Resolution Resolution No. 2022-09-02 Moved by Councillor McDougall Seconded by Councillor Ruttan That the agenda for the Special Council meeting of February 8, 2022 be approved. Carried

a)
Follow-up to Budget Presentation
Minutes of Council February, 8, 2022
This report responded to questions posed at the January 27th, 2022 Special Committee of the Whole meeting regarding the draft 2022 Operating and Capital budgets, and provided information on approved but previously unbudgeted expenses that have been included in the draft budget. b)
Notice of Motion - Development Services Positions included in the 2022 Budget Deputy Mayor Revill assumed the Chair for the purposes of this report. A recorded vote was requested. Mayor Vandewal and Councilor Sleeth voted in favour of the motion with the remainder of Council voting against it, therefore the motion was defeated. Mayor Vandewal assumed the Chair once the recorded vote was conducted. Resolution No. 2022-09-03 Moved by Mayor Vandewal Seconded by Councillor Sleeth That the building and planning positions included in the 2022 budget be held until an information report is provided to Council that includes data on comparable Development Services Departments and pending Council approval for release. Defeated
Reports Requiring Action
a)
2022 Budget including PSAB presentation A recorded vote was requested. Mayor Vandewal voted against the approval of adopting the budget with the remaining Council members voting in favour, therefore the motion was carried. Resolution No. 2022-09-04 Moved by Councillor Ruttan Seconded by Councillor Sutherland That Council approve and adopt the combined 2022 Capital and Operating budgets requiring $21,192,849 to be raised by taxation, as attached. That Council also approve the 2022 PSAB budget as attached to the report from the Interim Chief Administrative Officer, Louise Fragnito, dated February 8, 2022. Carried

Minutes of Council February, 8, 2022 Resolution No. 2022-09-05 Moved by Councillor Morey Seconded by Councillor Sleeth That By-law 2022-13, being a by-law to confirm generally all actions and proceedings of the Council of the Township of South Frontenac, be given first and second reading. Carried Resolution No. 2022-09-06 Moved by Councillor Sutherland Seconded by Councillor McDougall That By-law 2022-13, being the confirmatory by-law be given third reading, signed and sealed. Carried 19.
