services
Twenty-four volunteer groups that regularly use municipal facilities to offer sports and recreation programs and/or events received an emailed letter of introduction about the Master Plan and the purpose of the survey from the Township, along with the link to access the questionnaire. The letter was sent the week of April 12, 2021. In order to optimize response, two reminders were issued and the survey was made available until May 15, 2021. A list of organizations that were requested to participate is provided on the final page of this section.

- Please provide the full name of your organization, and related information with a phone number and email address for follow-up, if required. A total of 24 organizations received the letter and two reminders from the Township requesting their participation in the survey. Twenty (20) groups on the original list completed the survey. The survey was completed by one group that did not provide identification. One group that was not on the list also participated. Twenty-two groups, therefore, participated in the survey. Since respondents were not forced to answer any questions, however, not all groups responded to all questions. The groups and their home base are noted in Table 20.

- Frontenac Frolic, Fund Raiser: Cow Flop Bingo, Silent Auction, Flea Market, Sandwiches, coffee, soft drinks, Bake Sale, Book sale, Petting Zoo, Reptile Exhibit. Fire Department Display, Other Educational Exhibits,
- Open Farms
- Battersea Pumpkin Festival: Battersea Pumpkin Festival is a one day family event held every October (for the past 25 years
- prior to Covid). It showcases the best Battersea has to offer, ensuring the entire village in South Frontenac Township is highlighted. Events include: Pancake Breakfast, Parade, Miniature Railroad rides and display, Wagon Rides, Haunted Barn, Crafts, Pumpkin Carving, Cookie Decorating, Family Games, Face Painting, Inflatables, Story Telling, Performances, Petting Zoo, Pie Social, Musical Entertainment, Pie Eating Contest, Giant Pumpkin Carving and Guess the Weight Contest, a Vendors’ Market, etc. A small volunteer committee (a committee of council) meets several times a year to coordinate the coming together of local organizations and businesses and many other volunteers to put on a day of affordable family fun throughout the village of Battersea. Participating organizations include: Frontenac Society of Model Engineers, Battersea United Church Board of Stewards and Storrington Volunteer Firefighters. Local businesses and service groups also participate in a variety of ways.

• Reaching potential participants through improved communications systems, especially internet services which are essential and currently extremely poor.

• In good weather the Pumpkin Festival
operates at capacity. i.e. Battersea is only so big. We use the Public School parking lot and a bus service to accommodate parking needs. Accessible township washrooms in the ball park would decrease some of the festival expenses (we rent porta-potties). Perhaps the Township could support festivals and event by having contracts (and funding them) with a company that rents the large festival tents. This would greatly reduce our costs. Tent rental is our greatest expense.

The most frequently reported needs for assistance among the options listed were: marketing and promotion (53.8% or 7 groups), facilitating partnerships and/or help with insurance (each 46.2% or 6 groups), and fundraising and/or assistance with funding applications (38.5% or 5 groups) (Table 32).

Our organization has mostly funded our own construction and activities, although we have also made use of the community grants program for infrastructure for serving the public (i.e., passenger cars). 4.0 Community Service, Business and Small Organization Survey 4.1 Introduction In addition to a survey of major facility user groups, a shorter questionnaire was sent to smaller community organizations and local businesses in sport, fitness and recreation. Since the survey was sent to a range of organizations, and not all questions would be applicable to all respondents, questions were largely designed as open-ended to allow elaboration. Forty-five (45) organizations received an emailed letter of introduction about the Master Plan and the purpose of the survey from the Township, along with the link to access the questionnaire. The letter was sent the week of April 12, 2021. In order to optimize response, two reminders were issued and the survey was made available until May 15, 2021. A list of organizations that were requested to participate is provided on the final page of this section. The results are presented here.

Dog and Cranberry Lakes Association The members of the DCLA are almost all lakeside residents. They may live here full time or own a seasonal cottage. Our mission is to “Provide stewardship of the lakes and surrounding environment for present and future generations.” We: Communicate and collaborate with organizations who share our mission and goals of; conservation, water quality, fishing and recreation, native species protection, shoreline restoration; Advocate for our members regarding planning and development issues on and around the lake lands through; representation on the South Frontenac Lake Advisory Committee, hosting all candidates’ meetings and collaborating with / representing your concerns to the numerous agencies; Promote community by hosting regular social and educational events and by supporting local businesses; Manage a website and on-line membership platform for scheduling events and accepting fees/registrations for membership, events; Plan for our association’s long term strategic initiatives and develop specific goals, objectives and actions, which are reviewed on a 2 year basis; Host fundraising events for our “Lake Health Action Fund” to support initiatives in our long range plan
St Patrick’s Knights of Columbus Council St Patrick Knights of Columbus Council is located at the historic St Patrick’s church in Railton. The Council is a fraternal benefit group of parish men from South Frontenac that participate in regional fundraising activities such as the Kingston Kettle Campaign and the Knights of Columbus Annual Car Raffle (proceeds going to the Arthritis Society). Sydenham Academy of Martial Arts To teach martial arts for a reasonable rate this way anyone can participate and not just the well off. We offer classes for kids, teens and adults every Wednesday night at the Grace United Centre. Most of our students are local with a few coming in from Kingston.
Frontenac 4-H Association 4-H is a program for youth 9 to 21 years of age. There is also a Cloverbuds program offered for 6 to 8 year olds. Run solely by volunteers the organization offers a variety of clubs, ranging from livestock to life skills. The majority of members and volunteers reside in South Frontenac and the greater (rural) Kingston area. There are some members from Leeds. Now, during Covid, virtual meetings allow members from across the province.

