Regular Meeting of Council Minutes September 10, 2021 Minutes of a Public Meeting of Council for The Corporation of the Township of North Frontenac Held September 10, 2021 in the Council Chambers 6648 Road 506, Plevna, Ontario Present: Mayor Ron Higgins; Councillor Wayne Good – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3 Absent with Regrets: Councillor Fred Perry – Ward 1 Also Present: Tara Mieske, Clerk/Planning Manager (CPM); Corey Klatt, Manager of Community Development/CAO Back-up (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC); Kelly Watkins, Treasurer; Sonya Bolton, Manager of Community Planning, County of Frontenac (Electronic Participation); and Dmitry Kurylovich, Community Planner, County of Frontenac (Electronic Participation) 1. Call to Order and Purpose of Meeting The Mayor called the meeting to order regarding the Zoning By-law Amendment Application Z3/21 – Vos to order at 9:00 a.m. 2. Chair’s Opening Remarks Please see attached Opening Remarks. 3. Approval of Agenda a) September 10, 2021 Public Meeting Jennifer Matthews, Watson Land Surveying, Agent was present. Resolution #: 382-21 Moved By: Seconded By: Councillor Good Councillor Inglis Be It Resolved That Council approves the Agenda for the Public Meeting regarding Zoning By-law Amendment - File #Z03/21 - Vos dated September 10, 2021, as circulated. Carried Regular Meeting of Council Minutes September 10, 2021 4. Member Reports and Staff Administrative Reports a) Planning Report - Zoning By-law Amendment - Z3/21 - Vos and Summary of Proposal by the Planner Resolution #: 383-21 Moved By: Seconded By: Councillor Good Councillor Inglis Be It Resolved That Council receives for information the Planning Report for Zoning By-law Amendment Z3/21 - Vos. Carried 5. Public Comments and Questions None. 6. Council Comments and Questions None. 7. Motion a) Zoning By-law Amendment - Z3/21 - Vos Resolution #: 384-21 Moved By: Seconded By: Councillor Inglis Deputy Mayor Martin Be It Resolved That Council will consider the Zoning By-law Amendment for Application File #Z3/21 – Vos at the Regular Council Meeting. Township of North Frontenac’s Zoning By-law
Opening Remarks

  1. The Council of the Township of North Frontenac is conducting a Public Meeting, today September 10, 2021, under the Planning Act with respect to Proposed Amendment to the Township of North Frontenac’s Zoning By-law related to a Planning Report for a Zoning By-law Amendment Z3/21 – Andrew and Barbara Vos for their property at 1005 Levere Road requesting a change from recreational/commercial zoning to rural zoning.
  2. Any persons who wish to receive a copy of the minutes of the public meeting, a copy of the report on the proposed Amendments to the Township of North Frontenac’s Zoning By-law or notice of the passing of the proposed Amendment to the Township of North Frontenac’s Zoning By-law, should provide their full name, address, postal code, email address and contact numbers to the Clerk following the meeting. If a person or public body does not make oral submissions at the public meeting or make written submissions to the Township of North Frontenac before the proposed Amendments to the Township of North Frontenac’s Zoning By-law being approved the person or public body:  is not entitled to appeal the decision of the Township of North Frontenac to the Ontario Land Tribunal ( formerly the Local Planning Appeal Tribunal); and  may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the tribunal, there are reasonable grounds to do so.”