Inverary Lake Residents Association Our purpose is to work together to preserve the water quality and wildlife on the lake by keeping up to date on local issues. One of our members does water testing with Lake Partners so we can monitor the water quality on an ongoing basis.
Verona Community Association We are a community-based organization Supporting events throughout our community, including but not limited to, Christmas in the village, Christmas day dinner, Remembrance Day service, winter breakfast, car show, etc.
Cataraqui Region Conservation Authority Cataraqui Conservation is a communitybased environmental protection and advisory agency. Our core mandate is to work in partnership with local municipalities, provincial and federal government agencies, environmental organizations and the general public to monitor and protect water, natural habitats, shorelines, and promote sustainable living in our community. Cataraqui Conservation has jurisdiction over 3,800 sq. km of land from Greater Napanee in the west to Brockville in the east. Within South Frontenac Cataraqui Conservation owns and maintains the Gould Lake Conservation Area, the Cataraqui Trail from Strathcona to Smith Falls, Sydenham Lake Boat Launch (east end), Loughborough Lake Boat Launch (Perth Road), as well as lands that are currently undeveloped and public access is not provided. The Conservation Authority also provides legislated development review services, provide plan input under service agreements with municipalities, Flood Forecasting and warning, as well as the maintenance and operation of water control structures. Cataraqui Conservation serves the local community and attracts visitors from outside the region to our properties that are open to the public.
Frontenac Women’s Chorus I am the new director of the Frontenac Women’s Chorus, Kingston and area’s first, and longest operating, all women choir. The Chorus provides regular concerts in both South Frontenac and Kingston, with the

majority performances in South Frontenac. Choir members come from across the entire South Frontenac area, as well as some from Kingston as well.
Seniors and Law Enforcement Together We are a committee that includes agencies and residents develops and presents topics of interest to older adults in rural Frontenac County.
Verona Lions Club To create and foster a spirit of understanding among all people for humanitarian needs by providing voluntary services through community involvement and international cooperation. We offer support for vision and hearing, fire victim relief in our community. We have hall rental facilities for family, community, recreational and celebratory events. Host a variety of fundraising community dinners, a Garlic Farmers market and other recreational events.
Storrington Lions Club To make Storrington District closer and stronger by improving our residents’ quality of life. The majority of our residents are from Sunbury, Inverary and Battersea: Storrington District in South Frontenac Township. We operate the Storrington Lions Club Hall which hosts many private and public events.
Rural Frontenac Community Services Rural Frontenac Community Services provides a wide range of services enabling residents to live rural life to its fullest. We operate programs across Frontenac County including Youth Programming (ages 6-21), EarlyON programming (ages 0-6), and Frontenac Transportation Services (provides transportation to all residents). Specifically, in South Frontenac our EarlyON program serves

infants aged birth to 6 and their parents. EarlyON has sites located in Sydenham, Harrowsmith, Sunbury, and Verona. In addition, our Youth program serves ages 6-12 and operates a once a week after school program at Prince Charles Public School in Verona.
Fantasy In The Forest Art Show We host an Art and Craft show twice a year with 81 participating artists. Each show sponsors emerging artists as well as booths for non-profit groups.
Nomad Yogini I provide fitness/yoga/pilates classes in and around South Frontenac. Most clients are retired and residents of South Frontenac. A few travel from Kingston for classes.
Harrowsmith and District Social and Athletic Club We are a nonprofit organization that opened in the 1960’s based in Harrowsmith and we have members all over South Frontenac and Kingston. Over the years we have organized: Cookies with Santa; Santa Claus Parade; Canada Day celebration where over 2,000 people attend; Family Halloween nights; New Years Eve parties; Pot Luck dinners; Games nights; Baseball. We rent our hall for meetings, family gatherings, and sponsor/ organize community yard sales and auctions. We provide high school students with community volunteer hours. Babysitting courses have also been provided. As stated by Dr. Mark Hyman “The power of community to create health is far greater than any physician, clinic or hospital.”

West Devil Lake Property Owners Group
Locally, we aim to help make our community a better place to live in by, aiding our elderly, our youth, those less fortunate, the environment and, our members in every way possible. We have a variety of hospital equipment that we lend to people in need regardless, of where they live. Whether it be for hip or knee replacements, any other type of surgery, stroke patients and the elderly. We host monthly events such as: Dinners; Youth dances for elementary school children where we offer a safe place for them to gather and enjoy fun and games led by our wonderful DJ’s; Our Ole Tyme Fiddlers Open Mike is very popular among the older generation.
We are a property owner’s association representing 84 owners who use their properties on a seasonal, semi-permanent and permanent basis. 80% are Canadian residents predominantly from Ontario (Ottawa, Kingston, & Toronto), and 20% are US residents. Our main goals are to maintain the private lanes, provide and maintain a garbage and recycling site, monitor and report lake water quality and other environmental issues, and provide social activities (Canada Day Boat Parade and social and informational gatherings).
BellRock Community Hall
We are initially a painting group but encourage anyone in the community to join us with whatever arts creative activity they want to bring. e.g., on person does rug hooking, another drawing. The majority of the people in our group live in the immediate area. One lady comes from the apartments beside Fairmount Nursing Home another occasional visitor from Kingston. The group is open to anyone in the community. Posters appear regularly in the building and at the library. We also invite anyone interested through the local Frontenac Paper and Catherine Russell’s community news emails.
Community facility used for community events: exercise classes, dinners, dances, concerts, euchre tournaments. Available for other events (weddings, funeral receptions); stage and lighting system available for theatre presentations. Gathering place for seniors’ games. Host of Repair Cafe events. Community garden and games field outside the hall. Supported by efforts of a small group of volunteers and fund-raising events plus rental of the hall.
Bedford Jam (open mic) The Bedford Jam is an event that lets people come to sing classic country music, bluegrass, & gospel or whatever they would like. They come from all over, “outside South Frontenac.” They enjoy an afternoon of people singing & playing their musical instrument.
Art Group
South Frontenac Community Services Grace Centre The Grace Centre is a community hub offering older adults (aged 55+) in South Frontenac a range of programs to support an active lifestyle. I have volunteered (pre-pandemic) to assist the Grace Centre by offering senior fitness classes / dance exercise and tea dances. Most participants were from the South Frontenac region but would also include visitors during the summer months or friends of regular participants e.g., tea dances.

Laurie’s Quilters We are a group of volunteers that meet twice monthly at Trinity United Church in Verona to make quilts and donate them to persons dealing with life threatening illnesses. We do this within a 50 or so km radius of Verona. Most of the volunteers are from South and Central Frontenac but some come from Kingston and Odessa.
Kingston Hockey Development Center We strive to provide athletics development for families from the area, with a focus on developing hockey and its athletes, strength and conditioning for athletes from various sports and other well-being services for our youth (summer day camp, nutritional coaching, etc). Our clients come from all around the Greater Kingston area (Napanee, Yarker, South Frontenac, Kingston, Gananoque).
New Leaf Link Response 1: New Leaf Link (NeLL) is a nonprofit charitable organization that supports adults with developmental disabilities. NeLL provides programming in Arts, Healthy Living and Community participation. We focus on activities that develop independent life skills, communication, exercise, social interaction and community involvement. NeLL programs typically take place from 9:30 am to 2:30 pm on Tuesdays, Wednesdays and Thursdays. NeLL rents venue space at the Harrowsmith Free Methodist Church for this as it provides a gymnasium, kitchen area for food preparation and accessible washrooms. NeLL programming consists of: - Arts – Talented Instructors help participants explore many aspects of the arts including drama, puppets, music, printmaking and visual arts. Each year we produce and perform an original play for Open House Events. We also gather at outdoor recreation areas for outdoor music sessions,

especially during Covid. - Community Participation - We visit local businesses and organizations to learn more about the community. Guests are invited to our program to share their passions and talents. We plan monthly lunches to explore local catering and invite friends or family to join us. - Healthy Living - NeLL provides various exercise programs such as dance, karate, QiGong, walking etc.to develop flexibility, balance, strength and endurance. We learn to cook healthy foods that are then shared together. Participants are anyone aged 18 years and older who has a developmental or physical disability. The majority come from South Frontenac, with some from Central Frontenac. Response 2: New Leaf Link (NeLL) is a nonprofit charitable organization that provide programming for adults with developmental disabilities. Many of our participants have mobility and/or sensory issues related to their developmental disability (e.g., use of a walker, blindness, hearing impaired, etc…). Our mission is to recognize, extend & support participants’ interests in an environment that fosters long-term relationships & enriched lives. At its core, NeLL is a friendship project. We provide programming 3 days per week in the Arts, Healthy Living, and Community Participation focusing on health, fitness, nutrition, art, music, photography, dance, drama, adaptive technology and community participation. We invite guests from the community to visit our program and visit businesses/organizations in the community monthly. Our participants and guests are from South Frontenac, Kingston and North Frontenac.

This is becoming more and more important for us to function effectively, especially since some of our members attend meetings remotely these days, via zoom. And we are hoping to have our American cottage owners keep this up after Covid! So, high speed internet service at the Storrington Centre would be a much appreciated enhancement/improvement. e) As a not for profit community group our funds are limited. For regular meetings we appreciate not having to pay. And for environmental education events we hold, we welcome anyone interested outside our membership so feel this is a valuable service to the community as well. We could be open to fees for activities that are purely social in nature or geared towards fundraising.

An appropriate sound system was set up to help accommodate this. a) new user; we will be using the parks and sports infrastructure in Harrowsmith to run summer day camps and youth development programs for athletes. b) great!

c) we are getting a lot of interest in our programs which we have to drastically limit because of the pandemic but would love to increase usage to suit the demand of the families; possibly expanding in other areas of South Frontenac than Harrowsmith as required in the future. d) I think the outdoor facilities are in themselves better quality and more accessible than in town. However, supporting structures like running water fountains could help make it easier to use. A 400m track would also be lovely. e) I think high prices will kill sports post pandemic, given the huge economical hit and the fact sports, fitness and well-being won’t be considered a necessity for most families. Beyond recovery from the pandemic, I think it would be reasonable to move from a “cost-recovery model” to an “infrastructure exploitation and growth funding model.”

Response 1: Yes, we do. Potential NeLL participants represent a significant number of persons in the community who, once finished their school years, are not able to work and have no continuous learning or social programs or services available to them. They are a forgotten segment of the population and their families are burdened to support them until they become too old to be able to do so. Group homes in Kingston have long wait lists and are generally not made available until a catastrophic event in the family support unit necessitates urgent action. Then participants must leave their home community to have housing. This is something that NeLL is well positioned to address with the municipality as to needs assessment and planning. From the recreational perspective, NeLL would be willing to contribute to the planning of accessible outdoor spaces for gatherings and nature experiences. Response 2: We are always happy to collaborate with the Township. New Leaf Link serves a very specific population of adults with developmental disabilities. Families/ agencies need to apply to our program so it isn’t an open recreational program for everyone in the community. We hope that the Township has our information (website: newleaflink.ca) to inform constituents of our program so that we can provide services to those individuals that would qualify and benefit.
Kingston Hockey Development Center
This summer, we will be running summer day camps to try and help families from the area that are looking for solutions for childcare during the school holiday. It was impractical and a big liability for the Township to be able to recruit, hire, train and use summer staff to run a day camp in a time of pandemic and it make tons of sense. With a more nimble structure here, and with young adults we’ve been training and mentoring for years, it’s a lot easier for us to scale to meet the demands of the pandemic to safely run a day camp for the families that would want to have their children participate. In hoping that this is our last summer of pandemic, we would love to work in a partnership with the Township for future opportunities. Our structure allows us to quickly adapt to what is needed around us staff and training wise and leveraging the Township’s sports infrastructures could enable us to provide quality programming by our staff using absolutely amazing sports fields such as the Township has at its disposition. It could be a great way to maximize utilization of outdoors sports infrastructures for the Township, having a service offered for families needing childcare support over the summer, and creating employment for all the young adults we’ve trained, developed and mentored as productive members for the well-being of our local youth

Cataraqui Region Conservation Authority: Cataraqui Conservation properties can play an integral role in providing recreational facilities in South Frontenac. The Cataraqui Trail is a regional trail that includes a portion the great trail (Trans Canada Trail). Similarly, Gould Lake is a pristine property with wilderness trails and a small day use area where a beach is accessible. The Gould Lake Conservation area also is used by the Limestone District School Board for outdoor education programs and they have facilities at the property as well.
Frontenac Women’s Chorus: It would be fabulous if there were a centrally located and publicly available venue that had excellent acoustics and sufficient space to be used for a performance hall.

5.0 Stakeholder Interviews and Focus Groups Stakeholder interviews and focus group sessions for the Recreation, Parks and Leisure Master Plan took place between December 2020 and February 2021. There were 24 interviews conducted with staff and members of Council from the Township of South Frontenac, staff from Frontenac County, representatives of local community organizations and agencies, such as South Frontenac Community Services (SFCS), the Frontenac Community Future Development Corporation, the Frontenac Community Arena Board and a local competitive athlete (Table 41). 5.1 General Comments/Feedback Interviews: Based on discussions with stakeholders, South Frontenac is often described as multiple different villages or communities that all have uniquely distinct characters and heritage. South Frontenac is viewed to be a financially strong municipality, so many believe there are opportunities to invest in improving recreation, parks and leisure programs and facilities in the Township. However, any recommendations for services and programs would need to be feasible – fully assessed and have a practical financial budget. It was also mentioned that services and facilities in South Frontenac need to be more equitable to ensure everyone has equal and fair access. As the population grows, considering diversity and inclusivity of different generations, cultures, and age groups in South Frontenac is important. As a result, a need for more formal planning of parks, recreation programs and facilities was identified to address the evolving needs and interests of South Frontenac residents. A key observation from many stakeholders during discussions is that the COVID-19 pandemic has led to significantly more use of outdoor facilities, such as parks and trails by both residents and visitors.
Focus Groups: Focus group participants indicated that the settlements in South Frontenac each have distinct identities, and that there is tension between wanting to preserve the unique character of each, versus trying to foster one overall ‘South Frontenac’ identity. In addition, the geography of South Frontenac in addition to the cultural disconnect between settlements, there is also geographic separation, by distance and lack of connections (few roads, trails, etc.). Some participants suggested more physical connections (e.g. trails, cycle routes), as well as community events focused on bringing people together to foster a more cohesive South Frontenac identity. There were also calls to improve communication between the Township and residents concerning information about recreation programs, activities and events that are available/ occurring in South Frontenac. In addition, there were requests for more signage at amenities and facilities, such as trails, boat launches, and bike lanes, and easily accessible information for users to better understand expectations and guidelines when using specific facilities or amenities.

5.2 Recreation Activities Programs & Events Interviews: South Frontenac is a popular place for recreation for both residents and visitors alike due to its existing trails, parks and lakes. There is support to increase funding for recreation in South Frontenac. Pickleball and stocksport were consistently mentioned as increasing in popularity among South Frontenac residents and visitors. The Township is home to festivals and celebrations that are highly attended, such as the Lakes and Trails Festival, the Santa Clause Parade, and Canada Day celebrations that occur in several villages/communities. However, interest was expressed in creating larger Township-wide celebrations, such as for Canada Day, to help build a stronger sense of community across South Frontenac. There were appeals to ensure fair and equal access to recreation services and programs for all residents of all ages throughout the Township, such as young families or those who do not have regular access to transportation (e.g. private vehicle, public transit). There was also acknowledgment among staff and Council about the important role of volunteers in recreation activities, programs and events held in South Frontenac, and a need to better support volunteers as they are key resources for Township staff and the community as a whole. Focus Groups: Though South Frontenac offers many activities, events and programs, there is interest in more varied recreation programming for all age groups that is affordable and equitable for all residents, such as more family-centered programs and activities. Local community clubs and groups run their own programs or activities, such as sports (e.g. pickleball, soccer, softball) and arts and culture (e.g. sewing, quilting,

heritage), and host events (e.g. the Santa Clause Parade, Lakes & Trails Festival, the Annual Frontenac Frolic). However, groups indicated a need for more support and investment (e.g., grants/external funding) to encourage more recreation programs and events in South Frontenac. There were also requests from various community groups and clubs for the Township to do more to address the declining number of volunteers for recreation activities, programs and events as they are necessary to provide support to event organizers (e.g., creating a central portal to help connect interested volunteers with community groups, clubs or organizations).
5.3 Recreation Facilities Interviews: There are many recreation facilities located in South Frontenac, but some are underutilized and require repairs or upgrades. There were suggestions to transfer some of the underutilized facilities to volunteer groups if interested, but many residents do not support that idea. As a jointly owned and operated facility, the Frontenac Community Arena is well used by residents from both South Frontenac and Central Frontenac. Upgrades still need to be completed to make the building is fully accessible (e.g. access to the top floor). Accessibility is a concern that needs to be addressed for other Township facilities as well. There has been consistent requests by residents for more indoor and outdoor facilities, such as stocksport courts, pickleball courts, and a skatepark, as well an interest in a splashpad and a pool, but there are concerns surrounding operating and maintenance costs (e.g., providing a water supply to currently underserviced areas). There is continued growth in the use of Township facilities by non-residents. There is interest in establishing different user fees for non-residents to allow them to book and use Township facilities (e.g. pickleball courts). Though much of the growth in South

improving parkland connections in South Frontenac and creating a network of natural corridors to support ecosystem connectivity.
Focus Groups:
Trails in South Frontenac, such as the K&P Trail and Cataraqui Trail, are popular amenities used by both residents and visitors of all ages for different activities, such as cycling, hiking, snowmobiling, and ATV-ing. Various events along the trails have been organized, such as cycling, ATV and snowmobile group rides. It was mentioned there is a desire to have a parking area near Bedford for access to the trails heading toward Godfrey, as well as adding rest stops and amenities along trails, such as washrooms and bike repair stations (e.g. air pump, wrenches). In addition, many participants mentioned a need to improve the connections and accessibility of trails, including trails located along roadways, so it is safe for all ages to use (e.g. adults, children, seniors, etc.). Regarding parks, South Frontenac has many green spaces that are ideal for recreation group programs, such as snow shoeing, running or dog walking. There are many recreation facilities and amenities located in municipal parks, such as playgrounds, pickleball and tennis courts, and ball diamonds. As the population in South Frontenac continues to grow, enjoyment of parks and trails by residents has also increased.
Recreation facilities and amenities in South Frontenac are in high demand for sports and other leisure programs, such as pickleball, stocksport, hockey, softball and soccer, so there were requests for more time for residents. Some participants mentioned difficulty in accessing programs due to location, time and travel, because not everyone has access to a car at all times, and there is no public transport. Also, there is a desire for more affordable programs to facilitate participation by more people. Though many facilities have adequate amenities, such as washrooms and parking, there could be improvements to address increasing demand by both residents and visitors.
5.4 Parks & Trails Interviews: Parks and trails located in South Frontenac are popular amenities for both residents and visitors alike as outdoor recreation is a major attraction. There were recommendations regarding repairs and improvements to the Cataraqui Trail and K&P Trail, which are in need of greater trail connections with other active transportation systems (e.g. roadways). It was mentioned that trails improvements are needed to accommodate a wider range of users, such as walkers and ATVers. Regular inspection and maintenance are also need to ensure trails comply with accessibility standards and from different access points to be in compliance with AODA standards. Staff reported hearing that people are not aware of what the Township is doing concerning parkland development, so more information about parkland development in the Township would be helpful. There are discussions about

5.5 Waterfront Interviews: The Township has many lakes, which are integral to South Frontenac’s nature-focused identity. There is growing demand for use of the lakes along with other outdoor spaces and amenities, such as parks and trails, with an associated need for more public parking. It was mentioned that there are tensions between permanent and seasonal residents along the waterfront concerning the use of waterways, services, recreation activities,

and development. These include persisting concerns surrounding some short-term rentals of waterfront properties, and perceptions that seasonal residents, visitors and developers are inconsiderate regarding how they use and care for the lakes. Water activities such as fishing and boating are popular, such but more needs to be done to regulate the use of lakes for tournaments and derbies. The community also feels strongly that there is a need to improve the preservation of lakes in South Frontenac (e.g. water quality, shoreline erosion), as well as improving safety and overall access to residents and visitors. Focus Groups: More parking is needed near boat launches to meet the growing demand for use and access to the lakes. There is interest in having more activities for residents and visitors on the lakes, such as water sports, renting canoes and kayaks and boat tours. There is a need for improvements to parking, washroom amenities and waste receptables located near the lake waterfront, particularly near public boat launches and docks, to help better ensure safety, cleanliness, and fair access for both residents and visitors. Participants were concerned about the health of the lakes (e.g. shoreline erosion and flooding, garbage buildup, introduction of invasive species, churning up of lake sediments, etc.). They suggested greater education for boaters on lake etiquette might help decrease some of these negative effects on the lakes.
5.6 Tourism Interviews: The Township of South Frontenac and the County of Frontenac are working together to build tourism opportunities. The Township of South Frontenac is interested in building its tourism industry through emphasizing their recreation events, activities and programs. Outdoor recreation activities and events have increasingly attracted visitors who engage in

cycling, hiking, ATV-ing, watersports, canoe/ kayak events, and lumberjack games. Also, the growing popularity of pickleball and icestock are drawing more visitors to South Frontenac to participate in these activities. However, South Frontenac currently does not have adequate short-term stay accommodations to meet the growth in visitors to the Township, so most visitors stay in nearby municipalities (e.g. Kingston). As a result, there is interest among some stakeholders for the Township to facilitate the development of more accommodations. Focus Groups: Tourism is a growing industry in South Frontenac as is evident from the greater number of people attending events and festivals in the Township. Some of the top tourism attractions in South Frontenac are agri-food related and lake or trail activities such as, cycling, fishing, and boating. There was a suggestion to set up boating tours of the local lakes and along part of the Rideau Canal, which would be an attractive activity for visitors to South Frontenac.
5.7 Policy Interviews: It is apparent that updated policy is needed in relation to the use of facilities, parks, and other recreation amenities. There have been discussions regarding improving policies to regulate facility/amenity rental practices and user fees in the Township to help cover more of the costs associated with use of recreation facilities and amenities and to rationalize fees across services. For example, a change in user fees for non-residents is largely supported as the demand continues to increase for facility use. In addition, it was suggested to implement policy to regulate the use trails for motorized vs. non-motorized uses, as it has been a persistent issue in the Township.

It was emphasized that there is a lack of policies, by-laws or procedures, to regulate the use of facilities, parks and lakes. In the past, cash-in-lieu was commonly accepted, but due to population growth, parkland dedication from developers is viewed as the preferred option to address future park requirements. There are suggestions to make improvements in monitoring and enforcing by-laws to ensure compliance, such as rules concerning the access to, and use of lakes, beaches, and other public areas. It was also mentioned that there is a need for more policies to address the growth in short-term rentals, such as air bnb rentals and vacation home rentals particularly along the waterfront due to rising tensions between different users.
A common trend during the COVID-19 pandemic has been the flow of people moving away from dense, urban areas to more rural areas, such as South Frontenac, which has resulted in considerable local growth. As a result, reliable and consistent internet access is essential for more residents to be able to work remotely and remain connected to others elsewhere. Locations of future recreation facilities and programs will need to consider population distribution and areas of expected growth.
5.8 Future Growth
Many residents go to nearby municipalities to participate in recreation activities and programs or to use other municipal recreation facilities or amenities. It was emphasized that many South Frontenac residents go to Kingston to use their indoor facilities, such as courts, swimming pools, and gyms. Many residents also go to nearby municipalities to use their splash pads, which is a popular amenity request to be among South Frontenac residents but the feasibility of having splash pads in South Frontenac is unclear due to the unknown costs and information regarding the operation, maintenance, and access to the municipal water supply. The Township is interested in improving their inventory of recreation services, facilities and amenities to encourage residents to pursue recreation locally, and become a primary location that attracts visitors for recreation.
Interviews: Population growth in South Frontenac is expected to continue as more people are relocating to the Township from other parts of Ontario, and especially from the Greater Toronto Area. As the population continues to grow, demand for recreation programs, parks and facilities will as well, so the Township will be required to meet the needs of all Township residents. Internet connectivity was identified as a key priority in the Township, which is an issue that is being addressed regionally. Currently many parts of the Township have unreliable service, and with both increasing population and remote work opportunities, the demand for reliable internet is becoming more urgent. It was also mentioned that there needs to be more opportunities for business growth because more people are moving to the area as it develops, and continues to draw investment.
5.9 Participation/Facility Use Outside of South Frontenac Interviews:
Focus Groups: Many residents go to other nearby municipalities, such as Kingston, for recreation programs and facilities (e.g. pools, gyms, splash pads). Participation in recreation groups and clubs in other municipalities, such as hockey leagues, is common because

there is only one arena in South Frontenac, and the location is said to be inconvenient for some people and has low capacity. There are recommendations that there needs to be improvements in programming to encourage residents to stay in South Frontenac for recreation and to draw more people from surrounding municipalities to the Township to engage in recreation programs and events.
5.10 Partnership Opportunities Interviews: South Frontenac is said to have a successful partnership with Central Frontenac regarding their jointly owned and operated arena. In the past the Township had organized a shuttle service to take residents to Kingston to use the indoor pool, and it was suggested that this type of model could be used again to partner with other municipalities and share use of facilities. It was suggested to strengthen the relationship between the Township and Ontario Park to provide programs and activities at the local Provincial Parks (e.g. hiking, camping, etc.). There is also an opportunity for the Township to pursue partnerships with film production companies and event organizers, such as for major sport or recreation events (e.g. Timbersport Games), who are interested in the location of South Frontenac. In addition, local community stakeholders, such as South Frontenac Community Services (SFCS) have pursued partnerships with other service providers (e.g. YMCA) to offer recreation programs and services. The Frontenac Community Futures Development Corporation is working to encourage more business opportunities to South Frontenac and the County as a whole.
there are several community sport clubs interested in partnering with the Township to host recreation events in South Frontenac, such as stocksport and pickleball, which would bring attention to the community’s recreation programs and draw more visitors to the Township. There are also a few community groups or clubs in South Frontenac that are interested in buying properties to expand their organization’s capacity, which would allow them to host larger programs and events. Minor sports groups noted the potential to collaborate with the Township to establish an ‘alumni sports committee’ to fund local leagues/clubs in South Frontenac with the proviso that the minor sports associations are involved in determining the distribution of funds across the community.
Focus Groups: The Township has existing partnerships with some community organizations, such as SFCS and the South Frontenac Heritage Committee and Museum, which use Township owned facilities to host their programs. However,

7.0 Resident Emails
The EngageFrontenac engagement site was launched on May 3, 2021. The site allows for the public to participate and remain engaged throughout the Master Plan’s development. There are four engagement tools available on the page, for people to use – Ideas, Discussion, Map It!, and the Q&A. Some ideas, comments and thoughts that have been shared to date including recommendations for outdoor fitness programs, additional outdoor amenities, such as a boardwalk by the lakefront, boat launches docks and trails, and a multi-use indoor fitness centre. The platform provides an opportunity for the public to engage with one another to discuss their ideas, thoughts or questions about recreation, parks and facilities in South Frontenac.
We received four emails from residents providing ideas and sharing concerns regarding parks and recreation in the Township. One email remarked at the increased use of the park in Sunbury since the tennis court upgrades, and suggested the addition of volleyball courts in the open area between the courts and soccer field. The resident mentioned there are local leagues that would rent the courts, and that other people have also expressed support for the idea. Another resident expressed the need for more indoor facilities in South Frontenac, particularly to serve the senior population and reduce the need to travel to Kingston to access indoor recreation. This couple walk on the K&P trail daily, but struggle to find physical activities in the winter. As such, they travel during the winter to places such as White Rock/South Surrey in British Columbia, which he describes as a destination for seniors with many, good quality, recreation opportunities. A resident requested that the tennis courts on Westport Road be restored for use. The fourth resident is concerned about development close to the lakes, noting that they are the Township’s greatest resources, that they should be protected, and requested that any new recreation centres should be in other communities, not in Sydenham, and not near any lakes.

Methodology & Logistics Overview
This report documents the findings from a telephone survey of N=300 residents from the Township of South Frontenac, Ontario conducted by Oraclepoll Research for the Township on behalf of thinc design, the lead firm for the Master Plan study. The survey questions were designed by thinc design and the Township. The role of Oraclepoll Research Ltd was to field the online and telephone surveys and report on the findings. The purpose of the survey was to determine current use of parks and recreation facilities, participation in programs and activities, and opinions on the need for future services in the Township.
Study Sample & Survey Method
A total of N=300 respondents, 18 years of age and older who are residents of South Frontenac were interviewed. All surveys were conducted by telephone using live operators at the Oraclepoll call centre facility. The survey was conducted using person-to-person interviewing with computer-assisted techniques for telephone interviews (CATI) and random number selection (RDD). The sample frame included landlines as well as cell phone-only households. Since cell phone numbers are not tied to location, potential respondents were first screened to ensure their residency in the Township of South Frontenac, before administering the survey. A total of 20% of all interviews were monitored and the management of Oraclepoll Research supervised 100% of all the calls made.
Logistics
Telephone surveys were conducted by phone at the Oraclepoll call centre using person-to-person live operators between May 6th and May 16th, 2021. Initial calls were made between the hours of 6:00 p.m. and 9:00 p.m. Subsequent call-backs of no-answers and busy numbers were made on a (staggered) daily rotating basis up to 5 times (from 10:00 a.m. to 9:00 p.m.) until contact was made. In addition, telephone interview appointments were attempted with those respondents who were unable to complete the survey at the time of contact. If no contact was made at a number after the fifth attempt, the number was discarded and a new one supplemented it.

Couples with dependent children (84%) and single parents (81%) were also more inclined to use these facilities, followed by those households with extended families (75%), compared couples with no children (64%), two adult (63%) and single person dwellings (56%).

South Frontenac could do this: The Ice Trail at Arrowhead Provincial Park has graduated from local folklore, to becoming a mainstay in Muskoka’s winter season! Opened in 2012 on a whim and a vision, the Ice Skating Trail has become one of the region’s most popular winter attractions, and one of the province’s most sought after winter ‘bucket list’ experiences. The 1.3 km Ice Skating trail winds through the thick Muskoka forest and is a winter experience like no other. If you get to skate the loop after a fluffy snowfall, consider yourself in luck. Being surrounded on all sides by snow-covered evergreen trees is an absolutely stunning sight, and one that you won’t soon forget. Bring your family and watch your kids whip around the track with the perfect backdrop, or surprise your loved one with a romantic ‘hand-holding’ skate through the forest.

I love visiting Gilmore Point Beach but sometimes I find the garbage over following. Dogs are often off leashes on the beach area or swimming/catching balls in the swim area near small children. It would be great to have more education or spot checks for these problems.

I feel South Frontenac could benefit from an indoor pool facility. It would be beneficial for all age groups as you could offer scheduled programs ranging from swimming lessons for children, to family swims/public swimming, to adult only lap swims, aqua fit, and water physiotherapy opportunities. We live minutes from South Frontenac, and can only swim during summer months where we could do this year round with an indoor pool facility. We have to travel either to Kingston (YMCA) or to Perth to have access to a pool. It really would be beneficial to the township as well as the community as a whole to have a facility like this. It would also allow people with accessibility issues the chance to swim and exercise, where they can’t do that with getting in/out of a lake.

Please see my previous comments regarding the boat launch on Salmon Drive. The noise there is often excessive, all day long. People launch their boats before 7:00 in the morning and they’re shouting from the water to their buddy in the parking lot. There is excessive foul language most days, which is inappropriate in a residential area. The trucks with trailers park on both sides of Salmon Drive, so fire trucks could not get to the residences on that road. Garbage and fish guts and beer cans are often thrown along the side of the road or on the private property of the people who reside there. Dogs are often allowed off leash while boats are being launch, running into the residences’ yards, and they are allowed to use the lakefront as their bathroom. People swim at the boat launch, which is very unsafe. Some days there are an excessive numbers of boats launched into our small lake, which jeopardizes the loons, kayak and canoe people enjoying a quiet paddle, and swimmers. The wake of the large boats on Rock Lake is very hard on the docks, the swimmers, the kids playing in the water, and the small vessels. Jet ski owners launch their jet ski and then do endless fast spins and jumps in front of the residences. People continually urinate in the parking lot. People will idle their engines for half an hour at the boat launch while they tune up their motor, causing noise and bad smells. People take beer in their boats, so are drinking and driving in the lakes, which puts all other users of the lake in danger. Then they throw their beer cans or bottles on private property beside the boat launch. Many boaters end up in Howe’s Lake, so why can’t there be a public boat launch on Howe’s Lake to reduce the large boats and heavy boat traffic on Rock Lake. The zebra mussels are really bad in Rock Lake, which isn’t surprising since many boats from Lake Ontario are launched here. Why do we encourage people from outside of South Frontenac to use our boat launch in Verona? Rock Lake is too small for such a large number of large boats.

We moved here a little over 2 years ago and would be interested in opportunities to integrate with the broader community. We live in the country so don’t really have need for parks. We are gardeners so activities around gardening might be interesting. I believe there is a Horticulture Club inGan that might be of interest, might check it out once Covid is done. We can snowshoe in our neighborhood so don’t really need trails for that and can launch our kayaks from our dock so don’t need anything there. There may be a time we would pack up the kayaks and go elsewhere for some variety. We would be interested in social activities for active seniors, ballroom dancing, tai chi, yoga and lawn bowling come to mind. I plan to play more pickle ball once Covid restrictions ease up, not so much for competitive reasons but for social connections.

Better care of water-ways, beaches and surrounding lakes. Organized plans to help lake front owners and beach goers to control weeds and pollution to keep waters inviting and enjoyable, useable. Does not have to be a free service, but organized services that people can contribute to. This year there are so many downed trees and garbage accumulated along the shore line. The lake no longer looks pristine.

With the twp so spread out it’s difficult accessing options if you don’t have access to transpo. User pays. Our lake options are not capitalized upon. Sure we have trails, but not everyone wants to hike, bike, or run. Think of Loughborough, Sydenham & all our local lakes. Promote the lakes as a recreational facility. Every time the trails get mentioned, we should also promote our lakes (all seasons). Fishing derby’s, kayaking, paddle boarding, workshops, kids programs, swimming lessons, We should capitalize on our beautiful lakes. The Canoe Club is always forgotten, why? We are so lucky to have a perfect setting for this sport. It’s on the lake! Isn’t it wonderful it’s being used? What about a water ski course? Promote South Frontenac. How about some boat slips or splash pads at the beaches? It’s all recreation, whether its on land or on water, promote both. Would love to see: -Outdoor movies at the football field (all ages) -Line dancing classes at the Legion (was a huge hit) -Electric bike & scooters allowed on trails (bylaw?) -More snowmobile access onto lake for ice fishing -A place in Sydenham where you can buy fishing licenses

Recreation programs in Sydenham are too far away for our Senior and teenager so they don’t participate but go into Kingston which is closer and has more offerings. If there was more access to ice time for girls/women’s hockey, with an arena closer (harrowsmith or Sydenham) we would absolutely bring our daughter to that association. Unfortunately when she started playing hockey in Frontenac CA they were given less than ideal ice times, sometimes no ice time, and were treated as lesser than the flyers. The fury was / is a poorly run association, and could be better served if the executives could provide equal treatment to all teams inside the association.

The facilities in SF are generally not well maintained ( boat launches, no community docks, golf course ( Inverary has limited amenities ( no range - not a great course). There is no gym ( ie such as Planet Fitness. The tennis courts at Gerald Ball nicely resurfaced ( but cannot figure out booking system and just one court and no training wall to hit balls off).

The village of Sydenham and Harrowsmith could benefit hugely from a splash pad. Specifically at the Harrowsmith park near the diamonds and somewhere near the point in Sydenham. Additional parking for the boat launch in Sydenham would be good, probably not possible. As more children come to the area the Township needs to pair up with OPP and the schools to to educate young drivers on the speeds of vehicles. Lots of kids riding bikes now and there are lots of vehicles using side roads like stage coach, mutable, murton and the speeds are excessive.

There are virtually no facilities in Perth Rd Village. I would like to see more of a focus in this area with any future plans to expand recreational facilities. I have recommended in the past that a basketball court that can be converted to an ice rink in the winter next to the new fire hall in Perth Road Village would be fantastic way to provide recreational facilities to this community. There are other communities outside of our area that already do this.

We are in our late sixties and very fit. Most of our recreation is self-motivated. We live on a lake beside Frontenac Provincial Park so we paddle and hike. We cycle as well (mailbox is 5 kms away) but have to drive to the local trail heads for outings. We tend to avoid senior’s activities because they are not very active.

I am most unhappy with the coarse gravel being used on S Frontenac back roads. In particular, First Lake and Leveque, c Clair roads are unpleasant to walk on and impossible to cycle, even with hybrid or mountain bikes. It does not pack down ,even late in the season. I can only hope the rest of the roads in our county do not have similar surfaces. 3/4 inch gravel is not appropriate,,,
